Guest column: Peace activists deserve leniency; actions exposed dangerous security flaws

If justice is served Tuesday, a federal judge will exercise leniency when he sentences Sister Megan Rice, Greg Boertje-Obed, and Michael Walli for their non-violent protest at the Y-12 nuclear facility in Oak Ridge in July 2012.

The three peace activists did much more to raise awareness about the security gaps at Y-12 than any harm committed when they breached the compound’s outer fence.

Important lessons were learned about the nuclear weapons complex’s security failings and, more importantly, the failings were discovered through non-violent methods. [Read more…]

The U.S. Marshals have placed a “cone of silence” over Sister Megan Rice, the 83-year-old defendant in the Transform Now Plowshares action who is being held in jail in Knoxville awaiting her sentencing on Tuesday, Jan. 28, in federal court in Knoxville on charges of sabotage and depredation of federal property. Her actual crime was embarrassing the federal government, along with Greg Boertje-Obed and Michael Walli, by sneaking into the nation’s ultra-secure Y-12 Nuclear Weapons Complex in Oak Ridge and painting peace slogans and pouring blood on the side of a warehouse that stores hundreds of tons of weapons-grade highly enriched uranium.

She has been in jail since a jury delivered a guilty verdict on the trumped-up charges in May 2013.

On Sunday, Jan. 26, Megan called local supporters to report that a phone interview that had been arranged with BBC-London had suddeny been denied. “They were so helpful here at the jail yesterday with making arrangements for the call,” she said, “and then tonight the woman was loud and rude and told me there would be no call. DOE commits to three-year, $4.5 million groundwater study in Oak Ridge

Daniel J. Goode, a research hydrologist for the U.S. Geological Survey, briefs members of the Oak Ridge Site Specific Advisory Board on a new groundwater strategy for the Oak Ridge Reservation.

The U.S. Department of Energy has agreed to spend $4.5 million during the next three years to study groundwater contamination on the Oak Ridge Reservation.

The reservation includes three federal sites—East Tennessee Technology Park, Oak Ridge National Laboratory, and Y-12 National Security Complex—that have been involved in missions ranging from scientific research to uranium enrichment to nuclear weapons work. That work has sometimes included the use of hazardous substances such as mercury and technetium-99, a slow-decaying radioactive metal.

The $4.5 million in funding will help implement a new groundwater strategy developed by DOE with help from the Tennessee Department of Environment and Conservation and the U.S. Environmental Protection Agency.

The strategy, which was presented to the Oak Ridge Site Specific Advisory Board in November, will help guide future cleanup decisions, said Sue Cange, deputy manager for environmental management in DOE’s Oak Ridge Office. [Read more…]

He was one of the first workers hired in Oak Ridge as part of the top-secret race to build the world’s first atomic bombs during World War II.

At only 20 years old, he became the chief photographer for what was then the Manhattan Engineer District, Clinton Engineer Works. He was the only person authorized to take pictures in the “Secret City” during the Manhattan Project, and he captured some classic moments, including the jubilation of Oak Ridge residents the day they learned World War II had ended.

Now 91, Ed Westcott was honored for his historic photography in a surprise ceremony this month. He was given the Muddy Boot Award by the East Tennessee Economic Council. The awards, which have been given out since 1973, pay tribute to people who have made East Tennessee a stronger region through their work and community activities.

“Ed’s photographs are so broadly used that they literally express our history and visually tell the unique story of Oak Ridge and its impact on East Tennessee, the Southeast, the nation, and even the world,” said Ray Smith, Y-12 National Security Complex historian. “So, he definitely qualifies for Muddy Boot consideration. Without Ed’s thousands of wonderful images, we would not be nearly as able to present our history.” [Read more…]

The transition to a new contractor at the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas, could start later this month—after the period for protests is over, federal officials said Friday afternoon.

The protest period ends around Nov. 25, the National Nuclear Security Administration said. The transition could start the day after the protest period ends and last four months, but the NNSA will ask the new contractor, Consolidated Nuclear Security LLC of Reston, Va., to complete the transition quicker if possible.

It’s not clear yet if the two teams that submitted unsuccessful bids will lodge new protests. There have already been two rounds of protests over the contract, which could be worth up to $22.8 billion during a 10-year period, and they have delayed the transition. The NNSA said it will not speculate on the possibility of any new protests. [Read more…]

The National Nuclear Security Administration on Friday reaffirmed its January decision to pick Consolidated Nuclear Security LLC to manage and operate the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas.

