Council to consider $11.1 million in construction contracts for Preschool, Senior Center

The Oak Ridge City Council in a special meeting on Thursday will consider $11.1 million in construction contracts for the new Oak Ridge Preschool, Oak Ridge Senior Center, and Scarboro Park improvements.

The contracts could both be awarded to Jenkins and Stiles LLC of Knoxville.

There were four bidders for the Senior Center project and three for the Preschool and Scarboro Park improvements, according to Jacene Phillips, senior project manager for Studio Four Design. Her company recommended both contracts be awarded to Jenkins and Stiles because of cost, but also because the Senior Center could be operating two months earlier under that contract than under any other bid and the Preschool would be complete three days before it would be under the other bids, Phillips said.

Both projects would be funded through general obligation bonds, a type of debt that could be issued in November.

The first contract that could be awarded Thursday is for the construction of the Preschool and improvements to Scarboro Park. The contract would be worth up to about $8.4 million. The Preschool would be built at Scarboro Park. [Read more…]

The Oak Ridge Board of Education will discuss preschool sites during a February 24 work session.

The work session starts at 8 a.m. Friday, February 24, in the conference room of the Robert J. Smallridge School Administration Building at 304 New York Avenue.

Oak Ridge municipal and school officials had previously identified Elm Grove Park off East Tennessee Avenue in east Oak Ridge as a preferred site. It’s a city-owned parcel and the site of a former school, and it’s relatively flat and has city-owned utilities. Also, there aren’t many obstacles that would affect construction, and site borings have already been done, city officials said recently. But a petition drive has been started to object to building the preschool there.

In the meantime, city officials learned that a day care center recently closed at Scarboro Community Center, and they are now also considering adding on to that city-owned building off Carver Avenue. The Scarboro Community Center was built with federal Community Development Block Grant funds, and there is no debt on the building, Oak Ridge City Manager Mark Watson said. It already has a gymnasium, a cafeteria, offices, multi-purpose rooms, and smaller rooms, and there is a playground across the street, city officials said. Oak Ridge municipal and school officials could start selecting a site for the new preschool as early as this month. There are two options being considered: Elm Grove Park and Scarboro Community Center.

Financing for the project, which would include bonds, could be included in the budget for the fiscal year that starts July 1.

In the meantime, a petition drive has been started to oppose building the preschool at Elm Grove Park.

The park had previously been announced as the preferred site for the new preschool, which has been on the city’s wish list for many years. Other items on the Oak Ridge City Council agenda tonight include possible acceptance of a report that recommends building a new preschool at Elm Grove Park and a five-year contract extension for Waste Connections of Tennessee, the city’s garbage and recyclables contractor.

As previously reported, tonight’s meeting (Monday, January 11) will also include a report on city manager evaluations, with possible discussion of a one-year contract extension and 2 percent pay raise, and a brief update on Main Street Oak Ridge, the $80 million project to redevelop the former Oak Ridge Mall.

The preschool report was presented to Oak Ridge City Council and Oak Ridge Board of Education in October. It came from the Joint City/Schools Preschool Planning Committee, which determined whether to remodel the 70-year-old Preschool building on New York Avenue, lease and renovate a building, or build a new one. A new preschool for Oak Ridge Schools could cost $7.5 million, and Elm Grove Park in east Oak Ridge is among the sites where the new 20-classroom facility could be built, a planning committee said in a report released this month.

A new preschool for Oak Ridge Schools could cost $7.5 million, and Elm Grove Park in east Oak Ridge is among the sites where the new 20-classroom facility could be built, a planning committee said in a report released Tuesday.

A new preschool has been on the city’s wish list for years. The Joint City/Schools Preschool Planning Committee said the existing building on New York Avenue needs significant repairs, and renovations could cost about $7.5 million, or about as much as it would cost to construct a new facility.

The Preschool Planning Committee, which has nine members and three non-voting members, estimated that the new 40,000-square-foot facility could cost $6.3 million to build. There would be an additional $1.2 million in expenses for infrastructure, architects, and other fees, and an in-depth analysis by design and construction firms, pushing the total to $7.5 million, according to a summary presented by citizen representative and committee chair Shirley C. Raines during a joint Oak Ridge City Council and Board of Education work session on Tuesday. [Read more…]
