Police: Forty-nine grams of suspected heroin seized on West Outer after shooting, crash

Police seized 49.2 grams of suspected heroin in a West Outer Drive home during a search after the shooting on Wakefield Road and three-car crash on North Illinois Avenue on Monday, authorities said.

The Oak Ridge Police Department has also made an arrest in the case. Chelsea Reign Lively, 22, was arrested Thursday, the City of Oak Ridge said in a press release. She was charged with possessing Schedule I (heroin) and Schedule VI (marijuana) drugs for sale.

Authorities said further charges against Lively are expected.

Police said Larry Dewayne Williams was identified as a person of interest in the shooting when he fled from the ORPD shortly after the shooting and allegedly caused a three-car crash at the intersection of North Illinois Avenue and West Outer Drive.

Officers—including members of the ORPD, Anderson County Sheriff’s Department, the crime task force, and an ACSD K-9 unit—swarmed the area and searched for Williams. That led officers to a home at 612 West Outer Drive, where they said they executed a search warrant on Tuesday and recovered additional evidence. The house is the home of Lively and Williams, according to arrest warrants filed in Anderson County General Sessions Court.

“The search warrant commanded that all controlled substances be seized as evidence,” said the warrants, filed by ORPD Detective Kevin Craig.

Oak Ridge police seek suspect in Monday night shooting, crash

The Oak Ridge Police Department has identified a person of interest in the shooting on Wakefield Road and crash on North Illinois Avenue on Monday, and they consider the suspect to be armed and dangerous, authorities said.

The person of interest has been described as Larry Dewayne Williams, a black male, 28 years old, and 6’1″ and 165 pounds, the City of Oak Ridge said in a press release.

“Extreme caution should be used if he is observed,” the press release said.

Meanwhile, the Oak Ridge Police Department is taking steps to prevent further shootings on Wakefield Road. There were three in 48 hours, and one arrest has already been made.

“We’re working actively with other agenices to suppress vehicle and pedestrian traffic in areas which cause us concern,” Oak Ridge Police Chief Jim Akagi said Tuesday. [Read more…]

A shooting was reported on Wakefield Road on Monday evening, the third shooting on the street in 48 hours. The shooting was followed a few hours later by a three-car crash at the intersection of West Outer Drive and North Illinois Avenue. Police couldn’t immediately say if the two events were connected.

There didn’t appear to be any injuries in the shooting, which occurred sometime between about 8:15 and 8:30 p.m. and left some 21 casings in the street. Residents in one Wakefield Road home said two bullets pierced a bedroom, but fortunately, no one was in it at the time.

Authorities said minor injuries were reported in the crash, which was reported at about 10:15 p.m. near the Ian’s Market gas station and convience store. One person reportedly fled from the crash, and one witness said the man darted into a wooded area behind the east corner of Ian’s Market, headed north toward Oliver Springs.

The Oak Ridge Police Department and Anderson County Sheriff’s Department swarmed the area. An ACSD canine unit responded to help search for the person of interest, but as of early Tuesday morning, officers hadn’t found the man. [Read more…]

The major water main break on West Outer Drive near Johnson Road is almost repaired, officials said late Tuesday afternoon.

Late Tuesday morning, the City of Oak Ridge said residents at 646-664 West Outer Drive would be without water for about six hours, or possibly longer, while crews worked to repair the line. In the meantime, residents in the surrounding area were advised that they could encounter lower water pressure and possibly be without water for a short time as well.

At 4:40 p.m., the city said the water main break should be repaired by 6 p.m. Tuesday. [Read more…]

Sewer line inspections using sonar machine continue in Oak Ridge

The Oak Ridge Public Works Department continues to use state-of-the-art technology to perform inspections of the city’s sewer system, a press release said.

This technology employs a sonar machine that emits a repeating series of tones, similar to a musical scale. In open areas, it can be heard over long distances. While harmless, the tones emitted by the machine are low enough in frequency that residents nearby may be able to feel and, in some instances, hear them.

