CASA seeks volunteer advocates in Anderson County

Kids Count Data 2015 has just been released. This data revealed that there were 160 confirmed cases of child abuse and neglect in Anderson County alone. As a result, 277 Anderson County children were in DCS custody last year.

Because of the growing problem of abuse and neglect in our community, CASA of the Tennessee Heartland is seeking volunteer advocates for its Anderson County program. CASA of the Tennessee Heartland recruits, trains, and empowers volunteers to advocate on behalf of abused and neglected children in juvenile court.

Our Court Appointed Special Advocates gather information, recommend services, and advocate for each child to be placed in a safe and permanent home as quickly as possible. A CASA volunteer may be the only consistent, adult presence in a child’s life. Because a CASA focuses on one family at a time, a child with a CASA volunteer is more likely to find a safe, permanent home, more likely to be adopted, and less likely to be bounced from home to home. Working on transportation plan, state officials welcome public comments during Oak Ridge stop

The Tennessee Department of Transportation is working on a statewide long-range transportation plan, and TDOT is partnering with the Oak Ridge Senior Center to hear from the local community about what transportation needs exist in the Oak Ridge and Anderson County area.

Regional TDOT officials will be available to hear your insights and opinions during a stop at the Oak Ridge Senior Center at 1 p.m. Wednesday, September 23. The two TDOT officials who will be there are Nick Weander and Jack Qualls, TDOT community transportation planners for the Knoxville region.

The Oak Ridge Senior Center is located at 728 Emory Valley Road. Please call (865) 425-3999 to reserve a space and be a part of this important conversation, a press release said.

Anderson, Carter, Sumner, and Unicoi counties align with 15 established communities 

NASHVILLE—Tennessee Department of Tourist Development Commissioner Kevin Triplett announced last week that Anderson, Carter, Sumner, and Unicoi counties have been added to Retire Tennessee, the state’s retiree recruitment marketing program. That brings the total number of active Retire Tennessee counties to 19, a press release said.

“It’s great to officially add four new counties to this important state program,” Triplett said. “Tennessee has much to offer people making retirement decisions based on quality of life and cost of living. Our state has the lowest cost of living in the Southeast and second lowest in the nation, no state income tax, and low property tax. Add to that, the state’s breathtaking scenic beauty and unparalleled hospitality, and it’s only natural Tennessee would rank high among the population relocating after retirement.”

The four counties join Cumberland, Franklin, Hamblen, Hamilton, Hardin, Jefferson, Loudon, Maury, Putnam, Rhea,  Roane, Robertson, Sullivan, Warren, and White counties as Retire Tennessee counties. Now in its ninth year, Retire Tennessee inspired more than 10,000 inquiries from potential retirees last year. Tennessee is one of only four states with retiree recruitment as a formal program and continues to gain momentum as a potential retirement destination for more than 78 million baby boomers. City Council to consider tax rate on second, final reading on Monday

The Oak Ridge City Council will have a second and final meeting on Monday, August 3, to adopt the new property tax rate of $2.52.

The previous tax rate had been $2.39 per $100 of assessed value, so the new rate is 13 cents higher than the old one.

The new tax-neutral rate provided by Tennessee officials went up because overall property assessments went down in Anderson and Roane counties in the five-year reappraisals completed this year. Since property assessments went down in those two counties, the tax-neutral rate went up in the counties and cities within them, including Clinton, Norris, Oliver Springs, and Rocky Top.

Oak Ridge is the only one of those seven governments that, as of now, does not plan to increase its property tax rate beyond the tax-neutral rate. With the help of some last-minute changes, Oak Ridge officials were able to balance the budget in a way that doesn’t require a local increase in the property tax rate. And the budget still proposes 2 percent pay raises for municipal workers and Oak Ridge Schools teachers and staff. [Read more…]

ANDERSON COUNTY—A Sunday morning fire on Sulphur Springs Road injured no one but caused significant damage to the roof and laundry room of the home.

The house was fully engulfed in flames when Anderson County Sheriff’s Department deputies arrived on the scene shortly after 10 a.m., and the blaze was extinguished by crews from the Marlow and Medford volunteer fire departments.

Homeowner Buster Phillips told authorities that he had heard a loud pop come from the laundry room. When he went to investigate, Phillips said, he saw a large fire behind the dryer. He and the other occupant of the house made it out safely.

It was apparently the home of Office on Aging Executive Director Cherie Phillips. WYSH reported on Wednesday that Cherie Phillips lost her home to a fire on Sunday morning, and a GoFundMe page has been set up to help the family. [Read more…]

New tax revenues plus cuts will fund pay raises in Anderson schools

CLINTON—New tax revenues of about $700,000 plus about $100,000 in cuts will allow Anderson County Schools to fund 2 percent pay raises for teachers and staff, the county budget director said Wednesday.

The Anderson County Commission approved a 10-cent increase in the property tax rate on Monday, July 20, and eight cents of that was for schools. Anderson County Schools will get about $700,000 from the tax rate increase, but at last week’s meeting, school officials said they still had to come up with another $100,000 or so to fund the 2 percent raises.

