Ten COVID cases reported among students since Friday

Ten COVID-19 cases have been reported among students in Oak Ridge Schools since Friday. That’s the highest number of cases reported in any seven-day period so far this school year.

The 10 new student cases were reported between Friday and Wednesday. Six of the cases were reported among students at Oak Ridge High School. It’s not clear yet if the surge is an anomaly or part of a trend.

There are currently 46 students and five staff members who are not allowed to attend school because they have been in close contact with someone at school who has been confirmed to have COVID-19, Oak Ridge Schools Superintendent Bruce Borchers said in response to questions Wednesday.

The surge in new cases has occurred as middle schools prepare to return to classes five days per week starting Monday.

Borchers has said about 80 percent of COVID-19 cases in the schools were due to activities outside of school. On Wednesday, he said 85.2 percent of the student cases in Oak Ridge Schools have been confirmed to be non-school related.

Borchers said the schools are not aware of any cases in which students or staff members have developed COVID-19 because they were in close contact with a person at school who was confirmed to be COVID-positive.

Oak Ridge Schools names nine teachers of the year

Oak Ridge Schools has named its teachers of the year at its nine schools.

The teachers of the year are:

  • Preschool—Melissa McMurry
  • Glenwood Elementary School—Amanda Fitch
  • Linden Elementary School—Steffanie Smith Greer
  • Willow Brook Elementary School—Melanie Bloomer
  • Woodland Elementary School—Inger Scudder
  • Jefferson Middle School—Michael Murphy
  • Robertsville Middle School—Michael Mott
  • Oak Ridge High School—Kayla Gass
  • Secret City Academy—Tobran Tillman

The school winners were nominated by their principals and peers for this 2018-2019 application.

Council to consider bond resolution for Preschool, Senior Center Monday

The Oak Ridge City Council will consider a resolution this evening to issue up to $13.75 million in bonds so the city can build a new preschool and senior center, and make improvements at Scarboro Park as part of the preschool project.

The special meeting starts at 6 p.m. Monday, October 29, in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

Council approved an initial bond resolution of up to $16.5 million for the preschool and senior center projects during a meeting on Monday, September 10. That amount is higher than the amount of tonight’s bond resolution. Some savings have been realized compared to original estimates, Oak Ridge City Manager Mark Watson said in a memo to Council members. [Read more…]

Project could move into bid phase in September

As plans progress for the new Oak Ridge Preschool and Scarboro Park improvements, Oak Ridge municipal leaders will provide an update on the project during a community meeting on Thursday, August 30. The meeting is scheduled from 5:30 to 7 p.m. next Thursday at the Scarboro Community Center. Discussions will focus on recreational amenities in Scarboro Park as well as the current status and next steps for the preschool, a press release said.

Scarboro skeptical, wants more discussion, but Council picks park for preschool

Residents and former residents of the Scarboro neighborhood are divided over whether to build the Oak Ridge Preschool at Scarboro Park. While some support the project, others are skeptical of the city’s motives and have signed a petition opposing the site. One resident asked for more time for discussion, at least a few more meetings, during a special meeting on Monday.

But the City Council voted 5-1 to select Scarboro Park as the site for the new Oak Ridge Preschool. That vote had been postponed during a regular City Council meeting two weeks ago in order to allow city and school officials to meet with Scarboro residents this past Thursday.

Council members and other officials have portrayed the preschool project as an opportunity, a $10 million investment in the community. City officials have said the site is centrally located, the land is flat and city-owned, and its crime statistics are a bit better than those at the first preferred site, Elm Grove Park.

They have pointed out that Scarboro Park is only a half-mile from the nearest fire station, and most of the park—about 85 percent of it—would still be a park. They said the park is large enough that the 40,000-square-foot preschool could be expanded and could include 20 classrooms. The park could still include the recreational amenities—basketball courts, tennis courts, and a youth-size baseball field—although they might be moved within the park, officials said. [Read more…]

Council postpones vote on preschool site until after Scarboro meeting

The Oak Ridge City Council has postponed a vote on selecting a site for the new Oak Ridge Preschool until after a meeting in Scarboro next week.

The Oak Ridge Board of Education unanimously selected Scarboro Park, off Carver Avenue in central Oak Ridge, as the site for the new preschool in February.

