Anderson County has public workshop on Senior Center on Aug. 7

There will be a special public workshop about the Anderson County Senior Center building at 205 Main Street on Tuesday, August 7.

The workshop will start at 4 p.m. August 7 in Room 312 of the Anderson County Courthouse in Clinton.

CLINTON—Anderson County Mayor Terry Frank narrowly won the Republican Party primary on Tuesday, beating Anderson County Commissioner Steve Emert by 153 votes, according to unofficial results.

Frank, a former small business operator who was first elected in August 2012, had 4,771 votes, compared to 4,618 for Emert. That was a slim margin of 50.8 percent to 49.2 percent.

Frank has served one special two-year term as mayor and one full four-year term. There was no Democratic Party candidate for mayor in the Tuesday primary, meaning Frank won’t have a challenger on the ballot in the August 2 county general election and is essentially assured of serving again.

Emert is a small business owner who has served as Anderson County Commission chair. Like a previous candidate for mayor, former Tennessee Representative Jim Hackworth, Emert had emphasized what he characterized as dysfunction, including lawsuits, in the Anderson County Courthouse under Frank. Among other pledges, he had promised to restore civility to the county government.

But that and other campaign issues weren’t enough to give Emert the win, even if it might have helped to keep the election close. Emert initially had a narrow 63-vote lead after early and absentee voting results were counted. But the lead flipped when Election Day results started coming in from across Anderson County. Anderson County Mayor Terry Frank is running for re-election in the Republican Party primary election on May 1.

“I can say without a doubt that I believe my job is serving people, and I am enormously thankful for the opportunity I have had to work for the people of Anderson County,” Frank said in a press release. “During the coming weeks of the campaign, I look forward to sharing the positive progress we’ve made and the accomplishments we’ve celebrated.”

In the press release, Frank said she has been focused on education, youth development, jobs, and economic opportunity, but has also devoted much time and energy to veterans, senior adults, and animal welfare issues, as well as the issues surrounding opiate addiction. Calling herself solution-minded, Frank said she maintains a commitment to fiscal restraint and business-minded leadership on behalf of Anderson County taxpayers. [Read more…]

Candidate forum for Anderson County mayor is Monday

The Oak Ridge Chamber of Commerce’s Advocacy Committee will be hosting a series of candidate forums during the election season.

The first forum, which is Monday evening, will be for candidates running for the office of Anderson County mayor. Both candidates for the Republican nomination, Steve Emert and Terry Frank, will participate, a press release said.

The Anderson County mayor’s race will be determined in the May 1 primary because there are no Democrats running for the office.

Monday’s forum is scheduled from 6-8 p.m. April 2 at Roane State Community College’s Goff Building in Oak Ridge. The doors will open at 5:30 p.m. All candidate forums are free and open to the public. [Read more…]

Anderson County Chamber hosts county election candidate forum

The Anderson County Chamber of Commerce will host a forum in Clinton this month for candidates in the Anderson County primary election in May.

The candidate forum will be moderated by Gene Patterson, community relations lead for Consolidated Nuclear Security, which manages and operates the Y-12 National Security Complex.

The candidate forum will be hosted by the Anderson County Chamber of Commerce Government/Community Relations Committee. It is scheduled to start at 6 p.m. Tuesday, March 27, at The Ritz Theater at 119 North Main Street in downtown Clinton. Doors will open at 5:30 p.m., and the concession stand will be open, a press release said. [Read more…]

Former Anderson County Mayor Rex Lynch is running for Anderson County Circuit Court Clerk, opposing incumbent William Jones in the May 1 Republican Primary, a press release said.

Lynch, the county’s mayor from 1998 through 2010, has worked the past two years as a court security officer in Anderson County General Sessions Court Judge Don Layton’s courtroom, the press release said.

In the press release, Lynch said he thinks his stint as a court officer, along with his vast county government experience, would allow him to implement the significant changes necessary to make the Circuit Court work better for the citizens of Anderson County. Those changes would begin with an infusion of leadership to establish better public relations and customer service in the office, Lynch said.

Among the various organizations and committees that Lynch has served and led include: chairman of the Anderson County Development Corporation; member of Board of Directors for Anderson County Economic Development Association; CROET Board member; East Tennessee Economic Council Board member; board vice chair for East Tennessee Development District; board vice chair for East Tennessee Human Resource Agency; Cumberland Mountain RC&D Board member; Tennessee Association of Mayors Board member; member Alpha Lodge #376; member of Kerbela Shriners of Knoxville; Clinton Rotary Club; and member of Second Baptist Church in Clinton. Steve Emert, chair of the Anderson County Commission, is running for Anderson County mayor as a Republican in the 2018 election.

Emert has served the last five years as a county commissioner from District 3, which includes Norris and Andersonville. He has been county commission chair for the past two years.

When he was elected to County Commission in 2012, Emert said in a press release, he immediately started furthering his education in every aspect of the local government, and he earned the CPA designation (certified public administrator).

Emert is a longtime local businessman and entrepreneur, the press release said. [Read more…]

AC mayor has public forum on financial management change on Tuesday, Feb. 16

Anderson County Mayor Terry Frank has scheduled a Tuesday evening public forum on a proposed change in the county’s financial management system.

The public forum will start at 6 p.m. Tuesday, February 16, in Room 312 of the Anderson County Courthouse in Clinton.

The mayor has issued a notice of veto to Anderson County Commission on the proposed change to the 1981 Act. The Tuesday forum comes before a County Commission vote on Monday, February 22.

The financial story of Anderson County in the last three years has been one of stability and progress. For the first time since 2006, Anderson County was removed from high-risk audit status in 2013, and placed on low-risk status. That held for 2013, 2014, and 2015.

As we closed out the books on 2015, our Accounts and Budgets and Schools cheered zero audit findings in our Comprehensive Annual Financial Report by the State of Tennessee’s Division of Local Government Audit.

Through partnership of our Budget Committee and County Commission, we saw three consecutive years of growth in fund balance, improved cash flow position, and a commitment to raising the bar on dipping into the fund balance by requiring a supermajority approval (12 of 16 members.) In 2013, we raised the supermajority requirement to $3.5 million, in 2014 to $4 million, and in 2015 to $4.5 million.

We kept new debt to a minimum, and for two consecutive years also modified existing debt agreements to save taxpayer money over the life of the bonds without extending the maturity dates of the debt. [Read more…]

Anderson County Mayor Terry Frank wants to serve as chair of the County Commission, and she’s asked to be considered as a candidate in September 2016.

In an October 14 letter, Frank also asked commissioners to sit with them during meetings.

The proposals could be considered by the Anderson County Commission on Monday.

If she were commission chair, Frank said, she would have to surrender her veto power. She would have a non-voting position, but she would be able to cast a vote to break a tie.

“While this may seem a shocking proposal at first, I think we can look back over the history of Anderson County and see that the county mayor as chairman—or county executive or judge as the position used to be called—was an effective structure,” Frank said. [Read more…]

CLINTON—Anderson County Mayor Terry Frank recently displayed the reports and artwork of the second-grade classes of Amy Ogle and Jamie Linkes from Andersonville Elementary School.

After a recent visit by the mayor as part of the second grade’s focus on government, the students worked on a project where they talked about what they would do if they were mayor.

“I promised the students I would post their reports if their teachers brought them to me,” Frank said. “I’m excited Ms. Ogle brought their reports and artwork so we (could) share them with folks here in the Courthouse. I had a wonderful time sharing question and answer time with the students. [Read more…]
