Letter: Cutting alternatives to incarceration may save money now, but will cost more later

To the Editor:

Is it wise to downsize the Alternative to Incarceration (ATI) program? Anderson County Mayor Terry Frank wants to cut funding for this program by 80 percent. The program was intended to reduce the jail population by focusing on drug addiction in particular, thus preventing the need for building more expensive jail space in the future.

For those who have not kept up with these developments, the ATI program was put in place in Anderson County a year ago by Mike Baker, a longtime officer in the Iowa corrections system. His analysis of Anderson County’s constantly increasing number of jail inmates points to several problems, one of which is “recidivism” (when a former prisoner returns to jail).

He commented that “Anderson County has a tremendously high recidivism rate. When I looked at the jail stats this morning, the average number of ‘priors’ for the 348 inmates incarcerated was nearly 10, while the average age of the inmates is 31. Those numbers indicate that inmates between the ages of 18 and 31 are being arrested on average nearly once each year.” [Read more…]

Created by an Anderson County Commission resolution in 2011, the Alternatives to Incarceration, or ATI, program has been batted around as a political hot topic. Though there appears to be disagreement regarding the program, there seems to be agreement on the purpose, intent, and merit of the program. As is the case with most programs, debate centers on implementation.

After much study of ATI as currently structured, I offered steps in our budget proposal to allow us to step away from the mistakes or misunderstandings that took place at the program’s inception in 2011, restructure with more modest and measurable goals, and allow room for growth in the number of clients the program will serve. Small steps forward will allow for much needed growth in trust and credibility of the program itself. The program also needs more realistic, tangible goals to achieve success, and it needs a cooling-off period to allow the mission to depoliticize.

Success requires the confidence of participants, that is, ATI stakeholders like our public defender, our district attorney general, our judges, and our law enforcement community.

The proposed restructuring emphasizes the original mission of the program—offering true alternatives to alleviate jail overcrowding—but it also redirects 1.62 cents on the tax rate to immediate needs: more detention officers. [Read more…]

The Anderson County Commission will hold a special-called meeting on Monday, June 10, at 6 p.m. in Room 312 of the Anderson County Courthouse in Clinton to continue their discussions of the budget for the upcoming fiscal year that begins on July 1.

The main hurdles to passing a budget so far have been finding funds for the Anderson County Sheriff’s Department to hire enough jailers to adequately staff the jail expansion scheduled for completion later this year and what to do with a program aimed at keeping the chronically overcrowded jail’s population down. The Sheriff’s Office has requested money to hire 34 jailers but so far funds for only 15 have been found. [Read more…]

Last week, the Anderson County Commission held a public hearing on the budget, and the biggest obstacles to having a fiscal plan in place for the new fiscal year are finding funding for the Sheriff’s Department to adequately staff the soon-to-be-completed jail expansion and what to do about the embattled alternatives to incarceration program.

The Sheriff’s Office has requested funding for 34 jailers but as it stands now, the budget contains money for 15 jailers. [Read more…]

Council rejects funding for sinkhole repairs, tax rate reduction; approves Habitat property transfer

The Oak Ridge City Council on Tuesday rejected a request to reimburse the school system about $36,000 for repairs to this 13-foot sinkhole under the Oak Ridge High School soccer field.

The Oak Ridge City Council on Tuesday rejected a request to use red light camera money to reimburse the school system $36,000 for sinkhole repairs made in April at the Oak Ridge High School soccer field.

Council also agreed to transfer a small burned-out lot on Hillside Road to Habitat for Humanity of Anderson County and rejected a proposal to lower the property tax rate by one cent.

Asked about the sinkhole repair reimbursement on Tuesday, Oak Ridge Schools Interim Superintendent Bob Smallridge said the school system, which expects revenues to fall by about $1 million and is cutting 18 positions, has a tight budget. [Read more…]

Oak Ridge City Council Budget Meeting

The Oak Ridge City Council will consider the municipal budget, which is not expected to raise property taxes, during a second and final reading Tuesday evening.

The Oak Ridge City Council has approved a budget that does not raise the property tax rate in the fiscal year that starts July 1.

The budget provides $50,000 more for the Oak Ridge Chamber of Commerce than Oak Ridge City Manager Mark Watson had requested, and it gives city employees a 1 percent pay raise.

