EMERGENCY SOLUTIONS GRANT (ESG)

SUBRECIPIENT APPLICATION

PACKAGE PY2016-FY2017

(JULY 1, 2016 – JUNE 30, 2017)

The City of Oak Ridge’s Emergency Solutions Grant (ESG) funds must be used to accomplish the following Tennessee Housing Development Agency (THDA) and the U.S. Department of Housing and Urban Development (HUD) objectives:

  • To help improve the quality of emergency shelters for homelessness;
  • To help meet the costs of operating and maintaining emergency shelters;
  • To provide essential services so that homeless individuals have access to the assistance they need to improve their situation;
  • To provide street outreach services to the homeless; and
  • To provide emergency intervention assistance and rapid re-housing services to prevent homelessness and to obtain permanent housing.

The application seeks to aid interested, public (social) service sub-recipients whose goals align with local priorities and also demonstrate the ability to meet the following requirements as outlined in the grant application. Notice of Public Hearings for Potential Projects For Program Year 2016/Fiscal Year 2017

July 1, 2016, through June 30, 2017

The City of Oak Ridge will hold two public meetings in the coming weeks to gather community input for activities associated with the Community Development Block Grant program for the 2016 program year.

The funding must meet a U.S. Department of Housing and Urban Development (HUD) national objective and benefit low/moderate income individuals.

The first meeting will be held at St. Mary’s Catholic Church (323 Vermont Avenue) in their Columbus Hall (next to the gym), on Thursday, December 10, from noon to 1:30 p.m. [Read more…]

The development of the sixth City of Oak Ridge Consolidated Plan took place during the eight-month period of September 2013 through April 2014 and is to be utilized for the three-year period of July 1, 2014 through June 30, 2017 (CDBG Program Year 2014 through Program Year 2016). Consolidated Annual Performance Evaluation Report (CAPER) for

CDBG Program Year 2013 / City of Oak Ridge Fiscal Year 2014

and

Technical Assistance for CDBG Public (Social) Service Sub-recipient Applications (PY 2014/FY 2015)

Notice is hereby given by the City of Oak Ridge that the Consolidated Annual Performance and Evaluation Report (CAPER) 2013-2014 has been drafted and will be made available to the public for review for a period of 15 days. A copy of the draft will be posted on the City of Oak Ridge’s Community Development website or a physical copy of the draft can be obtained by request to the Community Development office (200 S. Tulane Ave., Oak Ridge, TN 37830) after 8:30 a.m., Monday, September 15, 2014.

Notice is also hereby given that the City of Oak Ridge will hold a public meeting regarding the CAPER 2013-2014 on Thursday, September 18, 2014 at 6 p.m. in the Oak Ridge Municipal Building’s City Manager Conference Room. The Municipal Building is located at 200 S. Tulane Ave, Oak Ridge, TN 37830.

The City of Oak Ridge is required by the U.S. Department of Housing and Urban Development (HUD) to annually submit a CAPER. This report provides an assessment of expenditures and accomplishments of the City’s progress in carrying out the final year of its Consolidated Plan (2011-2014), and its one year Annual Action Plan (2013 – 2014) for the Community Development Block Grant Program. The CAPER covers community development objectives undertaken during the period of July 1, 2013 to June 30, 2014 and does not establish any new policy.

The CAPER report contains a summary of programmatic accomplishments, the geographic distribution and location of investments, actions taken to further Fair Housing, and other actions indicated in the Consolidated and Annual Action Plans. The purpose of this notice is to make the CAPER report available to the public for comments prior to its submittal to HUD. The CAPER will be submitted to HUD by close of business, September 30, 2014. Deadline for comments is Monday, September 29, 2014 at 5 p.m. Comments may be submitted one of four ways. 1) In person: During the public meeting on Thursday, September 18th from 6-7 p.m. in the Oak Ridge Municipal Building’s Training Room. 2) Email: email all comments to Sherith Colverson by the deadline date, [email protected]. 3) Mail: Attn: Sherith Colverson, City of Oak Ridge, Community Development Department, 200 S Tulane Avenue, Oak Ridge, TN 37830. 4) Phone: 865.200.6989.

Call for Public (Social) Service Applications & Technical Assistance Meeting

Notice is also hereby given that the City of Oak Ridge will be accepting public (social) service sub-recipient applications for CDBG funding (if selected by City Council), from January 1, 2015 through June 30, 2015 in a total amount not to exceed $34,077.00. A digital application will be found on the City of Oak Ridge’s Community Development website or a physical copy of the application can be requested in person at the Community Development office (200 S Tulane Ave. Oak Ridge, TN 37830) after 8:30 a.m., Monday, September 8, 2014. The City of Oak Ridge will hold a technical assistance meeting for interested applicants on Monday, September 22, 2014 from 6 to 8 p.m. in the Oak Ridge Municipal Building’s Training Room. The Municipal Building is located at 200 S. Tulane Ave., Oak Ridge, TN 37830.

The deadline for organizations and agencies to submit a CDBG public (social) service application for funding is Thursday, September 25, 2014, at 5 p.m. Applications can be submitted one of three ways. 1) In person: Completed applications can be dropped off before the deadline to the City of Oak Ridge’s Community Development Department, Monday through Friday from 8:30 a.m. to 4:30 p.m. 2) Email: Completed applications can be emailed to Sherith Colverson by the deadline date and time, [email protected]. 3) Mail: Attn: Sherith Colverson, City of Oak Ridge, Community Development Department, 200 S Tulane Avenue, Oak Ridge, TN 37830.

Board orders demolition of five homes in Highland View

A city board on Thursday declared this home at 117 Wade Lane to be unfit for human habitation and ordered it demolished within 90 days.

Note: This story was updated at 11:40 p.m.

From the outside, the homes look they’re in decent shape and not the worst in the neighborhood.

But inside and underneath, problems range from collapsing floors and settling foundations to leaking roofs and tens of thousands worth of mold damage.

On Thursday, a city board declared the five vacant homes to be unfit for human habitation, and members ordered them demolished within 90 days. The city could use federal money from the U.S. Department of Housing and Urban Development to buy and demolish the homes. [Read more…]

Guest column: Concept paper concerning a housing policy for Oak Ridge

Today Oak Ridge has a default housing policy that begins and ends with two modest grants from Housing and Urban Development consisting of objectives decided internally by city staff. Input from the public has been minimal at best, despite HUD requirements to hold public input meetings. These were held, minimally advertised and sparsely attended. In the past, these objectives were then approved by Oak Ridge City Council without holding Council work sessions to discuss real needs or creative solutions for those needs.

This year and this month, Council will begin an open and (hopefully) far-reaching discussion for a well-thought-out response to community concerns and the need to protect the tax base of the city from further erosion resulting from the deterioration of a significant portion of the housing built before 1945. This paper is to offer ideas and alternate thinking as the City Council proceeds to contemplate the path ahead. [Read more…]
