The Seattle man who was arrested and charged with criminal trespassing at the Y-12 National Security Complex on Sunday had repeatedly failed to comply with police commands, and he crossed a blue trespass line at the main entrance to the nuclear weapons plant, authorities said.

Christopher Ryan Spicer, 31, was participating in a weekly protest at Y-12 at about 6 p.m. Sunday at the intersection of Bear Creek and Scarboro roads. This protest was significant because it occurred less than two days before the scheduled sentencing of the three protesters who broke into Y-12 in July 2012 and spray-painted slogans and splashed blood on a uranium storage building.

Dozens of people came to Knoxville from across the country for the Tuesday sentencing of the three: Greg Boertje-Obed, Megan Rice, and Michael Walli. However, it was postponed to Feb. 18 because of snow.

Oak Ridge Police Department Officer James Elkins said Spicer was among the protesters on Sunday evening before he crossed a street and walked toward the Y-12 guard shack. Spicer repeatedly failed to comply with orders given by him and ORPD Sgt. Roy Heinz, Elkins said in a warrant filed in Anderson County General Sessions Court. KNOXVILLE—The three protesters who cut through fences and vandalized a uranium storage building at the Y-12 National Security Complex in July 2012 have not shown contrition or accepted responsibility for what they’ve done, a federal judge said during a Tuesday sentencing hearing.

The three anti-nuclear weapons activists—Greg Boertje-Obed, Megan Rice, and Michael R. Walli—have acknowledged that they splashed human blood, hung crime scene tape, and hammered on the side of the Highly Enriched Uranium Materials Facility on July 28, 2012. They have freely given interviews to reporters and admitted that they spray-painted slogans—they called them “Biblical graffiti”—on the side of the HEUMF, which stores most of the nation’s bomb-grade uranium.

But acknowledging their actions is not the same as contrition, U.S. District Judge Amul R. Thapar suggested during a Tuesday sentencing hearing at the Howard H. Baker Jr. Courthouse in Knoxville. To accept responsibility, the trio would have to show contrition and remorse, and acknowledge that what they did was wrong, Thapar said.

However, the defendants have fought the government at every step in the 18-month-old case, the judge said. [Read more…]

Work at Y-12 delayed until 10 a.m. Wednesday

Work at the Y-12 National Security Complex was also delayed Wednesday morning because of the weather.

Employees are delayed until 10 a.m. Wednesday, Y-12 said in a statement.

A few inches of snow fell across the region, and there was snow, ice, and slippery spots on many roads.

KNOXVILLE—Snow delayed the Tuesday afternoon sentencing for the three anti-nuclear weapons activists who cut through fences and vandalized a uranium storage building at the Y-12 National Security Complex in July 2012.

The hearing could be moved to 9 a.m. Feb. 18. But there is also a possibility that U.S. District Judge Amul Thapar, who normally hears cases in the Eastern District of Kentucky, could resume the hearing on Wednesday.

The sentencing hearing for the three protesters—Greg Boertje-Obed, Megan Rice, and Michael Walli—was at the Howard H. Baker Jr. Courthouse in Knoxville, which closed early at 2:30 p.m. Tuesday because of the snow and driving conditions. [Read more…]

The three protesters convicted on federal charges after sneaking into the Y-12 National Security Complex and splashing human blood and spray-painting slogans on a uranium storage building in July 2012 will be sentenced in U.S. District Court in Knoxville on Tuesday morning.

The sentencing hearing for the three anti-nuclear weapons activists—Greg Boertje-Obed, Megan Rice, and Michael R. Walli—is scheduled to begin at 9 a.m. Tuesday. The defendants will be sentenced individually after a joint hearing to hear witness testimony and objections to a pre-sentence report.

The government plans to call retired Brig. Gen. Rodney L. Johnson as a witness. He testified at the two-day trial in May, and he is the senior vice president and deputy general manager of security operations and emergency services at Y-12.

A Catholic nun, house painter, and laborer, Boertje-Obed, Rice, and Walli were convicted in May 2013 of destroying U.S. property and attempting to injure national defense premises. They acknowledged sneaking into Y-12 before dawn on July 28, 2012, and cutting through three fences in a high-security Protected Area before vandalizing the Highly Enriched Uranium Materials Facility, where most of the nation’s bomb-grade uranium is stored. But they said their unprecedented intrusion was peaceful, religiously motivated, and nonviolent, a symbolic disarming of Y-12. [Read more…]

More than 350 DVDs and some 360 teddy bears were collected by Y-12 National Security Complex employees for patients at East Tennessee Children’s Hospital in Knoxville.

