TVA starts public process for future ash storage at Bull Run

The Tennessee Valley Authority is asking for public input on its plans to expand the dry onsite storage of ash and other coal combustion products generated at Bull Run Fossil Plant in Claxton.

TVA is proposing to build a new dry storage area on TVA property next to the plant to provide greater capacity for managing coal combustion products at Bull Run. TVA is seeking public comments on an environmental review of the project.

Bull Run Fossil Plant, which has state-of-the-art air pollution controls, is expected to play a continuing role in TVA’s coal-fired generating fleet, a press release said.

“The Bull Run storage project is consistent with TVA’s commitment to convert all wet coal combustion product storage systems to dry systems,” the release said. [Read more…]

CLINTON—On Monday, May 25, Anderson County will honor the men and women “who have paid the ultimate sacrifice so that we may enjoy the freedoms so many take for granted,” officials said.

Anderson County will conduct its seventh annual Memorial Day Ceremony, beginning at 10 a.m. Monday at the Veterans Memorial next to the Anderson County Courthouse in Clinton, 100 North Main Street.

Guest speakers will include American Legion Post #172 First Vice Commander Zach Farrar and District 33 State Representative John Ragan. There will be a wreath-laying ceremony at the Veterans Memorial by official guests and Anderson County officials.

And, thanks to generous donations from Hardees and Bojangles restaurants in Clinton, veterans and citizens who attend the Memorial Day Ceremony will receive free sausage biscuits beginning at 9:15 a.m. at the Courthouse, a press release said. Anderson County Mayor Terry Frank will also provide free coffee and bottled water.

The driver of this Chevrolet Cavalier was flown by a medical helicopter to a hospital after apparently crashing through a guardrail and into a rock embankment, right, below a DOE haul road on Highway 95 in west Oak Ridge on Wednesday afternoon.

 

A car driver was flown by medical helicopter to a hospital after crashing through a guardrail and into a rock embankment below a U.S. Department of Energy haul road that crosses over Highway 95 in west Oak Ridge on Wednesday afternoon.

The name and condition of the driver weren’t immediately available after the one-vehicle, one-person crash. The collision occurred in a curvy section of Highway 95 near the western entrance to the Y-12 National Security Complex on Bear Creek Road.

The haul road is used to move debris from the East Tennessee Technology Park, the former K-25 site, to the Environmental Management Waste Management Facility west of Y-12. [Read more…]

MTAS review of ORPD could cost $26,200

A review of the Oak Ridge Police Department by a University of Tennessee agency could cost $26,200.

The Oak Ridge City Council has asked the Municipal Technical Advisory Service at UT to review the ORPD, with a particular focus on turnover, morale, and administrative policies.

The initial 30-day review approved during a March 27 special meeting was going to be free. But an uproar ensued after the initial list of employees to be interviewed was sent to the police chief, city manager, and all Police Department employees, raising concerns about the confidentiality and impartiality of the review.

The City Council then expanded the scope of the inquiry. During an April 21 special meeting, members asked MTAS to interview all ORPD employees and try to interview former workers who have left in the roughly four years since Oak Ridge Police Chief Jim Akagi started. [Read more…]

The U.S. Department of Energy’s Integrated Support Center-Oak Ridge has awarded a $33.4 million telecommunications contract to Mutual Telecom Services Inc., doing business as Black Box Network Services, or Black Box.

Black Box is responsible for providing operations, maintenance, and upgrades to the Oak Ridge Federal Integrated Communications Network at the Oak Ridge Townsite, East Tennessee Technology Park, Y-12 National Security Complex, Office of Secure Transportation, Oak Ridge National Laboratory, and Oak Ridge Institute for Science and Education. The Oak Ridge Townsite refers to the Federal Building, Office of Scientific and Technical Information, Building 2714 Complex, and various locations in the local vicinity.

“We are pleased to announce Black Box as the Oak Ridge Reservation’s integrated telecom service provider,” Oak Ridge Office Manager Kevin Hall said. “This selection comes after many months of evaluations by our selection team for this crucial service, and we are excited to have Black Box on board as our new partner.”

The company has more than 30 years of experience supporting U.S. government locations with similar needs and requirements. Black Box is located in Needham, Massachusetts. The contract has a two-year base and three one-year options. A 90-day transition begins on June 1.

Don’t miss Kids Day at the Oak Ridge Farmers Market in Jackson Square this week. This free event on Saturday, May 23, will feature live farm animals, crafts, games, music, and a chef at the Market offering samples of the season’s best produce.

Kids Day activities are from 9-11:30 a.m., while the market is open 8 a.m.–noon. The highlight of the morning is a kids FARM Market Scavenger Hunt. Children will hunt for live farm animals and other interesting items brought by the farmers from their homes. Among the items they’re bringing are small farm animals, beekeeping gear, a sheep fleece, an anvil, and more!

Entertaining songs for kids and kids-at-heart will be provided by Tom Beehan, banjo player and former mayor of Oak Ridge, and several of his musical friends.

