Y-12 Community Relations Council adds members

Bruce Borchers, Veronica O’Hearn, and John W. Smith have joined the Y-12 Community Relations Council. The volunteer group is comprised of 29 community and business leaders who are charged with helping to exchange information between Y-12’s management team and the Oak Ridge and East Tennessee region. The new members were selected by the CRC membership, a press release said.

“B&W Y-12 launched the Community Relations Council in 2002 because we understand the importance of having a strong relationship with our neighbors in and around the Oak Ridge area,” said Bill Reis, B&W Y-12’s vice president of public and government affairs. “We work hard to keep the group updated on the projects/programs and activities at Y-12 and look to them to provide us feedback from the community and to serve as ambassadors for Y-12. It’s a wonderful partnership, and we appreciate each and every one of the CRC members for their commitment to Y-12 and the community.”

House-passed budget could avoid second shutdown; Senate may vote this week

A bipartisan budget bill being considered in Congress could avoid a second government shutdown and provide relief to federal employees and government contractors in Oak Ridge, including at the Y-12 National Security Complex, which was prepared to furlough up to 3,600 workers during the first shutdown in October.

The U.S. House of Representatives has passed a budget bill that could avoid a second government shutdown in mid-January, a development that will likely offer some relief to federal employees and government contractors in Oak Ridge—and to the businesses that support them.

U.S. Rep. Chuck Fleischmann, a Tennessee Republican, said he supported the Bipartisan Budget Act of 2013 in the House on Thursday.

“Tonight, the House took a modest step toward reforming spending and setting our government on a more stable path,” said Fleischmann, a second-term congressman whose district includes Oak Ridge.

But the bill still has to pass the deeply divided Senate, which is preparing to take up the budget bill this week. The Washington Post reported that Democrats are still trying to come up with the 60 votes necessary to break a GOP-led filibuster in the Senate. [Read more…]

ETEC presents 2013 Muddy Boot Awards

On Friday, the East Tennessee Economic Council named three new recipients of the Muddy Boot Award: Bill Biloski, Ray Smith, and Barry Stephenson.

The Muddy Boot Award is a tribute to people who, through their work and community activities, make East Tennessee a stronger region.

Also Friday, ETEC presented two Postma Young Professional Medals to husband and wife Colin and Sherith Colverson.

The council’s annual celebratory event was keynoted by Tennessee Gov. Bill Haslam. [Read more…]

Passed in House, Manhattan Project Park amendment falls short in Senate

The legislation to create a Manhattan Project National Park that would include Oak Ridge has fallen short in the U.S. Senate, but the representative from Washington state who wrote the House amendment vowed to press ahead next year.

The bill passed the U.S. House of Representatives in June as an amendment to the National Defense Authorization Act. But it was not included in the final text of the defense bill released late Tuesday night, said U.S. Rep. Doc Hastings, the Washington Republican who wrote the amendment.

Besides Oak Ridge, the park would include Hanford, Wash., and Los Alamos, N.M. The three cities played key roles in the Manhattan Project, a top-secret program to build the world’s first atomic weapons during World War II.

“I’m disappointed, but not deterred,” said Hastings, chair of the House Natural Resources Committee. “To all the advocates for this park: You’ve given great energy, enthusiasm, and expertise to this effort to date, and I know that will continue until our goal is accomplished, which I am confident it will ultimately be.” [Read more…]

An investigation has concluded that a security officer at the Y-12 National Security Complex probably inadvertently pulled the trigger when a weapon fired inside a “hardened” vehicle in July, discharging one round and slightly injuring two guards.

An investigation has concluded that a security officer at the Y-12 National Security Complex probably inadvertently pulled the trigger when a weapon fired inside a “hardened” vehicle in July, discharging one round that hit an interior wall and produced fragments, and slightly injuring two guards.

The accidental discharge occurred just after midnight on July 28, which, coincidentally, was the one-year anniversary of the July 28, 2012, security breach at Y-12.

The National Nuclear Security Administration said little after the accidental discharge. But the agency did acknowledge that two security police officers, or SPOs, received minor injuries and were treated at Y-12 before being taken to Methodist Medical Center of Oak Ridge, where they were treated and released. The NNSA also said the incident was under investigation.

Now, officials have concluded a four-month investigation, and B&W Y-12, the plant’s managing and operating contractor, has released a summary of the findings. [Read more…]

Activists ask federal officials to build UPF underground at Y-12

The proposed multi-billion-dollar building that would process uranium at the Y-12 National Security Complex should be buried below ground, an Oak Ridge nonprofit organization and a Washington, D.C.-based group told federal safety officials in a Monday letter.

