Gooch elected mayor, Smith mayor pro tem

New Oak Ridge City Council member Warren Gooch has been appointed mayor, and returning City Council member Ellen Smith has been elected mayor pro tem.

The two were appointed to serve two-year terms by the seven-member Oak Ridge City Council during a Monday night meeting, the first after the November 4 municipal election.

It’s the first elected office for Gooch, a lawyer, although he previously ran for Anderson County mayor in August 2012. Gooch was the top vote-getter in the November 4 municipal election, and he is the city’s 10th mayor, according to City Council member Chuck Hope, who also sought to be mayor.

“I do think our best days are ahead of us,” Gooch said after two members switched votes and cast ballots for him, breaking an impasse that had lasted through five rounds of voting. “Great things happen here every day, and they have for 70 years.” [Read more…]

Three newcomers and a former member were elected to the Oak Ridge City Council on Tuesday. The winners were Warren Gooch, Rick Chinn, Kelly Callison, and Ellen Smith.

There were four seats available, and two incumbents—Anne Garcia Garland and David Mosby—were unseated. Two other incumbents—Mayor Tom Beehan and Mayor Pro Tem Jane Miller—did not seek re-election, meaning a majority of the seven-member body will be new.

Pedro Otaduy, a retired nuclear and power engineer, is running for Oak Ridge City Council in the November 4 municipal election.

In a press release, Otaduy said he agrees with the current mayor, Tom Beehan, who is not seeking re-election, that “it is time for new leadership to take a fresh look at moving Oak Ridge forward.”

“I am a candidate because I care and feel strongly about the need for change in this city,” Otaduy said. “Fresh looks though, are not enough: Actions and new ideas are needed. Looking without a vision does not help either.”

Otaduy said he is a proud Oak Ridger, born a Basque with the gene of independence. [Read more…]

A reception in early November will honor three Oak Ridge Board of Education members for their service.

The reception will honor BOE members Dan DiGregorio and Jenny Richter, who are not seeking re-election in the November 4 municipal election, and Bob Eby, who is. It will start at 5 p.m. Monday, November 3, in the board room of the Robert J. Smallridge School Administration Building at 304 New York Avenue.

The reception will take place prior to the regularly scheduled board meeting that begins at 6 p.m. The public is invited to attend, an Oak Ridge Schools press release said.

Oak Ridge City Council member Anne Garcia Garland is running for re-election in the November 4 municipal election.

In a press release, Garcia Garland said the City Council has now begun to function like a team, the vision she had for it when she was first elected.

“The five members who have been meeting to consider policy and long-term planning have begun to realize how much more can be accomplished in this way,” Garcia Garland said. “I believe that if we can do this as a Council, then we should be able to work in a similar manner with the Board of Education and move forward together.”

Actions by the city government have shown that TIFs (tax increment financing) are useful for investing in new businesses, and the growth of the Illinois Avenue corridor is healthy, Garcia Garland said. She said Council encouraged the Kroger development by changing zoning and permitting traffic signals, and that center inspired the investment in Oak Ridge by the new mall developers. [Read more…]

OLIVER SPRINGS—Nathan Benson of Oliver Springs is running for Oliver Springs alderman in Ward 4 in the November 4 municipal election.

Benson and his wife Jennifer (Wright) Benson graduated from Oliver Springs High School in 2001. They have two children named Riley and Addison Benson that attend Norwood Middle and Elementary schools.

Benson served in the Tennessee Army National Guard 278th Armored Calvary Regiment as a calvary scout after graduating from high school. During his six years in the service, he was deployed to Iraq as a sergeant assigned to the Regimental Protective Services Detail.

Benson is now employed with Canberra Industries in Oak Ridge as the safety, health, and business improvement manager, a press release said. He has been employed with them for nearly 12 years, including his leave of absence to serve overseas. [Read more…]

The new Progress PAC political action committee has endorsed three candidates each for Oak Ridge City Council and Oak Ridge Board of Education.

The three candidates endorsed in the City Council race are Kelly Callison, Warren Gooch, and Ellen Smith. The three endorsed in the School Board race are Bob Eby, Paige Marshall, and Laura McLean.

David Mosby is seeking re-election to the Oak Ridge City Council in the November 4 municipal election.

“I am ready to continue my service to the citizens,” Mosby said in a press release.

Mosby was first elected to Council in 2001, and he said he remains committed to listening and acting to make Oak Ridge a great place to live, work, and visit.

“His Council record reflects a thoughtful and balanced approach to decision making based on his concern for people, fiscal responsibility, and support for new initiatives that enhance our quality of life,” the press release said. “He is active in the community and holds the belief that ‘We become better by working together!'” [Read more…]

Rick Chinn, a lifetime resident of Oak Ridge, is seeking a seat on the Oak Ridge City Council in the upcoming November 4 election.

Chinn, who is a licensed contractor and local businessman, serves on a number of nonprofit boards and has been active as a civic leader in working to improve the quality of life for all Oak Ridge families, a press release said.

Chinn explained his reasons for seeking to serve on City Council.

“A lot of people in Oak Ridge have invested their time and energy over the years to help me better understand and appreciate how rewarding it is to live and work in Oak Ridge,” he said in the press release. “I have worked hard to continue that tradition of excellence by volunteering my time and resources over the past 20 years. Gary Love, an engineering design contractor, is running for Oak Ridge City Council in the November 4 municipal election.

“I am a proud native of Oak Ridge—and I am ready to roll up my sleeves to work with the people to make this community an even better place to live in the 21st century,” Love said in a press release.

Love said he grew up in the Woodland Community and graduated from Oak Ridge High School in 1974. After graduating from East Tennessee State University in 1979 with a degree in biology, he went to work for the city of Chattanooga.

Later, he extended his education with a two-year degree in computer engineering and joined the Electric Power Board of Chattanooga, where he spent 18 years as a power design engineer, the press release said.

“I’m glad to be back in Oak Ridge, where I live with my wife, Toni,” Love said. “We have three grown children, including my son, who now works with me at Tennessee Valley Authority, where I work as a contractor in engineering design. We also have a teenage granddaughter.” [Read more…]

Aaron Wells, a lifelong Oak Ridger and president of the Boys and Girls Club of Oak Ridge, is running for Oak Ridge Board of Education in the November 4 municipal election, a press release said.

“Over the last two decades, I have spent countless hours coaching, mentoring, and fundraising for the youth in our town,” Wells said in the release. “After much prayer and discussion, my wife Melissa and I made the decision that I would run for school board.”

If elected, Wells said he will focus on achieving four priorities.

“First and foremost, I commit to truly listen to our teachers and integrate their feedback into all of my decisions,” Wells said. “Teachers are the lifeblood of our schools, and they know better than anyone how to make our students successful. We can no longer afford to ignore their invaluable feedback and concerns. There will be a reception for Oak Ridge City Council member Anne Garcia Garland on Sunday at the Comfort Inn on Rutgers Avenue. Garcia Garland is running for re-election in the November 4 municipal election.

The reception is from 2 to 4 p.m. Sunday, October 5.

“Citizens are invited to have a bit of punch or wine and small finger foods and talk with the candidate,” a press release said. “Those interested will be able to pick up a campaign sign and even volunteer to canvas a few houses or blocks.”