The Atomic Eagles, a FIRST LEGO League (FLL) team from Jefferson Middle School in Oak Ridge, received the Rising Star award at the Razorback Invitational in Fayetteville, Arkansas, on May 14-17.

This competition hosted 72 FLL teams from around the world. Thirteen different nations and 31 different states were represented.

The Rising Star award is given to the team that the judges notice and expect great things from in the future.

Thomas Proffen, the team mentor, received the second-place adult mentor award. This award goes to the mentor whose wisdom, guidance, and devotion are most clearly evident in the team’s discussion with the judges. He has been volunteering with the Atomic Eagles since 2013, when Lego League was restarted at Jefferson Middle School by coaches Janie and Harold Shanafield. Proffen is the director of the Neutron Data Analysis and Visualization Division in the Neutron Sciences Directorate at Oak Ridge National Laboratory. [Read more…]

Alexander: Bill raises Office of Science funding to highest-ever, includes UPF, supercomputing, cleanup funding

A bill approved by a U.S. Senate subcommittee on Tuesday would give $5.144 billion to the federal agency that oversees work at Oak Ridge National Laboratory. It’s the highest level of funding ever for the U.S. Department of Energy’s Office of Science, which oversees 10 national labs, including ORNL, federal officials said.

The bill would also provide $430 million for the proposed Uranium Processing Facility at the Y-12 National Security Complex, which will “continue to keep this project on time and on budget,” according to a press release from the office of U.S. Senator Lamar Alexander, a Tennessee Republican.

Alexander’s office also said the legislation would provide funding for:

  • a new mercury treatment plant in Oak Ridge,
  • cleanup of nuclear facilities that are no longer in service,
  • nuclear infrastructure at Oak Ridge National Laboratory, and
  • advanced computing, which supports the new Summit supercomputer at Oak Ridge National Laboratory.

The bill was unanimously approved on a voice vote by the Appropriations Subcommittee on Energy and Water Development on Tuesday afternoon. Alexander is chair of that subcommittee, and he said the approval shows that there is bipartisan support for energy research, waterways, and national security. [Read more…]

For now, Oak Ridge High School ceramics students create sculptures, bowls, and figures.

Maybe later, they’ll create new businesses, innovative products, and groundbreaking technology.

Either way, the process is the same. Start with mush—clay for the moment. Use creativity, problem-solving, and analysis to turn the mush into something special. That’s the lesson Roane State Community College art professor Bryan Wilkerson wants the Oak Ridge students to learn in his dual credit ceramics classes.

“I treat this no differently than all of my classes,” Wilkerson said. “I want them to come away with an understanding of techniques. I’m also trying to help them develop their own artistic direction, creative problem-solving, how to start with an idea and see it through to a finished piece.” [Read more…]

Clinton Council OKs budget, 15.5-cent tax increase

The Clinton City Council voted on Monday to approve its budget for the fiscal year that begins on July 1 on first reading, and it includes a 15.5-cent property tax increase.

Last week, WYSH reported that a three- or four-cent tax increase would be necessary to pay for an increase in insurance costs and to pay for the salaries and benefits of four full-time firefighters. The costs associated with those firefighters were paid for by a FEMA grant for the past two years, but they became the responsibility of the city this year.

Following a late-week budget workshop, another seven cents was added to the proposed tax increase to pay for the city taking over all of the costs associated with school resource officers at the city’s three schools ($62,000), hiring a codes enforcement/police officer ($50,000), and to set aside $100,000 to start a street-paving fund aimed at preventing the city from having to borrow money for street improvement projects in the future. ORNL demonstrates first large-scale graphene composite fabrication

One of the barriers to using graphene at a commercial scale could be overcome using a method demonstrated by researchers at the U.S. Department of Energy’s Oak Ridge National Laboratory.

Graphene, a material stronger and stiffer than carbon fiber, has enormous commercial potential but has been impractical to employ on a large scale, with researchers limited to using small flakes of the material.

Now, using chemical vapor deposition, a team led by ORNL’s Ivan Vlassiouk has fabricated polymer composites containing 2-inch-by-2-inch sheets of the one-atom thick hexagonally arranged carbon atoms.

The findings, reported in the journal Applied Materials & Interfaces, could help usher in a new era in flexible electronics and change the way this reinforcing material is viewed and ultimately used. [Read more…]

Anderson mayor: Budget proposal holds spending steady, no tax increase

The budget proposed by Anderson County Mayor Terry Frank for the next fiscal year would keep most county departments at current-year spending levels and it includes no tax increase, a press release said.

The proposed general fund budget was presented to the Anderson County Budget Committee on Tuesday afternoon, and it was unanimously approved at Thursday evening’s budget meeting, the Mayor’s Office said in the release.

The next fiscal year begins July 1.

The balanced $25,088,157 budget for the county’s general operating fund proposes maintaining a focus on stabilizing spending levels until “we have full economic recovery,” the press release said. [Read more…]
