CLINTON—Pay raises for county employees and educators and new money for three school systems, including Oak Ridge’s, are in jeopardy after the Anderson County Commission rejected a property tax rate increase on Thursday.

A 10-cent rate hike had been anticipated in a budget approved by the Anderson County Commission in a 9-5-1 vote on Monday, July 20.

But the Commission failed to adopt the new higher tax rate during a follow-up meeting on Thursday, July 30. Commissioners rejected the higher rate in an 8-5 vote. Nine votes were needed for passage.

The higher tax rate was expected to help fund 2 percent pay raises for Anderson County Schools teachers and staff and county employees. It was also expected to generate another $423,000 in funding for Oak Ridge Schools and $134,000 for Clinton Schools. [Read more…]

CLINTON—After rejecting a few other proposals, Anderson County commissioners on Monday approved a 10-cent property tax rate increase to fund 2 percent pay raises for county employees and school teachers and staff.

The vote for the tax rate increase was 9-5-1.

Eight cents of the 10-cent increase is for Anderson County Schools, and the other two cents will cover the pay raise for county employees, with the exception of elected officials and county commissioners.

Earlier in the five-hour meeting, commissioners rejected proposals to:

  • raise the property tax rate by 10 cents for a 2 percent pay raise for the schools,
  • raise the tax rate by 5 cents for a 1 percent raise,
  • approve the school budget as submitted with no tax increase,
  • raise the property tax rate by 7.5 cents for the schools, and
  • use $1.7 million from the fund balance for a one-time bonus for schools in Anderson County, Oak Ridge, and Clinton.

Teachers said they haven’t had a pay raise since 2012, and they last received a bonus in 2013 and that was $200. They have said all the surrounding school districts except Campbell County pay more, and they want to be able to recruit and retain good teachers—and not be a training ground for other districts. CLINTON—A total of $25,000 in donations was announced on Monday to help start an animal shelter in Anderson County.

The first donation of $10,000 was announced by Ed Steinebach, general manager for Magna International’s Eagle Bend Manufacturing plant in Clinton. Steinebach said his company is number two in the world for automotive manufacturing, and it is very important to give back to the community.

A matching donation of $10,000 was announced by Eileen Slater from her and NOAH Companion Animal Center in Marlow. Slater said it is very urgent to set up a holding facility at Blockhouse Valley Road.

The third donation of $5,000 was announced by members of S.A.R.G. (Shelter Animals Rescue Group), a nonprofit organization. [Read more…]

Oak Ridge Animal Shelter

The Oak Ridge Animal Shelter on Belgrade Road is pictured above.

The Anderson County Operations Committee has endorsed setting up a task force to examine the possibility of an animal shelter in the county, a press release said.

That should be good news for Oak Ridge, where there has been at least some concern about the housing of animals from outside Oak Ridge at the city’s animal shelter and the costs of doing so.

“Anderson County has had a strong, long-standing relationship with the Oak Ridge Animal Shelter over the years and continues that solid, working partnership,” Anderson County Mayor Terry Frank said in a press release. “However, as their shelter has moved more towards the housing and adoption of animals, the available contracted space for county animals has diminished. Officials elected or re-elected in Anderson County on August 7 will be sworn in on September 2, and ACTV, the county’s television station, will broadcast it for residents.

The swearing-in ceremony is scheduled for 9 a.m. September 2 in the Criminal Courtroom on the third floor of the Anderson County Courthouse in Clinton.

ACTV is “pleased to play a part in this special event and provide our citizens a first-hand look at this official act by their government officials,” Anderson County Commissioner Robin Biloski said in a press release.

“Our ACTV Committee wanted to provide our residents an opportunity to see actually how important the oath of office is for those who were elected in the August 2014 election,” said Biloski, chairwoman of the Anderson County TV Committee. “ACTV is always looking at new ways to educate and inform our citizens of what actually happens in government, and we thought this was an exciting way to begin our new terms of office.” [Read more…]

Anderson County Mayor Terry Frank was elected to her first four-year term on Thursday, and Sheriff Paul White was elected to a third term.

The election featured several close races, including for sheriff and register of deeds, and there were a few upsets, including for Anderson County Circuit Court Clerk, County Commission District 3, and General Sessions Judge, Division II, where longtime Judge Ron Murch suffered defeat.

In the race for the Tennessee House, Representative John Ragan, an Oak Ridge Republican, beat back a primary challenge by newcomer Caitlin Nolan.

All 27 precincts have reported.

Here are the final unofficial election results for contested races:

Anderson County Mayor

  • Terry Frank, the Republican incumbent—7,586 (52.69 percent)
  • Jim Hackworth, a Democrat—6,193 (43.01 percent)
  • Bradley Rickett, an Independent—619 (4.3 percent)

Frank, who was first elected to a two-year term in a special election in August 2012, beat Hackworth, a former state representative and county commissioner, by about 1,400 votes. The two fought over a 1990 tax hike and “turmoil” and lawsuits in the Anderson County Courthouse.

Anderson County Sheriff

  • Paul White, the Democratic incumbent—7,386 (51.64 percent)
  • Anthony Lay, a Republican—6,918 (48.36 percent)

White’s margin of victory was just under 500 votes. Lay is a former sheriff in Scott County, and he is currently a Tennessee Highway Patrol trooper. The two candidates battled over the food served at the Anderson County jail, crime rate statistics, and the responsiveness of the Sheriff’s Department, among other things. [Read more…]

2014 Election: Commission candidates talk ouster, taxes

Posted at 10:45 pm July 31, 2014
By John Huotari Leave a Comment

During a forum earlier this month, a half-dozen Oak Ridge candidates running for Anderson County Commission said they support the county’s law director, the defendant in a controversial ouster suit, while four others said they are reserving judgement.

A few candidates said the county’s property tax rate ought to be lowered, while others argued that officials have done a good job of holding the rate as low as possible.

Several agreed that the county needs to work on attracting more jobs, affordable housing, and retail.

All five of the incumbents seeking re-election in Oak Ridge’s three County Commission districts face challengers in the August 7 election. Voters will elect two commissioners in each district.

The most crowded race is District 7, where incumbent Jerry Creasey is seeking re-election but Commissioner John Shuey is not. There are six candidates in that race. Besides Creasey, they include Jimmy Bouchard, Mike Marsh, Denny Phillips, Kevin Rice, and Theresa Scott.

District 7 includes the Glenwood, Highland View, and Pine Valley voting precincts in Oak Ridge. [Read more…]

Letter: Biloski has skills necessary to be effective in District 8

“What lies behind us and what lies before us are tiny matters compared to what lies within us” was a philosophy that we were fortunate enough to have instilled within us growing up with Robin Biloski, our mom.

Even today, 35 years after Brian was born, there is never a moment when we see our mom sitting down and taking it easy. She has always embraced every new day and hit the ground running, trying to make our community a better place and our dreams come true.

When Mom first told us, more than a decade ago, that she intended to run for public office, we thought she lost her mind. As an avid volunteer with numerous organizations ranging from the League of Women Voters to S.A.R.G. and the Humane Society, to organizer of our school’s talent show, dance recitals, and A.C.A.C. events, Mom instilled in us her passion and commitment to community service. She is always willing to get involved in causes she believes in, but also gets behind ours as well. She has never failed to roll up her sleeves and get to work making friends wherever she went. We were fortunate and blessed to have her as a stay-at-home mom, and when she started branching out and demonstrating her professional success outside of the “Biloski household,” she exceeded every expectation that we had set for her. Her confidence and desire to help everyone provided us with a role model and the honorable distinction of knowing the only woman on Anderson County Commission for the past two terms. [Read more…]
