Council approves $120,000 for city-owned golf course

The Oak Ridge City Council agreed in a 5-2 vote on Monday to provide $120,000 to continue operating the Tennessee Centennial Golf Course, which the city owns in east Oak Ridge off Edgemoor Road.

The request this year was smaller than it was in 2015, when Council approved a $325,000 transfer, but the golf course is still short of money needed to operate, despite all marketing efforts, Oak Ridge City Manager Mark Watson told City Council members in a memo before Monday’s meeting.

Most of the $120,000 in funding—or $70,024 of it—will be used for accounts payable. The rest will be used for cash flow and salaries, Watson said.

“The slow winter season now requires funding to pay necessary costs and salaries through the winter quarter (January-March 2017),” Watson said. [Read more…]

The Charlie Daniels Band and Grand Funk Railroad both played at the Secret City Festival last weekend. Here are two photos from the concerts by Angela Richardson-Newman.

The Charlie Daniels Band played Friday, June 10, and Grand Funk Railroad performed Saturday, June 11. Both concerts were well-attended, and both received good reviews.

It was the 14th annual Secret City Festival. Besides concerts, the festival included music, food, vendors, a car show, a World War II re-enactment, U.S. Department of Energy bus tours, history and science exhibits, arts and crafts, and children’s entertainment and activities.

It’s not entirely clear if the festival will continue next year in the same form or at the same time of year as this year’s festival and previous festivals. This year had been considered a transition year as a new inaugural board of directors was appointed for a new nonprofit celebration. That board is expected to be responsible for the time, location, and length of the festival, as well as sponsorships and funding. Secret City Festival to feature World War II re-enactment

The Secret City Festival next week will feature a World War II re-enactment.

The re-enactment of the Battle of Bloody Gulch will be at 2 p.m. Saturday, June 11, at Alvin K. Bissell Park in central Oak Ridge. It’s presented by NSPS, or National Strategic Protective Services.

Here is some of the equipment scheduled to be involved, according to a press release:

  • Returning from the 2015 reenactment, the only fully live firing German Flak 88 in the United States, which will perform firing demonstrations.
  • Authentic Allied vehicles including jeeps, armored halftracks, scout cars, and anti-tank artillery.
  • Authentic Axis vehicles including a German Stug III Ausf G assault tank, Panzer III command tank, a Sd. Kfz 251 halftrack, and a M3 Antitank Gun just to name a few.
  • Static display pieces include a 1940 Ford 20mm gun truck with gun, a Russian 1944 T34 main battle tank, a 1943 British 25 pound field howitzer with limber, and more.
  • Re-enactors representing American infantry, German Wehrmacht, assault troops, Fallschirmjagers, and more.

Budget plans for Secret City Festival discussed; DOE landfill raises concerns for Council

There are no changes to the 2016 Secret City Festival, but Oak Ridge may enjoy the festival in a new season in 2017.

The first resolution on the Oak Ridge City Council agenda on Monday related to the Secret City Festival, an annual two-day festival that is the city’s biggest event each year but is in transition. It’s now in June, but it could be a fall event starting in 2017 and it could be transformed into a celebration that lasts a week or more.

“We are looking to broaden the festival into a series of concerts and festivals to last throughout the year,” City Manager Mark Watson said.

The 2016 festival will continue the tradition of nightly concerts, war re-enactments, and fun family-oriented activities for all ages. [Read more…]

Today: Council to consider Secret City Festival agreement, comments on DOE landfill

The Oak Ridge City Council will consider an agreement worth up to $150,000 for the 2016 Secret City Festival and will also consider comments on the federal proposal to build a new landfill west of the Y-12 National Security Complex.

The meeting starts at 7 p.m. Monday, November 16, in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

Oak Ridge recruits for Secret City Festival board, Oak Ridge Corridor committee

The City is Oak Ridge is currently recruiting members for a new committee and the inaugural Board of Directors for a forthcoming 501(c)(3) nonprofit organization.

At the September 14, 2015, City Council meeting, the City Council approved a series of resolutions based on recommendations of the Special Events Advisory Task Force to provide recommendations on planning, funding review, and execution of all special events managed or supported by the City. Based on previous City Council discussions on special events, the Special Events Advisory Task Force prioritized its focus on the Secret City Festival, an award-winning, two-day summer event that has been hosted in the City of Oak Ridge for nearly 14 years. The purpose of the nonprofit that is to be established is to assume the responsibility of implementing changes to the Secret City Festival/Celebration and other local events. Election notice: The City Clerk’s Office is accepting resumes and letters of interests from members of the public who want to serve on the inaugural board of directors for a new nonprofit organization that will be responsible for implementing the expanded Secret City Festival/Celebration.

