Reminder: Planning Commission, City Council meet to discuss Main Street, Phase 2

A reminder: Oak Ridge officials will meet this evening to discuss proposed revisions to the plan for the second phase of Main Street Oak Ridge, the redevelopment of the former Oak Ridge Mall.

It will be a joint work session between the Oak Ridge Municipal Planning Commission and Oak Ridge City Council. The meeting is scheduled to start at 5:30 p.m. today (Thursday, November 8) in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

City officials hope to make progress and help produce a good plan, although they don’t expect to vote on anything today.

Oak Ridge officials have had concerns about the proposed revisions to the master plan for Main Street as the developer, RealtyLink, prepares to welcome a second wave of tenants. The Planning Commission postponed a vote on the revised master plan and requested today’s work session during a meeting on Thursday, October 18. [Read more…]

Four incumbents re-elected to Oak Ridge City Council

The four incumbents—Mayor Warren Gooch, Council members Kelly Callison and Ellen Smith, and Mayor Pro Tem Rick Chinn—were re-elected to four-year terms on Oak Ridge City Council on Tuesday, according to unofficial election results in Anderson and Roane counties.

The final results mirrored the results of early and absentee ballots in Anderson County.

There were four City Council seats up for regular election and five candidates for those seats.

Gooch had the most votes Tuesday, a total of 7,916 in the two counties (6,774 in Anderson County and 1,142 in Roane County). Gooch also had the highest number of votes in the transitional 2014 election, his first City Council election. [Read more…]

Election 2018: Progress PAC endorsements for City Council, School Board

Four candidates for Oak Ridge City Council and all three candidates running for Oak Ridge Board of Education running in the election today (Tuesday, November 6) have earned endorsements by Progress PAC.

Three City Council incumbents—Oak Ridge Mayor Warren Gooch, Ellen Smith, and Kelly Callison—received the PAC endorsements as did Tim Stallings, who previously served on the City Council in the 1990s.

School Board candidates Laura McLean, Ben Stephens, and Erin Webb—who are all serving on the BOE now and are running unopposed—also received the political action committee’s nod, a press release said.

Progress PAC, which was created by the Oak Ridge Chamber of Commerce but which operates independently, endorses City Council and School Board candidates who ask for the committee’s support and who are supportive of the Chamber’s mission, vision, and key legislative priorities, the press release said. TVA, Fish & Wildlife Service announce trout stocking agreement

The Tennessee Valley Authority and the U.S. Fish and Wildlife Service have reached a multi-agency agreement to provide continued funding for three federal fish hatcheries that have stocked waters in Georgia and Tennessee with millions of trout.

The partnership, which began in 2013, includes the Tennessee Wildlife Resources Agency and the Georgia Department of Natural Resources.

Since 2013, TVA has been funding trout production by the Service at three national fish hatcheries: Dale Hollow and Erwin in Tennessee, and Chattahoochee Forest in Georgia. The trout are then provided to the following tailwaters: Apalachia (Hiwassee River), Blue Ridge, Boone, Cherokee, Fort Patrick Henry, Normandy, Norris, South Holston, Tims Ford, and Wilbur. Trout-stocked reservoirs in the plan include Fort Patrick Henry, South Holston, Parksville, Watauga, and Wilbur reservoirs.

The four partner agencies announced the new agreement Tuesday at a press conference beside the Clinch River below Norris Dam. The agreement provides partnership funding through fiscal year 2021, a press release said. [Read more…]

Construction work has started on the replacement of the Honorable William Everette Lewallen Bridge over the Clinch River in downtown Clinton. Here are photos of the work, which could last three years, on Tuesday.

In August, WYSH Radio in Clinton reported that the contract to replace the bridge on Highway 25W/State Route 9 (Clinton Highway/Clinch Avenue) was awarded on August 17 to Charles Blalock and Sons Incorporated of Sevierville. Their bid for the replacement of the bridge, known to locals as the “green bridge,” came in at $27,735,269.72, WYSH said.

Council to consider bond resolution for Preschool, Senior Center Monday

The Oak Ridge City Council will consider a resolution this evening to issue up to $13.75 million in bonds so the city can build a new preschool and senior center, and make improvements at Scarboro Park as part of the preschool project.