The DVDs were collected as part of the “DVDs for Joy” campaign, which is the brainchild of KelliAnn Corbett, daughter of B&W Y-12’s Kevin Corbett. KelliAnn and her sisters collected DVDs at some Oak Ridge schools last year, and they invited “Y-12ers” to join them this year. Kathi Hofstad, ETCH coordinator for volunteer services and programs, said the DVDs gathered have helped create a mobile library where families can check out movies to entertain them during their stay at the hospital. To close out the celebration of the 70th anniversary of the Y-12 National Security Complex, a short film capturing highlights of the site’s history is now available for viewing on the plant’s public website.

The 8:15 film covers the chronology of Y-12 from its beginnings during World War II as an integral part of the Manhattan Project to its current missions for the National Nuclear Security Administration.

“Y-12 has experienced a rich history since its birth in 1943,” said Y-12 Historian Ray Smith. “And while we have played a huge role in national security by helping the United States maintain a nuclear deterrent, Y-12 has contributed to several other areas, such as space exploration and nuclear nonproliferation. The expertise and capabilities at Y-12 have truly made it a national asset.”

DOE commits to three-year, $4.5 million groundwater study in Oak Ridge

Daniel J. Goode, a research hydrologist for the U.S. Geological Survey, briefs members of the Oak Ridge Site Specific Advisory Board on a new groundwater strategy for the Oak Ridge Reservation.

The U.S. Department of Energy has agreed to spend $4.5 million during the next three years to study groundwater contamination on the Oak Ridge Reservation.

The reservation includes three federal sites—East Tennessee Technology Park, Oak Ridge National Laboratory, and Y-12 National Security Complex—that have been involved in missions ranging from scientific research to uranium enrichment to nuclear weapons work. That work has sometimes included the use of hazardous substances such as mercury and technetium-99, a slow-decaying radioactive metal.

The $4.5 million in funding will help implement a new groundwater strategy developed by DOE with help from the Tennessee Department of Environment and Conservation and the U.S. Environmental Protection Agency.

The strategy, which was presented to the Oak Ridge Site Specific Advisory Board in November, will help guide future cleanup decisions, said Sue Cange, deputy manager for environmental management in DOE’s Oak Ridge Office. [Read more…]

The $1 trillion federal spending bill passed by Congress last week provides money for a water treatment plant that would help reduce mercury contamination in Oak Ridge, and it includes less money for the Uranium Processing Facility than President Obama had requested, Sen. Lamar Alexander said Thursday.

The U.S. Senate approved the spending bill in a 72-26 vote after the House passed it 359-67. Alexander and Rep. Chuck Fleischmann voted for it, while Sen. Bob Corker voted against it. All are Tennessee Republicans, and Fleischmann’s district includes Oak Ridge.

Alexander said the spending bill provides $16 million less than Obama had requested in his budget for the UPF, a multi-billion-dollar building that would replace old buildings at the Y-12 National Security Complex as part of a years-long effort to update the 811-acre site, consolidate operations, and cut the plant’s high-security “footprint” from 150 acres to 15. Note: The following is a copy of the message that B&W Y-12 President and General Manager Chuck Spencer sent to employees on Friday.

I wanted to be the first to tell you about these organizational changes, but given the speed of media you may have already heard them from other sources. If so, I apologize.

When I arrived at Y‑12 in August of 2012, the site had just experienced a significant security event and was at a very low point. However, we immediately set about to work together to rebuild security and to regain the confidence of our many stakeholders. To do that, we have gone through much change and worked tirelessly. What I am most proud of is how we immediately became more introspective. How we all began to question virtually every aspect of our business. Not just security, but operations, maintenance, our assurance system, development, engineering, etc. We did this not because we were performing poorly in these areas, but because that is what a good company does. It is willing to look at itself with a critical eye so that it can be the best at what it does. I am very proud of what you have accomplished in the year and a half you have allowed me to be a part of your team and am confident that you are well prepared for a great future. Given that, it is with mixed emotions that I need to inform you that I plan to return to my position as chief operating officer for B&W’s Technical Services Group. [Read more…]

B&W announces leadership changes at Y-12

The Babcock and Wilcox Co. on Friday announced top management changes at B&W Y-12, the contractor that operates the Y-12 National Security Complex in Oak Ridge.

Among the changes: B&W Y-12 President and General Manager Charles G. “Chuck” Spencer, who started at Y-12 shortly after the July 28, 2012, security breach, will return to his former position as vice president and chief operating officer of Babcock and Wilcox Technical Services Group Inc. Spencer will continue his involvement at Y-12 and the Pantex Plant in Texas as chairman of the Board of Managers for both B&W Y-12 and Babcock and Wilcox Technical Services Pantex LLC, a press release said.

Spencer replaced Darrel P. Kohlhorst in August 2012. Kohlhorst abruptly retired after the security breach.

Spencer will be replaced by Dave Richardson, who will become president and general manager of Babcock and Wilcox Technical Services Y-12 LLC, or B&W Y-12, on Feb. 1. [Read more…]