City Council will select eight remaining members of the 14-member board. Six members of the board of directors have been designated from the former Special Events Advisory Task Force, and those representatives include Ben Arnold, Mike Brown, Judi Gray, Kate Groover, Ray Smith, and Michelle Ward.

The election for this committee is scheduled to occur at the November 16, 2015, City Council meeting. [Read more…]

Council doesn’t change Secret City Festival date, leaves it up to new nonprofit board

They’ve heard concerns about moving it to the fall, and the Oak Ridge City Council on Monday did not change the date of the annual Secret City Festival. Instead, Council left any potential date change up to a new nonprofit board that could be appointed in October.

It was one of a series of steps meant to make the Secret City Festival less costly for the city and less labor-intensive for the municipal staff, to rethink how it’s organized, and to make it self-sustaining. The festival could be incorporated into a new, expanded Secret City Celebration that could include other events.

A Special Events Advisory Task Force appointed by City Council in February had recommended moving the festival to the fall as part of a celebration that would last at least a week, start in October, and continue through Veterans Day, November 11.

But Council members and a few residents laid out some objections to the proposed date change, including “dicey weather” in the fall; the potentially cold temperatures, especially for nighttime concerts; conflicts with football and other fall events; and concerns over the possibility that the festival could again become saturated with political candidates in election years, now that municipal elections have been moved to November. There were also concerns about whether some organizations that now participate in the June festival, including artists and World War II re-enactors, could take part in the fall. [Read more…]

The Oak Ridge City Council could consider changes to the Secret City Festival tonight, including an expansion and a possible move to the fall.

The annual festival could be expanded into a celebration that could start in October and run through Veterans Day (November 11), last at least a week, and include the Secret City Festival. The expanded festival—which now includes music, children’s activities, a World War II re-enactment, and vendors and exhibitors—could be called the Secret City Celebration.

The changes have been recommended by the Special Events Advisory Task Force, which was set up by City Council in February and chaired by Council member Trina Baughn. The task force was expected to meet for six months and then provide a report to Council.

“The idea is not to limit the celebration to a single event, but to incorporate other activities over an expanded period of time that allow for greater participation by both patrons and various organizations within the community,” Baughn said in an August 5 memo to City Council. [Read more…]

The Oak Ridge City Council on Monday could consider changes to the Secret City Festival, including a possible move to the fall. The annual festival could be expanded into a celebration that could start in October and run through Veterans Day (November 11), last at least a week, and include the Secret City Festival.

It’s one of five changes recommended by the Special Events Advisory Task Force set up by City Council in February. Each Council member appointed a member of the task force, which was chaired by Council member Trina Baughn. The task force was expected to meet for six months and provide a recommendation to City Council by this month.

The City Council will need to consider an amendment to the Monday night agenda to formally include the recommended changes.

“The idea is not to limit the celebration to a single event, but to incorporate other activities over an expanded period of time that allow for greater participation by both patrons and various organizations within the community,” Baughn said in an August 5 memo to City Council. [Read more…]

Secret City Festival growing, evolving, but not ending, officials say

A rumor that circulated widely this month said this was going to be the last year for the Secret City Festival.

But city officials said it’s premature to say that.

It is true that a Special Events Advisory Task Force has been studying changes to the annual festival, including moving it from June and making it into an expanded celebration in the fall, starting in October and continuing through Veterans Day (November 11). It could be renamed the Secret City Celebration, implemented by a new nonprofit expected to become self-sustaining within five years, and add events while continuing to include the Secret City Festival.

At a Wednesday evening meeting, Task Force members said many of the current festival activities could continue, including music, World War II re-enactments, historical displays, and children’s activities. But they also said there could be opportunities for new partnerships with other organizations, including Wounded Warriors and Oak Ridge Playhouse. And it’s not clear that the Secret City Festival would continue to be a two-day event.

Special Events Task Force to consider expanding Secret City Festival, veterans theme

The Special Events Advisory Task Force could consider expanding the Secret City Festival into a celebration “in the window” of the second week of October and Veterans Day, November 11.

The Task Force, which meets at 4:30 p.m. Wednesday, May 21, could also consider a vote on whether to develop a veteran theme to celebrate the arts, culture, and heritage of the Secret City.

And the Task Force could also vote on a recommendation that a nonprofit organization assume the responsibility to implementing the Secret City Celebration with the goal of becoming self-sustaining within five years.

The Task Force meeting on Wednesday will be in the Craft Room of the Oak Ridge Recreation Center at 1402 Oak Ridge Turnpike.