The special meeting starts at 6 p.m. Monday, October 29, in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue.

Council approved an initial bond resolution of up to $16.5 million for the preschool and senior center projects during a meeting on Monday, September 10. That amount is higher than the amount of tonight’s bond resolution. Some savings have been realized compared to original estimates, Oak Ridge City Manager Mark Watson said in a memo to Council members. [Read more…]

Hoping to make progress and help produce a good plan, Oak Ridge officials will meet in November to discuss the second phase of Main Street Oak Ridge.

Oak Ridge officials have had concerns about proposed revisions to the master plan for Main Street as the developer, RealtyLink, prepares to welcome a second wave of tenants. The Oak Ridge Municipal Planning Commission postponed a vote on the revised master plan during a meeting on Thursday, October 18.

The November 8 joint work session will include the Planning Commission and the Oak Ridge City Council. The special meeting was requested last Thursday when the Planning Commission postponed its decision on the revised master plan.

Some officials have raised concerns about the proposed revisions to the master plan, including the possible closure of the road connecting Rutgers Avenue to the roundabout at Main Street, and they have emphasized their interest in having a mixed-use city center with pedestrian connections, green space or a central gathering spot in its interior, and restaurants and residential units. Friends of Oak Ridge Library Book Sale is Thursday-Sunday

Friends of the Oak Ridge Library will hold its Fall 2018 Book Sale from Thursday to Sunday in the Oak Ridge Public Library Auditorium.

“Plan to come to the Thursday evening Members Sale, then come Friday to purchase the titles you thought about buying but didn’t on Thursday,” a press release said. “Come Saturday to find half-price bargains and to place your winning bid on the Silent Auction items you want to take home. Return on Sunday to fill a bag with titles for your friends and family and the many Free Libraries scattered about town. Every day you will find a wide selection of fiction and nonfiction books and nonprint media with most titles 50 cents or $1 each.”

The Book Sale will be open to members only on Thursday evening, October 25, from 5 to 7:30 p.m. Memberships ($5 for individuals, $10 for families) can be bought that evening. [Read more…]

A reminder: The Oak Ridge Recreation and Parks Department will host the 2018 Children’s Halloween Party on Friday, October 26, from 6 p.m. until 8:30 p.m. This annual event is now in its 36th year and will be attended by hundreds of local children and their families, a press release said.

Activities will be planned for every room in the Oak Ridge Civic Center and a hay ride will be offered in Bissell Park, weather permitting. There is no admission fee for the event, but participation in most activities requires one or more tickets. Tickets can be purchased at the Civic Center. A Power of Synergy Space Symposium will be at New Hope Center in Oak Ridge this week.

The symposium will include leaders from NASA, U.S. Department of Energy Advanced Research Projects Agency—Energy (ARPA-E), Oak Ridge National Laboratory, Y-12 National Security Complex, industry, and academia, a press release said.

The Tennessee Valley Interstellar Workshop will be hosting the unique symposium in order to promote safe, fast, and affordable human development of the solar system, the press release said. The speakers will discuss and advocate breakthrough technologies to enable routine transportation to permanent colonies on the moon and the first human trips to Mars within a decade.

Candidate Forum: Local candidates running for Tennessee House, Senate

The League of Women Voters of Oak Ridge will sponsor a candidate forum on Thursday, October 25, at 7 p.m. in the Oak Ridge High School Amphitheater. This forum will feature candidates running in the Tennessee state general election for Tennessee Senate District 5 and Tennessee House Districts 32 and 33, and information on the Roane County wheel tax referendum, a press release said. Patrick Bryan, former League co-president, will moderate.

The two candidates for the Tennessee Senate District 5—which includes Anderson, Loudon, and part of Knox counties—are Randy McNally, the Republican incumbent, and Stuart Starr, his Democratic challenger. The two candidates for the Tennessee House District 32, which includes parts of Roane and Loudon counties, are Kent Calfee, the Republican incumbent, and Mary Ellen Blencoe, his Democratic challenger. The two candidates for Tennessee House District 33, which covers most of Anderson County, are John D. Ragan, the Republican incumbent, and Richard Dawson, his Democratic challenger. [Read more…]