Council members deferred a request from the Oak Ridge Board of Education to match $50,000 in spending for one of two new school resource officers at Jefferson and Robertsville middle schools. City officials estimated the cost per SRO is about double the school system’s request, or more than $100,000 per year per officer, when the cost of a police car is included. Anderson officials develop plan to hire 15 jailers for jail expansion

CLINTON—For now, Anderson County Mayor Terry Frank has dropped her proposal to cut funding for the county law director, and she has worked with the budget director to put together a plan to hire 15 new jailers for a jail expansion that could open in November.

But it’s less than half the number of new jailers requested by Anderson County Sheriff Paul White for the 212-bed expansion of the Anderson County Detention Facility, which could be completed in November.

“They understand the budget constraints,” Frank said of the Sheriff’s Department. “In this tight economy, we’re doing the best we can.” [Read more…]

Federal spending cuts affect special education program in Oak Ridge

Federal funds to Oak Ridge Schools could be cut five percent starting July 1 under the so-called sequester, and that’s led to staff reductions in the special education program.

Four positions would be cut at Oak Ridge High School and three elementary schools—Glenwood, Linden, and Willow Brook—under a budget approved by school board members on second and final reading Thursday. Two of the reductions would result in job losses. One is a teaching assistant position at Linden, and the other is a teaching assistant job at Oak Ridge High School.

Parents with children in the program have said they are concerned about how the students might struggle if they don’t continue to get the one-on-one help they need. [Read more…]

The teaching jobs should be saved, students and parents told the Oak Ridge Board of Education during a special budget meeting Tuesday.

One of the teachers who could lose her job, Oak Ridge High School physics teacher Katherine Goepfert, or “Ms. G.,” has motivated students who have been in danger of dropping out, they said, and 109 students have signed a petition asking for her position to be saved.

“She’s just a good teacher,” ORHS senior Miranda Lands said. “She’s ‘busting her butt’ every day for our education.”

A few parents pleaded for the board to preserve a special education teaching assistant position at Linden Elementary School. They said their children require one-on-one attention, and they are concerned the students might struggle without that help. [Read more…]

Oak Ridge City Council Budget Meeting

The Oak Ridge City Council considers a series of potential budget amendments during a special meeting Thursday.

They were scheduled to consider more than a dozen budget amendments Thursday, but Oak Ridge City Council members approved only one that could immediately affect spending. It was a recommendation to spend another $50,000 on the Oak Ridge Chamber of Commerce contract.

The proposal will be considered by the City Council during the second and final budget reading on May 28. The new fiscal year starts July 1.

During a special four-hour meeting Thursday, Council rejected other proposals to increase spending on capital maintenance by $250,000 and cut spending on travel. Members asked for further study on a recommendation to consider relocating Fire Station No. 2 in east Oak Ridge to Melton Lake Drive. [Read more…]

After a lengthy meeting Thursday evening, the Anderson County Budget Committee recommended approval of a budget proposal that leaves property tax rates at their current levels.

The budget proposal will be the subject of a public hearing on May 30 and will be deliberated in June by the full County Commission. It will be up to commissioners to decide what to do about funding the Anderson County Sheriff Department’s request for hiring 34 new jailers at the soon-to-be-expanded Anderson County Jail and funding requests for new vehicles and equipment. Editor’s note: The following proposals by Oak Ridge City Council member Chuck Hope were first considered at the Monday, May 13, City Council meeting but postponed to a special meeting at 5 p.m. Thursday, May 16, in the Municipal Building Courtroom.

I would like to make a motion for an amendment to the ordinance to provide revenue for municipal purposes for the fiscal year beginning July 1, 2013, to increase the funding in the general fund in three critical areas.

The first area is in economic development. I would like to increase funding by $200,000 to strengthen our economic strategies that the city manager has proposed for the upcoming year. I would like to see an additional $75,000 be added to the Oak Ridge Chamber of Commerce contract to fully fund the three-part approach the city manager has developed, with the remaining $125,000 set aside to be used if any additional projects come forward this next calendar year.

The second part of this amendment would be to add $250,000 to the capital maintenance portion of our maintenance and operations (M&O) budget. We have several projects that will need to be updated and repaired this next year. If put off until further in the future, we will be doing these projects under a emergency situation, which always cost us more in repairs. It is essential that we maintain a proper M&O budget so we can get the most out of all of our city assets. [Read more…]
