Council to discuss Friendship Bell repairs, National Park designation

The Oak Ridge City Council will discuss possible repairs to the structure housing the International Friendship Bell at Alvin K. Bissell Park as well as a potential National Park Service designation during a non-voting work session this evening (Tuesday evening).

The meeting starts at 7 p.m. in the Multipurpose Room at the Central Services Complex on Woodbury Lane.

City to use traffic camera money for parking lot work at Blankenship Field

The Oak Ridge City Council agreed last week to use $180,000 in traffic camera money for improvements to the lower parking at Blankenship Field.

 

The Oak Ridge City Council agreed last week in a 5-2 vote to use $180,000 in traffic camera money for improvements to the lower parking lot at Blankenship Field, which is used for football games and high school graduation.

The request from Oak Ridge Mayor Tom Beehan was reviewed at a City Council work session on April 28.

The work could include resurfacing work at the lower parking lot and access to the lower levels and visitors bleachers under the American with Disabilities Act. The project has been reviewed by the city staff, and it could include resurfacing, ADA improvements, handicapped parking, and new pavement and striping.

The work would complement a project to replace the demolished visitors bleachers at Blankenship Field, a $455,000 project that was unanimously approved by the Oak Ridge Board of Education in March. The bleachers had been deemed unsafe, and school officials are hoping to replace them before the first home football game on Aug. 29. School budget proposals include cuts, tax hikes with varying benefits

Oak Ridge Schools Superintendent Bruce Borchers presented three budget proposals for fiscal year 2015 to the school board on Wednesday. The proposals suggest that deep cuts will need to be made to attract new students, families, and staff to the district, and to keep those already here. Borchers introduced the proposals by stating that the district will be “tightening our belt.”

Students, families, and staff were the main theme of the budgets proposed on Wednesday. In fact, each was presented to show a different budget scenario that would lose, retain, or attract the group. The school board will review two budgets intended to retain and attract those groups, as well as a third expected to result in a loss of students, family, and staff. All of the budgets proposed generate revenue through expenditure cuts.

All three budget proposals suggest property tax rate increases to offset the cuts, with the rate hikes ranging from 14 to 57 cents.

With about $1.2 million in cost savings, the first proposal has the lowest budget target, and it was referred to as the “losing students-families-staff” budget. It proposed the fewest system-wide cuts, but still suggested that reductions are needed. Those expenditure cuts include increasing class sizes and reducing teaching positions and transportation services. Transportation reductions would increase the student “walk zone” to one mile and end preschool transportation altogether. This proposal would not be able to fund the district’s 1:1 device integration program.

The second budget, said to “retain students-families-staff,” is targeted to bring $3.7 million in revenue through cost savings. This budget would still make cuts to staff and transportation, but would allow the planned 1:1 device integration to begin, which would be cut from the “losing” budget. This budget allows a 2 percent wage raise system-wide, but still calls for staff reductions, including reducing the assistant principal position at Oak Ridge High School as well as extra-curricular stipends and staff development reductions. Letter: Someone has to set limits, even for public figures

To the Editor:

What worries me about the Oak Ridge City Council’s recent decision to allow Joseph Lee to continue on the building and zoning appeals board without any sort of reprimand or censure is that the Council in effect is condoning behavior which is not worthy of someone in public service and is actually abusive in nature.

Mr. Lee’s hurtful and contemptuous language in expressing his disappointment that the Council did not renew the red light camera contract the city had was uncalled for and shows a lack of understanding of the limits of adult behavior. His behavior was more like that of a school yard bully.

Anyone can use the tactics of a bully, but if they cannot police themselves, then others need to do it for them. [Read more…]

Oak Ridge building bathrooms, changing rooms at Melton Lake Park

Workers build a block wall, patch and texture the ceiling, and hang drywall for new bathrooms and changing rooms in part of the former New China Palace restaurant at Melton Lake Park.

One section of a former Chinese restaurant at Melton Lake Park has already been converted into a rental shop for kayaks and bikes.

Now, another part of the city-owned building at the Oak Ridge Marina is being converted into public restrooms and changing rooms for big events. The bathrooms, which will be open to the public, could open next month.

It’s one of the steps in implementing a waterfront development plan approved by Oak Ridge City Council in December 2009. That plan included such features as a new picnic pavilion, walking trails, new playground, permanent restrooms, enhanced lighting and landscaping, outdoor casual dining, and recreational equipment rental.

The bathrooms will include multiple stalls, and the city will open the changing rooms for large events, such as regattas (rowing races). That will double the restroom capacities, said Pat Fallon, operations and maintenance manager for the Oak Ridge Public Works Department. [Read more…]

Adventures Outdoors is open again, renting kayaks, bicycles, and stand up paddle boards at the Oak Ridge Marina.

