City Hall, Library, Rec Center closing

The Oak Ridge Municipal Building will be closed starting Monday, and the Public Library and Recreation Center will close Saturday evening (tomorrow, March 21). Those were among the changes announced Friday by Oak Ridge City Manager Mark Watson in response to the COVID-19 pandemic.

Here is the latest update, which includes changes from an announcement earlier this week. The public health situation can change rapidly, so any of the following conditions could change.

Changes in access to city facilities, services in response to COVID-19

Oak Ridge municipal services and access to facilities have been affected by the city’s response to the COVID-19 pandemic. All board and commission meetings have been canceled for now. The Oak Ridge Public Library, Civic Center, and Recreation Center remain open for now, but there have been some changes. The Animal Shelter is temporarily closed to the public.

The public health situation can change rapidly, so any of the following conditions could change.

Many restaurants in Oak Ridge are changing hours or the types of services they offer to help try to prevent the potential spread of COVID-19, the respiratory illness caused by the new coronavirus.

Explore Oak Ridge, which helps promote tourism, is tracking some of the changes at restaurants and businesses.

Many restaurants are offering carry-out or curbside service or delivery service. Some are still offering dine-in service. Some are closing earlier than normal.

Nine Lakes Wine Festival postponed to September

The Nine Lakes Wine Festival is being postponed until September. The festival had been scheduled for early June.

The postponement is due to the recent recommendation of the Centers for Disease Control and Prevention to reduce large gatherings during the COVID-19 pandemic.

The Fourth Annual Nine Lakes Wine Festival is now scheduled for September 11-12 at Melton Lake Park. All previously purchased tickets, vendor booths, and sponsorship arrangements will be honored, a notice said.

Updated: City prepares for coronavirus as first case reported in Tennessee

Oak Ridge City Manager Mark Watson on Tuesday outlined preparations in the city for a potential coronavirus outbreak. Two days later, on Thursday, Tennessee Governor Bill Lee reported that the first case of coronavirus, which has spread across the globe, has been confirmed in the state.

In Oak Ridge, Watson said, there is initial public safety planning to identify local efforts to protect residents, and local officials are communicating with schools and hospitals. The Anderson County Department of Health and Tennessee Department of Health are in frequent contact with the city, Watson said.

Procedures that are in place under the city’s emergency operations manuals are being adapted to account for the effects of viruses such as the coronavirus, and protocols and procedures are being established for city employees who will be in contact with potential infections, Watson said.

City manager Watson to discuss ‘state of city’ on Tuesday

Oak Ridge City Manager Mark Watson will present his annual “State of the City” during Lunch with the League on Tuesday.

The meeting will be held from 11:45 a.m. to 1 p.m. Tuesday, March 3, in the Social Hall of the Oak Ridge Unitarian Universalist Church at 809 Oak Ridge Turnpike.

Watson has served as Oak Ridge city manager since August 2010. He has bachelor’s and master’s degrees in public administration and city management from the University of Kansas. In 2019, he received his doctorate degree from the University of Tennessee in Knoxville.

A new guidebook highlights Oak Ridge’s natural assets.

The “Oak Ridge Natural Assets Guidebook” by Legacy Parks Foundation is a collaborative project created at the request of the City of Oak Ridge, Roane County, and Anderson County civic and business leaders, a press release said. It’s in response to recommendations from the Oak Ridge Blueprint Plan that urged the exploration of both recreational opportunities and enhancement of the area’s natural assets.

“The Guidebook is intended to be a living, working document that will serve as a philosophical and practical set of guidelines for how to maximize the area’s natural assets so that they provide a sustainable foundation to engage residents, promote wellness, attract tourism, and increase economic development,” said Carol Evans, executive director of Legacy Parks Foundation.

The Guidebook identifies natural assets and related opportunities on public land in Oak Ridge, including U.S. Department of Energy land, but it does not consider future uses of that land for mission-related or growth purposes, Evans said.

‘Mud’ photography exhibit opens at K-25 History Center on Thursday

The new K-25 History Center will be hosting “Mud, a Photographic Exhibition of Life in the Secret City.” The exhibit will open on Thursday, February 27, and it will be available for viewing through the month of March.

There will be a grand opening and ribbon-cutting ceremony for the K-25 History Center at 10:30 a.m. Thursday, February 27.

During World War II, Oak Ridge was a quickly built as a secret government town of 70,000 workers who lived in a camp-like environment of barbed wire, security checkpoints, and code words, a press release said. Workers were fingerprinted, interviewed, assigned a job, and given a clearance badge. Housing was limited and cramped and often unheated.

Oak Ridgers who ventured into Knoxville were easy to spot. The quickly constructed secret city was blanketed in a thick layer of mud. As a result, its residents’ muddy shoes were a dead giveaway as to their origin. “The muddy conditions of Oak Ridge during the war was a commonality that all residents, regardless of occupation, had to contend with,” the press release said.

An Oak Ridge firefighter was injured in a fire in a vacant house on Artesia Drive early Friday, February 14.

The fire was reported at about 3:20 a.m. February 14.

When the Oak Ridge Fire Department arrived, firefighters found heavy smoke and fire coming from the windows and eaves of the home, a press release said.

“The fire crew entered through the front door and quickly extinguished the fire in the kitchen area,” the press release said.

Snow fell in Oak Ridge on Thursday

Snow fell in Oak Ridge on Thursday morning, and the snow briefly accumulated before melting in the afternoon.

The snow and winter weather did not affect Oak Ridge Schools, but it did affect other school districts.

Anderson County Schools dismissed early Thursday and will be closed Friday due to the threat of ice and road conditions that could get worse. Two buses, Bus 48 and Bus 50, were unable to continue their routes past Briceville Elementary School on Thursday afternoon, and students were picked up from the building.

Snow likely in region today

Rain and snow are possible in the region today, including parts of East Tennessee and southwest Virginia, but in Oak Ridge, little or no snow is expected to accumulate, according to the National Weather Service in Morristown.

“Still a good bet that most people will still see snow in the air today,” the NWS said at about 5 a.m. Thursday.

Significant accumulations are likely only in higher areas, with three to five inches near the Great Smoky Mountains, two to three inches elsewhere in the Tennessee mountains, and a half inch or less most likely in the Tennessee Valley, the NWS said.

Earthquake of 3.8 magnitude reported in East Tennessee

An earthquake of 3.8 magnitude was reported in East Tennessee on Monday afternoon.

The earthquake was felt in Oak Ridge at about 2:12 p.m. Monday, where it rattled homes and windows.

It was centered in Campbell County about one kilometer east of Fincastle, Tennessee, northeast of LaFollette, which is northeast of Oak Ridge, at a depth of about 35.4 kilometers, according to the U.S. Geological Survey.
