Anderson Co. budget: Special meeting scheduled June 23

A special meeting of the Anderson County Commission has been scheduled for June 23 for budget-related discussions.

During the meeting, department heads, residents, and elected and appointed officials can talk to the commission about the proposed budget that has been recommended by the Anderson County Budget Committee and presented by Mayor Terry Frank.

Also, there could be discussion, amendments, and adoption of the budget for the next fiscal year, which starts July 1, including any resolutions required or related to the budget and/or tax rate, a meeting notice said. [Read more…]

Through the help of the St. Mary’s Legacy Foundation, St. Mary’s School in Oak Ridge is now the first diocesan school to offer “one-to-one” technology. The school used a grant of $29,200 to install wireless infrastructure and purchase dozens of Chromebooks to fulfill the goal of providing a Chromebook for every student in grades 1-8.

The St. Mary’s Legacy Foundation also awarded a second grant of $11,765 to replace the outdated and unrepairable public address system in the school.

On May 4, Bishop Richard F. Stika; Sister Mary Marta Abbott, diocesan superintendent of schools; and Terry Frank, Anderson County mayor were among several guests who attended the celebration, a press release said. The event began with a tour of the school to see how students use the Chromebooks in the classroom, from spelling games in first grade to experiments in the middle school science lab. [Read more…]

County veterans invited to community breakfast

Military veterans from Anderson County will come together this weekend for the first Veterans Breakfast.

The first breakfast, hosted by Anderson County citizens and sponsored by County Mayor Terry Frank, will be held from 8:30 to 10 a.m. Saturday, May 14, at the Clinton Community Center, a press release said. There will be a brief program at 9 a.m. All of the Veterans Breakfasts will recognize and honor local veterans and their families for their service to the United States.

Anderson County residents and community volunteers are working together to make the breakfast a free monthly event that will allow veterans to fellowship and share stories together. The City of Clinton is recognized as a special sponsor for hosting the monthly location and setup, the press release said. [Read more…]

DOE generates largest county taxes; automotive moves up in rankings

CLINTON—In reviewing a list of Anderson County’s largest taxpayers, one fact is apparent—the U.S. Department of Energy and a privately owned, DOE-related facility are the county’s largest source of county property taxes.

“DOE annually pays approximately $630,000 of in-lieu taxes for the property it owns in the county,” said Anderson County Mayor Terry Frank. “When you add to that, the $934,000 of property taxes generated by the private LLC that owns the New Hope Center at the CNS Y-12 National Security Complex, the combined total is by far our county’s largest source of property tax revenue.

“Ten years ago, Anderson County’s top three taxpayers were Bell South, Summit Properties, and Boeing Inc. This year, manufacturing makes the splash as Anderson County’s top taxpayer is Lawler-Wood LLC, formerly known as Oak Ridge Project LLC (at the Y-12 complex), followed by automotive giants Samlip (SL) Tennessee, and Magna.

“Other significant sources of revenue that should be considered include in-lieu of taxes for another automotive industry titan, Aisin Automotive, at approximately $1.2 million. In addition to DOE, our top ten this year reflects a substantial automotive presence.” [Read more…]

CLINTON—A crowd of about 100 people gathered outside the Anderson County Courthouse on Tuesday for a ceremony honoring Vietnam veterans on the fourth observance of what has been declared “Vietnam Veterans’ Day” by President Obama.

The event took place at the War Memorial in front of the Courthouse and included the laying of a wreath at the Memorial, the reading of the names of the 29 Anderson County soldiers who died in the conflict, and the raising of a special flag marking the 50th anniversary of U.S. involvement in the southeast Asian nation.

Remarks were made by County Mayor Terry Frank, and Veterans Services Officer Leon Jaquet read a special proclamation from the president.

The local observance was part of a nationwide effort led by the U.S. Department of Defense to thank veterans of the war for their service and sacrifice. Many Vietnam veterans were met with hostility, not gratitude, upon their return to U.S. soil from the unpopular war. In the years since, many organizations have taken up the cause of making sure that these veterans receive the recognition they deserve. [Read more…]

Letter: Appreciates city reps listening to concerns, thankful for ‘Adopt a Shelter Pet Month’

While walking my dogs this evening, I took a minute to reflect on how appreciative I am to have representatives in Oak Ridge city government that listened to my concerns and immediately took action to correct some problems that I raised.

Several months ago, I emailed City Council, the Oak Ridge Police Department, and the city manager expressing concern about streetlights being out in Hendrix Creek, speeding cars on Hendrix Drive, and a need for sidewalks so residents can safely enjoy their neighborhood without being hit by a passing car. I was astonished to receive several emails the following day indicating that my concerns were heard and that the issues raised would be addressed.

