CNS awards $120K in grants

Twenty-two East Tennessee nonprofits received a total of $121,600 from the Consolidated Nuclear Security Community Investment Fund at a ceremony October 17.

Since 2015, the fund has awarded 180 grants to more than 120 nonprofit organizations and educational institutions in 20 East Tennessee counties, totaling a combined $1.04 million, a press release said.

The Community Investment Fund is a partnership between CNS, the managing and operating contractor of Y-12 National Security Complex, and the East Tennessee Foundation.

Awards recommended by Y-12 employees in 2021 focused on at-risk youth, food insecurity, mental health, and aid to frontline workers

Consolidated Nuclear Security, in partnership with East Tennessee Foundation, recently awarded 17 grants totaling $100,000 to nonprofit organizations in 10 East Tennessee counties: Anderson, Blount, Campbell, Claiborne, Hamblen, Knox, Monroe, Roane, Scott, and Sevier.

The CNS Employee Investment Advisory Committee at Y-12 National Security Complex reviewed dozens of grant proposals this year, conducted staff interviews, and made site visits before recommending funding based on the committee’s four focus areas for the year: at-risk youth, food insecurity, mental health, and aid to frontline workers.

With the latest round of community investment grants, Consolidated Nuclear Security topped $880,000 of investment in the East Tennessee community during the last five years, a press release said.

Clinton Middle School won the Anderson County Chamber of Commerce’s first “Dream It. Do It.” competition.

Clinton Middle School partnered with Eagle Bend Manufacturing in the competition. For their effort, the school received four Go Pro cameras, provided by Consolidated Nuclear Security LLC, or CNS, through corporate funds. CNS is the managing contractor at the Y‑12 National Security Complex in Oak Ridge and at the Pantex Plant in Amarillo, Texas.

The awards ceremony was at Roane State Community College’s Oak Ridge campus.

The program involved putting eighth-grade students in adult settings, a press release said. Equipped with Go Pro cameras, the students got a firsthand look at a manufacturing world that they might not have considered as a future career. CNS provided the students at Clinton, Lake City, Norris, and Norwood middle schools with the cameras and the mission to capture the diversity of careers and technical innovations in manufacturing by producing a short video. Expanding the availability of school supplies for children in distressed areas. Providing door-to-door transportation to senior citizens who can’t get to medical providers. Pairing at-risk children with horses rescued from abuse. These are just a few examples of the outstanding work going on in East Tennessee and supported by the Consolidated Nuclear Security LLC Y-12 Community Investment Fund.

The employee-directed fund provided grants totaling $180,000 to 30 nonprofit organizations in 10 East Tennessee counties. The fund is administered by the East Tennessee Foundation, or ETF, which issued a call for grant proposals in December. More than 70 East Tennessee nonprofits responded. The winning agencies were honored at a reception on May 4 at New Hope Center in Oak Ridge.

CNS is the managing contractor at Y-12 National Security Complex in Oak Ridge and the Pantex Plant in Amarillo, Texas. CNS began its partnership with ETF last year, organizing the CNS Y-12 Community Investment Advisory Committee. The committee is comprised of Y-12 employees who reviewed applications and recommended grants to support nonprofit organizations with projects that addressed one or more of the committee’s four focus areas: education, senior citizens, veterans, and youth. About 150 demonstrators protested outside the Y-12 National Security Complex on Thursday afternoon, objecting to changes in health insurance benefits that could take effect January 1.

The protesters, mostly Y-12 retirees, said they would end up paying much more for fewer benefits. They want the U.S. Department of Energy and National Nuclear Security Administration to reverse course.

“We’re here to try to stop it,” said Charlene Edwards, who retired from Y-12 in 2006. [Read more…]

New Y-12, Pantex contractor website includes employment information

The transition website for the new contractor at the Y-12 National Security Complex and Pantex Plant was posted online on Thursday afternoon. The new website for Consolidated Nuclear Security LLC is available at http://www.cnstransition.com.

CNS is the new managing and operating contractor at Y-12 in Oak Ridge and Pantex in Amarillo, Texas. The contract award, worth up to about $23 billion over 10 years, was first announced in January 2013 but delayed by a series of protests. The U.S. Government Accountability Office denied the third and final protest on Thursday, Feb. 27. On Monday, officials at the National Nuclear Security Administration said the transition to the new contractor had started and was expected to last four months.

