‘Atomic switcheroo’ explains origins of thin-film solar cell mystery

Treating cadmium-telluride (CdTe) solar cell materials with cadmium-chloride improves their efficiency, but researchers have not fully understood why. Now, an atomic-scale examination of the thin-film solar cells led by Oak Ridge National Laboratory has answered this decades-long debate about the materials’ photovoltaic efficiency increase after treatment.

A research team from ORNL, the University of Toledo, and the U.S. Department of Energy’s National Renewable Energy Laboratory used electron microscopy and computational simulations to explore the physical origins of the unexplained treatment process. The results are published in Physical Review Letters, or PRL.

Thin-film CdTe solar cells are considered a potential rival to silicon-based photovoltaic systems because of their theoretically low cost per power output and ease of fabrication. Their comparatively low historical efficiency in converting sunlight into energy, however, has limited the technology’s widespread use, especially for home systems. [Read more…]

KNOXVILLE—With the first set of Bredesen Center graduates at the University of Tennessee set to receive their doctorates next week, students who will be in the next wave of graduates are already finding success.

Andrew Lepore, working out of the Materials Science and Technology Division through the center, recently won a prestigious Oak Ridge National Laboratory-related prize at the Next Big Idea competition. Lepore is on track to receive his doctorate in 2016.

“For him to go in there against some more seasoned researchers, against students who are further along, and come out with one of the three awards speaks highly of him and of the quality of students we have here,” said Bredesen Center Director Lee Riedinger. [Read more…]

UT-Battelle joins community in honoring Myrick’s years of service through Habitat for Humanity project this summer

UT-Battelle is contributing $10,000 in matching donations to a Habitat for Humanity project dedicated to Tim and Teresa Myrick, who have been enduring supporters of the organization that provides shelter for deserving families.

Tim Myrick’s handiwork dots the Oak Ridge landscape. He was a major contributor to the modernization campaign at Oak Ridge National Laboratory that resulted in a sparkling new east campus. He helped lead the renovation of the town’s high school.

He’s been involved in all the Anderson County Habitat for Humanity projects in some way—58 in all.

He wants to add to that tally. There is some urgency in the matter.

“With the cancer thing I set priorities: fighting cancer, the Habitat project, Living Waters, building a new church, doing some fly fishing,” he said. [Read more…]

Splitting UPF project into two buildings could save money, senator says

Money could be saved on the new Uranium Processing Facility at the Y-12 National Security Complex by splitting up the project into two buildings rather than one, U.S. Sen. Lamar Alexander said during a congressional hearing in Washington, D.C., on Wednesday.

One building could be used for high-security work, Alexander said during a hearing of the Energy and Water Development Subcommittee. That high-security building would cost several times as much as a second building used for low-security work, Alexander said.

Not all of the work has to be conducted in a high-security facility, the Tennessee Republican said, and some of it could be conducted in the low-security building.

It wasn’t immediately clear if the two-building proposal is included in a so-called Red Team Review of the UPF project. That report could be made public this week. Federal officials and members of Congress have already been briefed on it. [Read more…]

Y-12, Pantex workforce reductions could total about 170 jobs

Workforce reductions at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, are expected to total about 170 jobs, officials said this week.

That’s about 2 percent of the roughly 7,900 workers at the two nuclear weapons plants.

The workforce reductions are expected to come through a voluntary separation program, or VSP.

The majority of the reductions, or 140 positions, would be at Y-12. The other 30 would be at Pantex.

The VSPs are being considered as a new federal contractor, Consolidated Nuclear Security LLC, prepares to take over at Y-12 and Pantex on July 1. CNS, which was first announced as the new consolidated contractor in January 2013, has promised to save the federal government more than $3 billion during the next decade. [Read more…]

Energy Department report finds major potential to increase clean, sustainable U.S. hydropower

WASHINGTON, D.C.—The U.S. Department of Energy and Oak Ridge National Laboratory on Tuesday released a renewable energy resource assessment detailing the potential to develop new electric power generation in waterways across the United States. The report estimates that there are more than 65 gigawatts (GW) of potential new hydropower development across more than three million U.S. rivers and streams. That’s nearly equivalent to the current U.S. hydropower capacity, a press release said.

The release said the findings demonstrate one of the ways the United States can further diversify its energy portfolio with sustainable and clean domestic power generation.

“The United States has tremendous untapped clean energy resources and responsible development will help pave the way to a cleaner, more sustainable and diverse energy portfolio,” Energy Secretary Ernest Moniz said. “As the Energy Department works with industry, universities, and state and local governments to advance innovative hydropower technologies, the resource assessment released today provides unparalleled insight into new hydropower opportunities throughout the country.” [Read more…]

KNOXVILLE—Federal officials have expressed concerns about increasing cost projections and delayed construction dates for a new Uranium Processing Facility at the Y-12 National Security Complex, and a so-called Red Team has drafted an alternative approach that could keep the project at $6.5 billion or less—and help workers get out of the aging Building 9212 at Y-12 by 2025.

Thom Mason, the director of Oak Ridge National Laboratory, chaired the Red Team, and he is expected to brief federal officials in Washington, D.C., today (Monday) on the team’s report. The report will then go to Congress, Energy Secretary Ernest Moniz said in a media briefing at the Howard H. Baker Jr. Center at the University of Tennessee on Friday.