Chris Phillips, Anderson County accounts and budget director, said the school system was able to do that in a revised budget submitted to the county government on Wednesday. [Read more…]

There will be a $3.50 increase in the monthly trash fee, and more money—$260,000—will be reserved for capital projects such as buildings and schools, while city officials are not expected to change the new property tax rate provided by the state after five-year reappraisals completed this year.

The trash fee will increase from $7 to $10.50 per month. That change is expected to provide another $335,000 per year in revenue.

The new tax rate—state officials call it a tax-neutral rate—is $2.52 per $100 of assessed value. It was approved in the first of two readings by the Oak Ridge City Council during a three-hour special meeting on Monday. The second reading hasn’t been scheduled yet, but the meeting is expected soon. [Read more…]

Tax rate increases, changes in AC, Clinton, Oliver Springs, RC, Rocky Top

Increases in the property tax rate have been approved or are anticipated in budgets that have already passed in Anderson County, Clinton, Oliver Springs, Roane County, and Rocky Top.

Those increases are in addition to the increases already expected because of a drop in overall property assessments in Anderson and Roane counties. The 4 percent drop in Anderson County and 3.47 percent decline in Roane County mean the tax-neutral rate—the rate meant to bring in the same amount of revenues after a reappraisal as before—goes up.

The highest tax increase, which includes a 6-cent change in the certified tax rate after five-year reappraisals, is 40 cents. That’s in Rocky Top, where the new tax rate is $2 per $100 of assessed value.

The lowest so far is in Anderson County, where county commissioners have approved a 10-cent increase for 2 percent pay raises for school and county employees. That’s in addition to the roughly 16-cent increase in the tax-neutral, or certified, tax rate.

Oak Ridge will be the last of those half-dozen governments to consider any changes to the tax-neutral rate. In Oak Ridge, the rate has been calculated at $2.52, up 13 cents from the current $2.39.

Oak Ridge could also be the only one of those half-dozen governments that doesn’t add a tax rate increase to this year’s higher tax-neutral rate. So far, it appears that a majority of Oak Ridge City Council members could support the $2.52 rate, although two Council members, Trina Baughn and Rick Chinn, have advocated for a reduction, possibly by two cents to $2.50.

Property tax rates are already expected to go up in local cities and counties because of an unprecedented drop in property assessments.

And additional increases have been approved or are anticipated in budgets that have already passed in Anderson County, Clinton, Oliver Springs, Roane County, and Rocky Top.

Oak Ridge could be the exception. The city could see an increase in the certified tax rate (state officials call it a tax-neutral rate) from $2.39 per $100 of assessed value to $2.52.

So far, no Oak Ridge City Council members have publicly endorsed raising taxes beyond the change in the tax-neutral rate required by the five-year reappraisals completed this year.

Four City Council members, a majority of the seven-member body, said during a budget work session on Tuesday that they will support the $2.52 tax-neutral rate or that it’s important to stay at that rate for now, until they have more information. [Read more…]

ADFAC school supplies distribution under way

Since Thursday, July 9, volunteers from all over Anderson County have been sorting donated school supplies for Oak Ridge and Anderson County schools, packing them in bags and backpacks that are loaded into vehicles and distributing the packed items to classrooms.

Aid to Distressed Families of Appalachian Counties has been coordinating the collection, packing, and distribution of school supplies for 26 years. As a result, teachers aren’t obliged to spend their hard-earned money on items needed by their growing number of students from disadvantaged families.

Last year. ADFAC provided school supplies to more than 2,500 area students from disadvantaged families. This year, the local nonprofit service organization’s staff hopes to increase the number of school supplies by 12 percent with the help of ongoing support from the community. [Read more…]

CLINTON—A total of $25,000 in donations was announced on Monday to help start an animal shelter in Anderson County.

The first donation of $10,000 was announced by Ed Steinebach, general manager for Magna International’s Eagle Bend Manufacturing plant in Clinton. Steinebach said his company is number two in the world for automotive manufacturing, and it is very important to give back to the community.

A matching donation of $10,000 was announced by Eileen Slater from her and NOAH Companion Animal Center in Marlow. Slater said it is very urgent to set up a holding facility at Blockhouse Valley Road.

The third donation of $5,000 was announced by members of S.A.R.G. (Shelter Animals Rescue Group), a nonprofit organization. [Read more…]

Saturday storms knock down trees, damage property

A house on North Slope Lane near Hidden Hills Drive received the most damage, authorities said. Hidden Hills Drive is off Hidden Valley Road, which runs between State Route 61 and Laurel Road northeast of Oak Ridge.

 

The storms that blew through on Saturday brought high winds and heavy rain to parts of East Tennessee. There were some trees and power lines down in Anderson County.

“The Claxton area, especially around West Wolf Valley Road, and near Laurel Road between Clinton and Oak Ridge were the hardest hit,” Anderson County Sheriff’s Department Chief Deputy Mark Lucas said Saturday evening.

He said there was minor damage reported from trees or limbs on houses. One house on North Slope Lane near Hidden Valley Road received the most damage, Lucas said.

There were no reported injuries.

Most trees and power lines across roads were cleared by Saturday evening, Lucas said. [Read more…]