The company has a new, larger, remodeled home inside part of the former New China Palace restaurant on the waterfront and a new five-year lease with the city, said Karen Lloyd, Adventures Outdoors owner.

Adventures Outdoors has 20 kayaks, including boats for one and two people, a new kayak launching dock, and five-person pedal boats. The rentals includes bikes for adults and children, as well as Trikkes, which are three-wheeled “carving vehicles.”

Lloyd said Adventures Outdoors opened for the season on April 1 and will remain open through Oct. 31. [Read more…]

Lee keeps seat on housing board despite Council member’s removal request

Those who wanted to remove Joe Lee from a municipal housing board said he had shown contempt for Oak Ridge City Council members, insulted traffic camera critics, embarrassed the city, and bullied others.

But those who wanted to keep him on the board said Lee ought to be given a second chance. They said he had performed well on the board—the Oak Ridge Board of Building and Housing Code Appeals—particularly when considering the city’s code violation cases against the Applewood Apartments.

On Monday, the Oak Ridge City Council rejected the request to remove Lee from the board. The proposal failed in a 2-4 vote.

Voting in favor of the removal were Council members Anne Garcia Garland and Trina Baughn. Voting against it were Mayor Pro Tem Jane Miller and Council members Charlie Hensley, Chuck Hope, and David Mosby. [Read more…]

Oak Ridge teachers, principals request 2.5 percent pay raise

Oak Ridge teachers, staff members, and principals have requested a 2.5 percent salary increase in the next school year.

The requests could be considered as part of the budget discussions for the fiscal year that starts July 1.

The Oak Ridge Education Association said the consumer price index has increased 2.38 percent on average each year during the past decade. Meanwhile, the annual salary increase for school staff members has averaged 1.5 percent.

Teachers have not had a pay increase for several years, said Mike Haygood, OREA co-president.

“Some type of salary increase is long overdue,” he told members of the Oak Ridge Board of Education during a March 24 meeting. [Read more…]

The Oak Ridge Convention and Visitors Bureau board of directors elected a new slate of officers at its regularly scheduled meeting in February. Aaron Wells was elected chairperson, Mark Harvey will serve as vice chairperson, and Patti Shelton will serve as secretary/treasurer, a press release said. They will each hold their respective positions until January 2015.

The board is comprised of seven community volunteers and three hotel representatives, and it is appointed by the Oak Ridge City Council. Remaining members are Carol Smallridge, Mary Ann Damos, Hugh Ward, Troy Patel, Gretchen Julius, and Misty Williams. There is currently one vacancy.

An Oak Ridge official wants the City Council to consider removing Joseph Lee from a city housing board because of his criticism—she called it contempt—for the council members who voted against renewing the controversial traffic camera contract in March.

The City Council will consider removing Lee, who serves on the Oak Ridge Board of Building and Housing Code Appeals, during a Monday, April 14, meeting.

“I was not at all surprised by the 4-3 vote,” Lee wrote in a March 28 e-mail to Council member Anne Garcia Garland, who made the request to consider removing him on Monday. “After all, it was not about safety or the money, it is about the votes. Take the fact that your entire campaign to be elected to city council and combine that with the nut jobs that you are aligned with and cater to, it has been obvious for a very long time that we were never going to hear the end of your whining until you got another shot at this issue. Council does not extend traffic camera contract

The Oak Ridge City Council did not extend the traffic camera contract with Redflex Traffic Systems Inc. of Phoenix, Ariz., on Monday, and the current five-year contract expires April 21.

After five years, some vigorous opposition, and a few contentious meetings, the traffic cameras in Oak Ridge will be removed. The Oak Ridge City Council did not extend the five-year contract with the camera vendor, Redflex Traffic Systems, on Monday.

The vote to extend the contract for two years with a few changes was 3-4.

Oak Ridge Mayor Tom Beehan, Mayor Pro Tem Jane Miller, and Council member Charlie Hensley voted in favor of the extension. Council members Trina Baughn, Anne Garcia Garland, Chuck Hope, and David Mosby voted “no.” The current contract expires April 21.

Among the proposed changes, if an extension had been granted, were mobile units, different camera locations, and a new revenue split between the city and Redflex.

School board approves Blankenship bleacher replacement

The Oak Ridge Board of Education on Monday unanimously approved a $455,000 project to replace the visitor bleachers at Blankenship Field. The bleachers had been deemed unsafe, and they have already been demolished.

School officials are hoping to replace them before the first home football game on Aug. 29. In a unanimous voice vote Monday, the school board agreed to use the school system’s fund balance to pay for the replacement bleachers.

Board members plan to ask city officials for additional help to finish part of the project, including a $69,000 handicapped ramp with switchbacks from the city-owned parking lot below the field up to the city-owned field, which is at Jack Armstrong Stadium in central Oak Ridge. The ramp could be built when the city renovates the parking lot. [Read more…]
