Guest column: Selling Oak Ridge to the DOE workforce

Our city urgently needs to market Oak Ridge to the local U.S. Department of Energy workforce. That workforce brings a billion dollar payroll into East Tennessee each year. Unfortunately, the Oak Ridge economy sees very little of this money.

Over the last two decades, the erosion of DOE residency has cost the City of Oak Ridge a great deal of payroll. The problem looks even worse when one considers the concurrent payroll increase of our city’s competition. For example, over those two decades the gap between the annual Oak Ridge and Knox County DOE payrolls grew by $130 million dollars. That’s just the growth in the gap. The total gap in DOE payroll between Oak Ridge and Knox County is now approximately $270 million dollars per year.

No wonder Turkey Creek and so many new housing developments have gone over there. That’s where the DOE payroll went! [Read more…]

With the federal budget under pressure, Oak Ridge National Laboratory has permission to reduce its staff by up to 475 employees, but officials hope they don’t have to make that many cuts.

The workforce reduction could come through what is known as a voluntary separation program, or VSP. Those who apply and are accepted would leave the payroll Dec. 31, ORNL Communications Director David Keim said Thursday.

Keim said the lab had to ask the U.S. Department of Energy for permission to make the cuts, and ORNL sought the highest number of possible reductions. [Read more…]

ORNL, UT receive Energy Department awards for nuclear training, technologies

The U.S. Department of Energy on Friday announced more than $60 million in nuclear energy research awards and improvements to university research reactors and infrastructure, including about $1.5 million to Oak Ridge National Laboratory and the University of Tennessee.

The 91 awards are meant to help train and educate the next generation of leaders in America’s nuclear industry as well as support new and advanced nuclear technologies from reactor materials to innovative sensors and instruments to more efficient manufacturing, DOE said in a press release. DOE Employees Donate to Second Harvest Food Bank

U.S. Department of Energy employees donated 13,872 pounds of food to the Second Harvest Food Bank of East Tennessee. The donation was part of the national Feds Feed Families campaign.

This is the fourth year the DOE’s Oak Ridge site has participated in the annual summer campaign, which helps replenish local food banks and raises awareness about the prevalence of hunger nationally. The campaign continues to garner high participation and serve as a cornerstone charitable event for local federal employees, who have tallied more than 11,000 pounds in donations every year. In addition, the program continues to be a success, as this year’s donation total reached an all-time high. [Read more…]

DOE, TEMA emergency forum set for Sept. 26 in Oak Ridge

The U.S. Department of Energy’s Oak Ridge Office will host another Oak Ridge Emergency Management Forum on Sept. 26. This year’s theme is “Back to Basics: Partnerships in Emergency Management.” Admission is free to the public and activities will begin at 8 a.m.

The DOE-ORO and the Tennessee Emergency Management Agency collaborated to sponsor this year’s forum, which will be held at the Y-12 New Hope Center in Oak Ridge. The keynote speaker, Federal Emergency Management Agency Deputy Administrator Richard Serino, will speak about current innovations in emergency management partnerships. The all-day forum will also include panel and breakout sessions on a variety of topics. [Read more…]

UCOR names new chief operating officer

UCOR, the U.S. Department of Energy’s cleanup contractor in Oak Ridge, has picked Matt Marston as its new chief operating officer.

Marston will replace Kenneth Rueter, who was recently named as the new president and project manager at the Savannah River Remediation Project, a press release said.

It said Marston joined the UCOR team as manager of project support for the Deactivation and Decommissioning, or D&D, group in September 2011. He led an organization of project support staff that included engineering, planning, radiological protection, characterization, environmental compliance, waste management, industrial safety, industrial hygiene, and procurement personnel. The airport proposed at Heritage Center in west Oak Ridge could feature a 5,000-foot runway, accommodate all but the largest business jets, and cost between $35 million and $45 million, an official said Monday.

Construction at the site is possible around 2017 to 2018, said Bill Marrison, president of the Metropolitan Knoxville Airport Authority.

The airport would be built at the front of Heritage Center, the former K-25 site, and the runway would parallel Highway 58. [Read more…]

National Strategic Protective Services LLC, the security contractor for U.S. Department of Energy facilities in Oak Ridge, has a new general manager who will start Oct. 1.

Michael Voce will replace general manager Greg McDowell, whose resignation was announced in July.

NSPS, a joint venture of Triple Canopy Inc. and Securiguard Inc., provides protective force services to the East Tennessee Technology Park, the Oak Ridge National Laboratory, and the Joe L. Evins Federal Building. [Read more…]

Wilcox never gave up on plan to preserve K-25 history, former DOE manager says

The fight to preserve the history of the K-25 site in west Oak Ridge was long and arduous. Among the challenges were federal funding battles and deteriorated building conditions.

Other people might have considered the dilapidated K-25 Building, once the world’s largest building under one roof, a “useless hulk,” one friend and colleague said. But historic preservationist Bill Wilcox, who died Monday evening, never gave up on his dream of honoring the site’s history.

Now mostly demolished, the mile-long, U-shaped K-25 Building was erected as part of the top-secret Manhattan Project. That was a federal program to build the world’s first atomic bombs during World War II. But the four-story building has been shut down since 1964 and fallen into disrepair, and the U.S. Department of Energy is converting the site into a massive industrial park and demolishing many of the original buildings. The asbestos-containing insulation has been removed, and U.S. Department of Energy employees and contractors started a month-long move back into the Joe L. Evins Federal Building this week, a spokesman said Wednesday.

DOE provides more funding for small nuclear reactor project

Federal officials have agreed to spend another $20.5 million on a project that could result in a small modular nuclear reactor in west Oak Ridge within a decade.

The Babcock & Wilcox Co. announced Tuesday that the U.S. Department of Energy has allocated the additional funding to an agreement with Babcock & Wilcox mPower Inc. (B&W mPower) under what is known as the Small Modular Reactor Licensing Technical Support Program.

The small modular reactor, which can generate 180 megawatts of electricity, could be built at the former Clinch River Breeder Reactor site in west Oak Ridge by 2022. [Read more…]

Team UT-Battelle’s all-volunteer project to build homes for Aid to Distressed Families of Appalachian Counties has earned the 2013 Horizon Award from the Tennessee Labor Management Foundation.

The award, which recognizes labor management partnerships that benefit the Tennessee community, will be presented to UT-Battelle and the Atomic Trades and Labor Council at the foundation’s summer conference in Nashville. UT-Battelle is the managing contractor for the U.S. Department of Energy’s Oak Ridge National Laboratory. [Read more…]