The Council was expected to vote on that site on Monday.

But after hearing from a few people who had questions about the proposed site, Council agreed in a 4-3 vote to defer its site selection until after a March 23 meeting in Scarboro. Council could now vote during a special meeting on March 27.

Besides Scarboro Park, officials had previously looked at two other options. One, Elm Grove Park in east Oak Ridge, had been identified as the preferred site after a preschool report was published in October 2015. The Oak Ridge City Council will consider selecting the Scarboro Park as the site for a new preschool on Monday.

The Scarboro Park site, off Carver Avenue in central Oak Ridge, has already been unanimously selected by the Oak Ridge Board of Education. The board endorsed that site during a February 27 meeting.

The other option had been Elm Grove Park in east Oak Ridge.

Elm Grove Park had been identified as the preferred site after a preschool report was published in October 2015. But there has been opposition, including a petition drive, to building the new preschool there.

The new preschool should be built at Scarboro Park, the Oak Ridge Board of Education said in a unanimous vote on Monday.

The site selection in a 5-0 voice vote came after about 15 minutes of discussion during a school board meeting on Monday.

The other option was Elm Grove Park. That park on East Tennessee Avenue in east Oak Ridge had been identified as the preferred site after a preschool report was published in October 2015.

With one exception, school board members said the two sites are relatively equal as measured by a number of factors outlined by BOE Vice Chair Bob Eby, including learning environment, building and transportation costs, safety and security, expandability and impact on parks, and community and City Council support. The one significant difference: There has been opposition to building the new preschool at Elm Grove Park, while the Scarboro community has welcomed the idea of building the new preschool at Scarboro Park.

“The difference is very stark,” Oak Ridge Board of Education member Angi Agle said. “The community support from Scarboro does make a huge difference.” [Read more…]

The new preschool could be located at Elm Grove Park in east Oak Ridge or Scarboro Park in central Oak Ridge, and the city’s school board expects to recommend one of the two sites on Monday, a school official said Friday.

Recent discussion had focused on Elm Grove Park and the Scarboro Community Center, where a day care center closed last fall.

But on Friday, Oak Ridge Board of Education Chair Keys Fillauer said expanding the city-owned Scarboro Community Center would require “stair stepping and filling,” essentially work to move dirt and level the site. That’s not cost-effective and not great for the preschool, Fillauer said. Also, the administrative area and gymnasium at Scarboro Community Center would still be used during the day, and the preschool couldn’t be attached to those areas, Fillauer said.

The school board had a non-voting work session Friday morning, and Fillauer said members were shown a very impressive design for a preschool at Scarboro Park, which is across the street from Scarboro Community Center on Carver Avenue. Soil testing has shown that the site is acceptable for building, Fillauer said. The Oak Ridge Board of Education could vote on Monday on where to build a new preschool.

Several sites have been considered. At one time, Elm Grove Park in east Oak Ridge was the preferred site. But there has been recent discussion of building the preschool at or near the Scarboro Community Center.

The school board will discuss the preschool sites during a non-voting work session at 8 a.m. Friday, February 24, in the conference room of the Robert J. Smallridge School Administration Building at 304 New York Avenue.

The board could then vote on a site during its regular meeting on Monday. [Read more…]

The work session starts at 8 a.m. Friday, February 24, in the conference room of the Robert J. Smallridge School Administration Building at 304 New York Avenue.

Oak Ridge municipal and school officials had previously identified Elm Grove Park off East Tennessee Avenue in east Oak Ridge as a preferred site. It’s a city-owned parcel and the site of a former school, and it’s relatively flat and has city-owned utilities. Also, there aren’t many obstacles that would affect construction, and site borings have already been done, city officials said recently. But a petition drive has been started to object to building the preschool there.

In the meantime, city officials learned that a day care center recently closed at Scarboro Community Center, and they are now also considering adding on to that city-owned building off Carver Avenue. The Scarboro Community Center was built with federal Community Development Block Grant funds, and there is no debt on the building, Oak Ridge City Manager Mark Watson said. It already has a gymnasium, a cafeteria, offices, multi-purpose rooms, and smaller rooms, and there is a playground across the street, city officials said.
