CHARLOTTE, N.C.—The bidding team led by the Babcock and Wilcox Co. has filed a third protest over the contract to manage and operate the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas.

B&W announced the protest by the bidding team, Nuclear Production Partners LLC, or NP2, on Wednesday night. It was filed with the U.S. Government Accountability Office.

“This protest encompasses concerns identified in NP2’s June 17, 2013, protest of the revised Request for Proposals,” a B&W press release said. “The protest also reflects information received during the National Nuclear Security Administration’s debriefing session held on November 15.”

The June protest was the second filed by NP2, of Lynchburg, Va. The company had also filed one after the National Nuclear Security Administration announced in January that it had selected Consolidated Nuclear Security LLC of Reston, Va., to manage the two nuclear weapons plants. [Read more…]

The Babcock and Wilcox Co. has already invested more than $360 million in a project that could result in a small nuclear reactor in west Oak Ridge, and now the North Carolina company is looking for investors and possibly majority owners.

The mPower small modular reactor, or SMR, program is expected to have a nuclear power plant operating at the former Clinch River Breeder Reactor Site by 2022. Initially, it could have two small reactors, a “twin pack,” and produce 360 megawatts.

On Wednesday, Marshall Cohen, B&W vice president for government affairs and communications, said the company is seeking major corporations who are interested in taking a “strong position,” up to and including ownership, including majority ownership.

“We would reduce our ownership to one that really matches the scope of work going forward,” Cohen said. [Read more…]

The National Nuclear Security Administration on Friday reaffirmed its January decision to pick Consolidated Nuclear Security LLC to manage and operate the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas.

The National Nuclear Security Administration on Friday reaffirmed its January decision to pick Consolidated Nuclear Security LLC  to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

That earlier decision, announced almost 10 months ago, had been challenged in two rounds of bid protests. Those protests delayed the transition to a new contractor, and it wasn’t clear Friday if the NNSA’s new decision might also be challenged.

The five-year extendable contract, which could be worth up to $22.8 billion over 10 years, includes project management of the Uranium Processing Facility at Y-12 and an unexercised option for Savannah River Tritium Operations at the Savannah River Site near Aiken, S.C.

“Our nuclear production capabilities are critical to our national security, and CNS represents the best value to the government as evidenced by its superior technical and management approach and its lower evaluated cost,” NNSA Acting Administrator Bruce Held said. “Additionally, this award puts NNSA in a position to improve mission delivery by focusing on improving the way we operate, saving taxpayer dollars, and aligning ourselves for the future.” [Read more…]

Federal officials declined to comment Wednesday on the next step in the process to award a consolidated contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

Federal officials declined to comment Wednesday on the next step in the process to award a consolidated contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

On Tuesday, the U.S. Government Accountability Office announced in an eight-page decision that it had denied or dismissed three elements of a bid protest filed June 17 by Nuclear Production Partners LLC, or NP2, a team led by Babcock and Wilcox Co. But it wasn’t clear what would happen next.

“No comment,” Kate Black, a contractor for the National Nuclear Security Administration, said in a brief e-mail response to a question about the next step on Wednesday afternoon. [Read more…]

USEC names president of American Centrifuge Manufacturing

Babcock and Wilcox recently announced the winners of the 2013 B&W Scholarship, and one recipient is the daughter of an engineer at the Y-12 National Security Complex.

Sheri Cunningham is a Bearden High School graduate and the daughter of B&W Y-12 engineer Penny Cunningham. She will receive $1,500 per year for up to four years of college-level study. [Read more…]

DOE provides more funding for small nuclear reactor project

Federal officials have agreed to spend another $20.5 million on a project that could result in a small modular nuclear reactor in west Oak Ridge within a decade.

The Babcock & Wilcox Co. announced Tuesday that the U.S. Department of Energy has allocated the additional funding to an agreement with Babcock & Wilcox mPower Inc. (B&W mPower) under what is known as the Small Modular Reactor Licensing Technical Support Program.

The small modular reactor, which can generate 180 megawatts of electricity, could be built at the former Clinch River Breeder Reactor site in west Oak Ridge by 2022. [Read more…]

Federal officials have a Sept. 25 deadline to rule on a new protest filed last week by one of the two teams that lost a contract competition earlier this year to manage two nuclear weapons plants in Tennessee and Texas.

The new bid protest was filed on June 17 by Nuclear Production Partners LLC, or NP2, a team led by Babcock and Wilcox Co. The U.S. Government Accountability Office has 100 days to respond to the latest protest but could issue a decision earlier.

The bid protest is related to the consolidated management and operating contract at the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas. [Read more…]

Federal officials and a contracting team declined to comment Tuesday on a new protest filed over the competition to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

The Babcock and Wilcox Co. announced Monday that its contracting team, Nuclear Production Partners LLC, or NP2, has filed a new protest with the Government Accountability Office related to the consolidated Y-12 and Pantex contract.

The new protest came about five months after earlier protests filed by NP2 and another contracting team, Integrated Nuclear Production Solutions LLC. Those protests were filed in January, after the National Nuclear Security Administration announced it had awarded a contract valued at about $23 billion to Consolidated Nuclear Security LLC, or CNS, to manage and operate Y-12 and Pantex. The Babcock and Wilcox Company announced Monday that Nuclear Production Partners LLC, or NP2, has filed a new protest with the Government Accountability Office related to the combined management and operating contract at the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

“NP2 has expressed concern over the fairness of the procurement and selection process and the form and scope of the revised request for proposals issued to bidders on June 6,” a press release said. [Read more…]

B&W chief operating officer to retire but remain CEO of joint venture for Y-12/Pantex bid

The Babcock and Wilcox Co. announced Monday that Mary Pat Salomone, senior vice president and chief operating officer, will retire effective June 30 after 31 years with the company.

But Salomone will continue serving as chief executive officer of Nuclear Production Partners LLC, or NP2, the B&W-led joint venture competing for the U.S. Department of Energy contract to manage and operate Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas. B&W is now the lead management and operating contractor at the two plants.

The Tennessee Valley Authority and Babcock and Wilcox announced Wednesday a major step in their joint effort to build and test the nation’s first small modular reactor at TVA’s Clinch River Site in Oak Ridge.

TVA and B&W signed a contract Feb. 7 that formalizes the process toward the eventual submittal and Nuclear Regulatory Commission review of a licensing application for a B&W mPower small modular reactor, or SMR, nuclear plant at Clinch River.
