City, schools to present budgets to Council today

The municipal and school budgets will be presented to the Oak Ridge City Council during a meeting this evening (Monday, June 1).

The municipal budget will be presented by Oak Ridge City Manager Mark Watson. The schools budget will be presented by Oak Ridge Schools Superintendent Bruce Borchers.

The meeting starts at 7 p.m. today in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue. See the agenda here.

City officials have been striving to present a budget that does not include a property tax rate increase. But it wasn’t clear as of last week if that would be possible because of a dramatic drop in sales tax revenues from the Roane County portion of the city. [Read more…]

The Oak Ridge Board of Education on Tuesday unanimously approved a budget that would use $1.75 million from the school system’s fund balance and ask the city for about $650,000. The request for more money still has to be considered by the Oak Ridge City Council.

The Oak Ridge Board of Education on Tuesday approved a budget that would use $1.75 million from the school system’s fund balance and ask the city for about $650,000.

Those two actions would help Oak Ridge Schools cover a deficit of roughly $638,000 and meet a total of $1.75 million in other desired expenses, or “additional investment,” including:

  • about $1.1 million for 3 percent pay raises with benefits,
  • $484,000 for step increases based on experience, and
  • approximately $211,000 for staff, including a communications director, four technology-related positions, and a teacher’s assistant for an elementary behavioral class. The four technology-related jobs include an instructional technology coach, an applications administrator, and two technology technicians.

As the budget process begins in earnest for the new fiscal year that begins on July 1, the Anderson County school system is seeking money to pay for employee raises, upgrades to school facilities, and to start a fund to pay for computer devices for each student beginning in the upcoming academic year.

The budget proposal recently approved by the Anderson County Board of Education is currently about $3.1 million out of balance, and in order to fully fund requests, it would require the equivalent of a 45-cent increase in the property tax rate.  Included in the request to the County Commission is roughly $2 million to fund 4 percent pay raises for all employees; $871,852 for capital projects like roof repairs and unfunded mandates from the state dealing with physical education and sports facilities; and $221,484 for textbooks.

The most ambitious request, though, is the creation of a reserve fund through the county government to set aside money to pay for computer devices for students similar to the reserve fund that has been set aside for industrial development. [Read more…]

Starting this fall, bus service will no longer be offered to students who live within 1.5 miles of Oak Ridge schools. The move is expected to save $500,000. It’s part of a larger effort to reduce a $1.25 million deficit.

The expansion of the “parent responsibility zone” for school transportation was the largest change approved by the Oak Ridge Board of Education on Monday. The 1.5-mile walk zone could affect 1,800 students, said Karen Gagliano, Oak Ridge Schools director of business and support services.

Other budget changes approved Monday include a delay in the purchase of textbooks, a move expected to save about $330,000, and a $123,000 reduction in the number of planned hires of technicians. The school system now expects more than $200,000 in additional revenue from state Basic Education Program funding and sales and property tax revenues.

A technology initiative known as 1:1 is no longer being considered as originally envisioned, and 2 percent pay raises for school staff members are off the table.

But the school board worked to save preschool transportation, a program that costs roughly $74,000 per year. Interim Preschool Principal Charlsey Cofer warned that cutting transportation for preschoolers could result in a drop in the number of students, which would in turn affect funding. She said about 170 students used the transportation last year out of more than 200 who were enrolled. [Read more…]

No change in Anderson County property tax rate, officials say

CLINTON—The property tax rate will remain unchanged in Anderson County in the fiscal year that begins July 1, officials said.

Anderson County Mayor Terry Frank and the Budget Committee had both presented a no-tax-increase budget, and on Monday, the Anderson County Commission set the property tax rate for the 2014-2015 fiscal year.

The tax rates for the new fiscal year will stay the same as the rates for the current fiscal year, which ends June 30. Property owners within the city of Clinton will pay $2.50 per $100 of assessed value on their property, Oak Ridge property owners will see a tax rate of $2.347 per $100, and property owners in Lake City, Oliver Springs, Norris and unincorporated areas of Anderson County will pay $2.529 per $100 of assessed value.

While Anderson County Commission voted to approve the tax rate resolution, the legislative body has not yet approved an operating budget for the new fiscal year, the Anderson County Mayor’s Office said in a press release. [Read more…]

Oak Ridge City Manager Mark Watson on Monday recommended a budget that does not raise the property tax rate, setting up a potential conflict with school officials, who have requested a 37-cent tax increase to avoid cuts.

The Oak Ridge Board of Education already approved its budget in in two meetings last week. That budget, which was scaled back from an earlier proposal, could include an extra $3.3 million to start implementing a technology initiative known as 1:1 that would provide electronic learning devices to all students over three years, add five technology positions, and give 2 percent pay raises to staff.

But the budget is still subject to the amount appropriated to the schools by the city. Oak Ridge provides a little less than one-third of the school system’s funding.

While the schools have approved a budget for the fiscal year that starts July 1, the city has not. The Oak Ridge City Council will consider the municipal budget in two separate meetings this month, one on June 9 and the second on June 16. The city budget also includes a 2 percent pay raise for employees.

It’s not clear that Oak Ridge City Council members will agree to raise taxes to accommodate the school system’s request. In his budget presentation to Council on Monday, Oak Ridge City Manager Mark Watson said Council members have endorsed keeping the tax rate unchanged for the seventh year in a row.

Clinton Council approves budget on first reading

Meeting Monday night, the Clinton City Council approved the budget for the fiscal year that begins July 1 on first reading. The $10.7 million budget keeps the city’s tax rate steady at 76 cents per $100 of assessed value while allowing the city to give its employees 2 percent pay raises and continue to cover 100 percent of those workers’ health and dental benefits.

The second and final reading of the budget is set for June 19.

As WYSH reported last week, the Anderson County Commission’s Budget Committee has approved County Mayor Terry Frank’s budget proposal for the fiscal year that begins on July 1. The proposed $25 million general fund budget keeps the property tax rate at current levels but does not include pay raises for county workers.

Previously, the budget committee had recommended keeping the funding for all county general fund offices at their current levels, and officials said that the budget does include provisions for a projected half-percent increase in the cost of health insurance and state-mandated salary increases for certain county officeholders.

When the various county departments submitted their initial budget requests, the total was about $2 million out of balance but “with understanding and help, we whittled that down,” according to Frank’s summary of the budget process released late last week. [Read more…]

The Anderson County Commission’s Budget Committee has approved County Mayor Terry Frank’s no-frills budget proposal for the fiscal year that begins on July 1.

The proposed budget keeps the property tax rate at its current levels but does not include pay raises for county workers.

Previously, the budget committee had recommended keeping the funding for all county general fund offices at their current levels, and officials said the budget does include provisions for a possible 1 percent increase in the cost of health insurance and state-mandated salary increases for certain county officeholders.

The budget committee has also recommended that the county’s fund balance be increased from $3.5 million to $4 million. Budget discussions will continue during the next few weeks.