Mayor Warren Gooch connected me with the Public Works Department who had the bulbs changed and streetlights functioning within a day or two. Councilmen Charlie Hensley and Kelly Callison and Councilwoman Trina Baughn and Mayor Pro Tem Ellen Smith responded with concern for the sidewalks and indicated that they were going to look into the issues that were expressed. Monday night, the newly-minted Anderson County Finance Committee held its first meeting. The new committee was created when the county switched its financial management system from one based upon a 1957 statute to one based upon a 1981 law. The committee, beginning with next year’s budget cycle, will be responsible for many of the fiscal duties currently held by the county mayor and the Budget Committee, which is chaired and appointed by the mayor.

The new Finance Committee is comprised of four county commissioners—Chuck Fritts, Tim Isbel, Myron Iwanski, and Philip Warfield—as well as County Mayor Terry Frank, Director of Schools Larry Foster, and Highway Superintendent Gary Long. The committee’s first responsibility will be to hire a new county budget director and a new purchasing director as longtime county employees Chris Phillips and Pamela Cotham, respectively, resigned those positions, citing uncertainty brought about by the change in systems. No timetable has been established for those hires but Monday, the committee did agree upon job descriptions and lists of qualifications and responsibilities for both jobs, which will be advertised by the county’s human resources director. The hope is that one or both of the vacant positions can be filled quickly. [Read more…]

Anderson County Mayor Terry Frank has scheduled a Tuesday evening public forum on a proposed change in the county’s financial management system.

The public forum will start at 6 p.m. Tuesday, February 16, in Room 312 of the Anderson County Courthouse in Clinton.

The mayor has issued a notice of veto to Anderson County Commission on the proposed change to the 1981 Act. The Tuesday forum comes before a County Commission vote on Monday, February 22.

The financial story of Anderson County in the last three years has been one of stability and progress. For the first time since 2006, Anderson County was removed from high-risk audit status in 2013, and placed on low-risk status. That held for 2013, 2014, and 2015.

As we closed out the books on 2015, our Accounts and Budgets and Schools cheered zero audit findings in our Comprehensive Annual Financial Report by the State of Tennessee’s Division of Local Government Audit.

Through partnership of our Budget Committee and County Commission, we saw three consecutive years of growth in fund balance, improved cash flow position, and a commitment to raising the bar on dipping into the fund balance by requiring a supermajority approval (12 of 16 members.) In 2013, we raised the supermajority requirement to $3.5 million, in 2014 to $4 million, and in 2015 to $4.5 million.

We kept new debt to a minimum, and for two consecutive years also modified existing debt agreements to save taxpayer money over the life of the bonds without extending the maturity dates of the debt. [Read more…]

CLAXTON—A new animal holding facility in Anderson County gives the county a place to hold stray dogs and dogs held for other reasons, such as animals rescued or taken away from crashes, drug busts, and drunken driving arrests, officials said Friday.

The new 12-kennel Anderson County Animal Holding Facility is on Blockhouse Valley Road in Claxton, at the Blockhouse Valley Recycling Center.

It helps the county deal with a shortage of space elsewhere, including at the Oak Ridge Animal Shelter, Anderson County Mayor Terry Frank said.

It’s not a shelter yet, but that’s part of the long-term plan. Officials and volunteers said the holding facility is just the first step for them. [Read more…]

Anderson County Mayor Terry Frank is seeking help from people interested in participating in a planning group to organize a free, monthly breakfast for all Anderson County veterans—from the cities to the rural areas. A meeting has been scheduled for 5:30 p.m. February 2 in Room 118A at the Anderson County Courthouse in Clinton. All interested citizens are invited to help develop plans. No military service background is required.

In 2014, Frank traveled with local World War II veteran William Ward and Anderson County’s Veteran Service Officer Leon Jaquet to visit the Alabama Veterans Museum and Archives in Athens, Alabama. Frank, Ward, and Jaquet were given a tour by William Ward’s son and veteran, Billy Ward. Billy Ward serves on the Board of Directors for the Alabama Veterans Museum. Frank and Jaquet also met with organizers of the Alabama Museum, as well as the museum’s director Sandra Thompson. [Read more…]

CLINTON—The public is invited to attend a ribbon-cutting ceremony for the Anderson County Animal Holding Facility at 4:30 p.m. on Friday, January 29.

The facility marks a major milestone and advancement in the care and welfare of animals in Anderson County and is part of a larger, long-term plan to build an independent, county-operated state-of-the-art facility, a press release said.

On hand to celebrate will be longtime former Anderson County Commissioner Robin Biloski, who will be travelling from Florida to participate in the special event.

“Our new Animal Holding Facility clearly shows how a government effectively worked to help its residents on a neglected quality-of-life issue,” Biloski said. “Anderson County has proudly demonstrated how numerous people can come together to create a reality that our citizens have wanted and needed for so long. This issue continues to be so important to me that I left sunny Florida to be part of this inaugural event and pledge to continue to work on this initiative.