On Thursday, CNS spokesman Jason Bohne said the company would be adding much more information to the transition website during the next few weeks and months, including more details on the senior management team, proposed organization, messages to employees, and more.

The transition website includes a message from CNS President and Chief Executive Officer Jim Haynes, who has been senior vice president and deputy general manager for the current Y-12 contractor, B&W Y-12. Other members of the CNS leadership team include Michael Jones, transformation; Darrell Graddy, mission support; and Carl Strock, project director for the Uranium Processing Facility. [Read more…]

Consolidated Nuclear Security LLC has been authorized by the National Nuclear Security Administration to resume its transition to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, the company announced Thursday.

The announcement comes one week after the U.S. Government Accountability Office denied the third and possibly final protest by one of the two teams that unsuccessfully bid on the $22 billion contract to manage the two nuclear weapons plants. The protests had been filed by Nuclear Production Partners LLC, a team led by The Babcock and Wilcox Co., which is currently the lead contractor at Y-12 and Pantex.

The decision to award the consolidated contract to CNS, first announced in January 2013, has now been upheld by the NNSA and GAO, the company said. The five-year contract with the NNSA includes options that could allow the contract to be extended for up to five more years, based upon performance.

“The CNS team submitted a very strong and credible solution for managing and operating the Pantex and Y-12 sites, and we are eager to begin implementing our proposal together with the dedicated employees of Pantex and Y-12,” said Jim Haynes, CNS chief executive officer. “We look forward to partnering with the communities of Amarillo and Oak Ridge.” [Read more…]

The protest period ends around Nov. 25, the National Nuclear Security Administration said. The transition could start the day after the protest period ends and last four months, but the NNSA will ask the new contractor, Consolidated Nuclear Security LLC of Reston, Va., to complete the transition quicker if possible.

It’s not clear yet if the two teams that submitted unsuccessful bids will lodge new protests. There have already been two rounds of protests over the contract, which could be worth up to $22.8 billion during a 10-year period, and they have delayed the transition. The National Nuclear Security Administration on Friday reaffirmed its January decision to pick Consolidated Nuclear Security LLC  to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

That earlier decision, announced almost 10 months ago, had been challenged in two rounds of bid protests. Those protests delayed the transition to a new contractor, and it wasn’t clear Friday if the NNSA’s new decision might also be challenged.

The five-year extendable contract, which could be worth up to $22.8 billion over 10 years, includes project management of the Uranium Processing Facility at Y-12 and an unexercised option for Savannah River Tritium Operations at the Savannah River Site near Aiken, S.C.

“Our nuclear production capabilities are critical to our national security, and CNS represents the best value to the government as evidenced by its superior technical and management approach and its lower evaluated cost,” NNSA Acting Administrator Bruce Held said. “Additionally, this award puts NNSA in a position to improve mission delivery by focusing on improving the way we operate, saving taxpayer dollars, and aligning ourselves for the future.” [Read more…]

One of the two teams that did not win the $23 billion contract to manage and operate two nuclear weapons plants in Tennessee and Texas said newly released federal documents show it had the best bid.

The contract to manage the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, was awarded to Consolidated Nuclear Security LLC, of Reston, Va., on Jan. 8. The consolidated contract, the first ever for the National Nuclear Security Administration, is expected to save money.

But the two losing teams—Nuclear Production Partners LLC of Lynchburg, Va., and Integrated Nuclear Production Solutions LLC of Oak Ridge—filed bid protests. On April 29, the U.S. Government Accountability Office upheld those protests in part. The GAO questioned whether the NNSA had properly evaluated the expected savings, and the agency recommended that the contract procurement be re-opened and more information requested from the bidders. The team that won the $22.8 billion contract in January to manage two nuclear weapons facilities in Tennessee and Texas will provide more details on how it proposes to save $3.27 billion during the next decade, a company spokesman said Monday.

Consolidated Nuclear Security LLC, or CNS, won the contract to manage and operate the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas.

But the two losing teams filed protests, and in a decision announced Monday, the U.S. Government Accountability Office upheld parts of the protests. The GAO raised questions about whether the National Nuclear Security Administration, which announced the contract award to CNS on Jan. 8, had properly evaluated the costs savings proposed by bidders.