Among the questions that could be answered are which old production buildings at Y-12 should be replaced and which can be refurbished. Y-12 was built to enrich uranium as part of the top-secret Manhattan Project during World War II as the United States raced to beat Germany to build the world’s first atomic weapons. [Read more…]

ORAU employees recycle about 10,000 pounds of ‘technotrash,’ paper, shoes

For the fifth year in a row, Oak Ridge Associated Universities coordinated an annual event in conjunction with Earth Day to encourage ORAU’s 1,100 employees to bring in unwanted items from home to recycle, a press release said.

As part of this year’s two-day event on April 22-23, ORAU accepted a total of almost 10,000 pounds of technotrash (computers, related accessories, or other electronic items), paper for secure shredding, unwanted medicine as part of Operation Medicine Cabinet in collaboration with the Allies for Substance Abuse Prevention and the Oak Ridge Police Department, and 414 pairs of “gently used” shoes to donate to those in need through the Soles4Souls nonprofit organization, the release said.

“ORAU’s Earth Day event has grown each year since its start in 2010 as many employees use it as a spring cleaning ritual; this event not only helps the environment by recycling unwanted items and those in need with the donation of shoes, it keeps unwanted medicine out of the hands of children or drug abusers with Operation Medicine Cabinet, which was a new element to this year’s event,” said Tom Wantland, ORAU’s director of Environment, Safety, and Health. “Employee feedback shows that employees want to recycle, because it is the right thing to do; as an added incentive, ORAU provides T-shirts to the first 75 employees who participate in the event.” [Read more…]

ORNL equipment weighing 1,500 pounds falls on worker’s legs

A piece of surplus equipment that weighs more than 1,500 pounds tipped over and fell onto the legs of an Oak Ridge National Laboratory worker on March 31, fracturing both legs and breaking his thumb, a spokesman said.

When it tipped over, a few ORNL employees were loading the scattering chamber and cart onto the box truck of a person who had purchased the equipment at an auction, said David Keim, ORNL communications director.

A few metal arms that protrude from the scattering chamber might have hit the floor of the truck and created some space between the “deceptively heavy” piece of equipment and the worker’s legs, preventing even more serious injuries, Keim said. Also, the chamber and cart might have hit other equipment already loaded into the back of the truck, also helping to prevent more serious injuries. [Read more…]

Staff size at Y-12, Pantex could be reduced through voluntary separations

The staff size at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, could be reduced as a new federal contractor takes over. Officials expect the staff reductions to be less than 5 percent, and they say that most, if not all, of the staff reductions could come through voluntary separation programs.

The voluntary separation programs, or VSPs, were announced on April 15 by B&W Y-12 President and General Manager Dave Richardson and B&W Pantex President and General Manager John Woolery.

In his message to Y-12 workers, Richardson said the National Nuclear Security Administration had directed the plants to conduct the VSPs as part of the implementation of the staffing plan for Consolidated Nuclear Security LLC, the new contractor at the two nuclear weapons plants in Tennessee and Texas.

The Y-12 VSP will be targeted to specific job classifications and roles identified by CNS, Richardson said. Only employees in those specific classifications and roles will be eligible to apply for the VSP.

“Currently, B&W Y-12 is in the process of putting together a VSP plan that is in alignment with CNS’ staffing desires,” Richardson said last week. “We will submit our VSP plan later this week. Once this plan is approved by NNSA, we’ll communicate more details to you; specifically, each person eligible to participate in the VSP will be notified.” [Read more…]

Energy Secretary Ernest Moniz will give a lecture on energy and the environment at the University of Tennessee on Friday. It’s free and open to the public, a press release said.

Moniz will also talk about the U.S. Department of Energy and its activities in Tennessee, a press release said.

It’s the Baker Distinguished Lecture on Energy and the Environment, and it’s scheduled from 3:30 to 4:30 p.m. Friday at the UT College of Law, Room 132. Overflow seating will be available in Room 135, and the event will be streamed live here.

The College of Law is at at 1505 W. Cumberland Ave. in Knoxville. Paid public parking will be available in the Volunteer Hall Garage. A map of campus is available at utk.edu/maps. [Read more…]

No one was injured when chunks of concrete weighing up to 20 pounds fell from the ceiling in a roped-off area in a building at the Y-12 National Security Complex in March.

No one was injured when chunks of concrete weighing up to 20 pounds fell from the ceiling in a roped-off area in a building at the Y-12 National Security Complex in March.

That area of Building 9204-2 in Y-12‘s production area had been roped off to restrict worker access. The controlled area has been in place since 2009, said B&W Y-12, the plant’s managing and operating contractor. Access to the area was controlled with marker tape and boundary markers.

When the ceiling fell in that part of the building, large chunks of concrete rebounded into a frequently used walkway and an adjacent welding station, the Defense Nuclear Facilities Safety Board reported in the week ending March 21. Workers had used the welding station earlier in the day, the DNFSB said.

B&W Y-12 said chunks of the concrete fell to the floor and struck a portable welding exhaust unit located inside the controlled area. Some small pieces of the concrete also scattered outside of the area. Personnel in a nearby area heard the noise, discovered the problem, and immediately notified the shift manager, per procedures, the contractor said. [Read more…]