The groups planned to make their request during an all-day meeting and public hearing of the Defense Nuclear Facilities Safety Board in Knoxville on Tuesday. The board is meeting in two sessions from 8 a.m. to noon and 2 to 6 p.m. today (Tuesday) at the Knoxville Convention Center.

The Monday letter was from the Alliance for Nuclear Accountability in Washington, D.C. Among the dozen signatories is Ralph Hutchison, coordinator of the Oak Ridge Environmental Peace Alliance, a group that has long been critical of the nuclear weapons work at Y-12. OREPA said the letter’s signatories represent thousands of members at sites across the country. [Read more…]

Commercial, nuclear facilities the focus of safety forum on Wednesday

The Oak Ridge Business Safety Partnership will hold its last community safety forum of 2013 on Wednesday at the American Museum of Science and Energy.

The program is titled “Safety in Commercial and Nuclear Facilities: Programs that Work.” It’s scheduled from 8 to 10 a.m. Wednesday.

Speakers include Shane Strickland, Alcoa safety manager;  Paul Wasilko, safety culture program manager at the Y-12 National Security Complex; Chris Patton, safety services division director at Oak Ridge National Laboratory; and Doug Giles, plant protection safety area manager at Eastman. Each will make a 15-minute presentation about the safety program at his facility, followed by a panel discussion at the end with audience questions and answers. [Read more…]

Y-12 receives two significant safety awards

For the 10th consecutive year, the Y‑12 National Security Complex received the National Safety Council’s Occupational Excellence Achievement award. This award recognizes companies, units, or facilities that have reported injuries and illnesses that involved days away from work equal to or less than 50 percent of the U.S. Bureau of Labor Statistics rating for their industry and have had no fatalities during a calendar year.

“We want to reduce our lost workday case rate to zero,” said B&W Y-12 President and General Manager Chuck Spencer. “During calendar year 2012 (for which this award was given), our rate was 0.17. The comparable industry incident rate is 1.6. Y-12 employees can be proud of making safety a value in their daily lives.”

The second award received was the U.S. Department of Energy Voluntary Protection Program Star of Excellence. As the award states, employees have “achieved an outstanding level of performance in meeting established safety and health goals, actively conducting outreach to others and in achieving an injury and illness rate significantly below the average of similar businesses and operations.” [Read more…]

A federal board meeting on nuclear safety at the Y-12 National Security Complex has been rescheduled for Dec. 10.

The day-long public meeting and hearing of the Defense Nuclear Facilities Safety Board had originally been scheduled for Oct. 22. But it was postponed because of the partial federal government shutdown that started Oct. 1 and ended Oct. 17.

The board will still meet at the Knoxville Convention Center, and the meeting will still include two sessions. The first is from 8 a.m. to 12 p.m. Tuesday, Dec. 10, and the second is from 2 to 6 p.m. [Read more…]

CHARLOTTE, N.C.—The bidding team led by the Babcock and Wilcox Co. has filed a third protest over the contract to manage and operate the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas.

B&W announced the protest by the bidding team, Nuclear Production Partners LLC, or NP2, on Wednesday night. It was filed with the U.S. Government Accountability Office.

“This protest encompasses concerns identified in NP2’s June 17, 2013, protest of the revised Request for Proposals,” a B&W press release said. “The protest also reflects information received during the National Nuclear Security Administration’s debriefing session held on November 15.”

The June protest was the second filed by NP2, of Lynchburg, Va. The company had also filed one after the National Nuclear Security Administration announced in January that it had selected Consolidated Nuclear Security LLC of Reston, Va., to manage the two nuclear weapons plants. [Read more…]

B&W Y-12 recently announced it has donated $1,250 to local libraries, raised more than $20,000 for the Leukemia and Lymphoma Society, and volunteered more than 10,000 hours of service at the Great Smoky Mountains National Park.

Y-12 emergency services director to discuss plant activities Tuesday

A Tuesday lunch meeting of the Kiwanis Club of Oak Ridge will feature the director of emergency services at the Y-12 National Security Complex.

The meeting starts at noon, and the presentation by  Jason M. Hatfield will begin at 12:10 p.m. It’s in the smaller meeting room of the Golden Oak Grill Buffet on 401 South Tulane Ave. in Oak Ridge. Hatfield will talk about Y-12 activities, a press release said. [Read more…]