The National Nuclear Security Administration on Friday reaffirmed its January decision to pick Consolidated Nuclear Security LLC  to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

That earlier decision, announced almost 10 months ago, had been challenged in two rounds of bid protests. Those protests delayed the transition to a new contractor, and it wasn’t clear Friday if the NNSA’s new decision might also be challenged.

The five-year extendable contract, which could be worth up to $22.8 billion over 10 years, includes project management of the Uranium Processing Facility at Y-12 and an unexercised option for Savannah River Tritium Operations at the Savannah River Site near Aiken, S.C.

“Our nuclear production capabilities are critical to our national security, and CNS represents the best value to the government as evidenced by its superior technical and management approach and its lower evaluated cost,” NNSA Acting Administrator Bruce Held said. “Additionally, this award puts NNSA in a position to improve mission delivery by focusing on improving the way we operate, saving taxpayer dollars, and aligning ourselves for the future.” [Read more…]

On Senate floor, Alexander honors nuclear workers, Bill Wilcox, Calutron Girls

Sen. Lamar Alexander spoke on the floor of the U.S. Senate on Wednesday in honor of nuclear weapons program workers. Among those he honored were Bill Wilcox and the Calutron Girls.

Wilcox was a Manhattan Project veteran, former technical director at the K-25 site and Y-12 National Security Complex, and Oak Ridge city historian.

Wednesday was the fifth annual National Day of Remembrance for nuclear weapons program workers. It had been recognized under a resolution that Alexander cosponsored earlier this year.

Y-12 earns communications honors

The Y-12 National Security Complex received awards for its public relations, technical communications, and films during three events earlier this year.

The Volunteer Chapter of the Public Relations Society of America held their annual “V” Awards for public relations programs and products, and Y-12 received six awards, including a first-place honor for The Y-12 Times, the employee newsletter. Other award winners included the Human Performance Improvement/Safety Culture campaign, Innovation poster series, UPFront newsletter, The Y-12 Report, and Y-12 Sustainability communications. All entries were evaluated by judges from a PRSA chapter in California. [Read more…]

Funeral, community reception for city historian Bill Wilcox on Saturday

A funeral and community reception have been scheduled for Saturday for Bill Wilcox, a chemist who came to Oak Ridge during the Manhattan Project in World War II and went on to become technical director for federal facilities K-25 and Y-12, was named Oak Ridge city historian, and led the fight to preserve the history of the former K-25 site, which was built during World War II to enrich uranium for atomic bombs.

The funeral is at 11 a.m. Saturday at St. Stephen’s Episcopal Church at 212 N. Tulane Ave. in Oak Ridge. The community reception is at 12:30 p.m. Saturday in the lobby at Pollard Auditorium at Oak Ridge Associated Universities at 120 Badger Ave. [Read more…]

Next week’s meeting of a historic preservation organization will feature a rare chance to see inside the George Jones Memorial Baptist Church in west Oak Ridge, a property listed in the National Register of Historic Places.

The Oak Ridge Heritage and Preservation Association’s monthly membership and public meeting starts at 6:30 p.m. Thursday, Sept. 12. It includes a field trip to the former Wheat community and the George Jones Memorial Baptist Church and cemetery, which is located off Blair Road, near the former K-25 site, which is now known as the Heritage Center. Sequester scenarios: DOE contractors in Tennessee could furlough 1,400, lose $90 million

The federal funding cuts that went into effect March 1 could result in 1,400 furloughs or layoffs for U.S. Department of Energy contractors in Tennessee, an official said this week. The furloughs could start as early as April 1.

There could also be spending reductions of about $90 million for DOE contractors in the Volunteer State, DOE Deputy Secretary Daniel B. Poneman said in a March 5 letter to Tennessee Gov. Bill Haslam.

Funding for contractors at the Y-12 National Security Complex in Oak Ridge could be cut by roughly $41 million, and more than 1,000 contractor employees could be furloughed, Poneman said.

Five mercury cleanup projects wrapped up in February

Five mercury projects being performed under the American Recovery and Reinvestment Act were completed in February, with URS-CH2M Oak Ridge LLC, or UCOR, issuing the final reports.

The projects ranged from planning new facilities and planning for cost-effective disposition of mercury-contaminated media, to removing old, abandoned tanks containing mercury. All are part of getting ready for an upcoming major focus on mercury cleanup at the Y-12 National Security Complex.

In the area of Y-12 known as the West End Mercury Area, or WEMA, multiple facilities produced a lithium isotope fundamental to the development of the hydrogen weapon. Mercury was used in that process. In those facilities, various amounts of mercury are present in the process pipes and equipment, drains and sumps, soil surrounding the facilities, storm sewers, and stream sediments.