Testing is ongoing, but it will be concentrated to certain areas depending upon weather constraints and other factors. This area includes Georgia Avenue to West Outer Drive north of Oak Ridge Turnpike and Cumberland View to Fairbanks Road south of the Turnpike. Residents will notice signs posted on main roads stating “Acoustic Sewer Inspection in Area” while crews are working in their neighborhoods.

No one was injured, but four units were damaged in an apartment fire on West Outer Drive early Friday morning.

The fire was reported at about 2:58 a.m. Friday, April 17. The occupant of the quad-plex apartment building at 337 West Outer Drive was sleeping at the time of the fire. He was awakened by the fire and attempted to extinguish it before exiting the apartment, Oak Ridge Fire Department Chief Darryl Kerley said.

He then woke up the other occupants in units 331 and 333, who then called 911. ORPD arrived on the scene three minutes after receiving the emergency call and reported fire coming from the rear of the structure and windows, Kerley said. [Read more…]

Power outages affect several hundred; two cars crash into snow plows

Several hundred customers were affected by power outages overnight but most lost power for less than an hour, and two cars crashed into city snow plows, making one of the plows unusable for now, officials said.

There were no reports of injuries in the few minor crashes that occurred overnight.

Officials continued to urge drivers to stay off roads unless absolutely necessary. Some of them remain covered in ice, and vehicles that are required to travel, such as postal vehicles and Oak Ridge Public Works trucks, are using chains or studded tires.

Oak Ridge Electric Director Jack Suggs said the largest power outage was in an area around Montana Avenue and West Outer Drive at about 6 p.m. Monday. It affected about 440 people, but only lasted about 45 minutes, according to preliminary information, Suggs said. [Read more…]

A suspect in a Friday night hit-and-run in Oak Ridge is in custody in Morgan County, and more charges are pending in Oak Ridge, authorities said.

Board orders demolition of five homes in Highland View

A city board on Thursday declared this home at 117 Wade Lane to be unfit for human habitation and ordered it demolished within 90 days.

Note: This story was updated at 11:40 p.m.

From the outside, the homes look they’re in decent shape and not the worst in the neighborhood.

But inside and underneath, problems range from collapsing floors and settling foundations to leaking roofs and tens of thousands worth of mold damage.

On Thursday, a city board declared the five vacant homes to be unfit for human habitation, and members ordered them demolished within 90 days. The city could use federal money from the U.S. Department of Housing and Urban Development to buy and demolish the homes. [Read more…]

City board to consider demolition of homes on Wade Lane, West Outer Drive

An Oak Ridge board on Thursday will consider ordering the demolition of five homes that could be bought by the city. The homes are at 105 Waddell Place, 101 and 117 Wade Lane, and 335 and 363 West Outer Drive.

The homes on Wade Lane and West Outer Drive are owned by Carden Rentals Limited Partnership. The Waddell Place house is owned by Rex Gass. The owners are interested in selling the properties to the city, the municipal staff said.

The Gass property is a vacant single-family dwelling, and the Carden homes are vacant multi-family residential units.

The city staff has recommended that the Oak Ridge Board of Building and Housing Code Appeals declare the homes unfit for human occupation or use, and order them demolished within 90 days to possibly allow the city to acquire them. The board meets at 3 p.m. Thursday in the Municipal Building Training Room. [Read more…]

Police: Boy hit by car while riding bike out of driveway, across West Outer

An Oak Ridge boy was hit by a car while riding a bike from a driveway on West Outer Drive across the road toward Waltham Lane on Thursday afternoon.

Two taken to hospital after pickup crashes into back of tow truck

An Oak Ridge woman driving into the sun up a slight hill on North Illinois Avenue crashed into the back of a stalled wrecker south of West Outer Drive on Monday morning, sending two people to the hospital with possible injuries, authorities said.

Elise A. Williams, 47, was taken by ambulance to Methodist Medical Center after the collision, and tow truck driver Charles T. Jones, 38, of Oliver Springs, was taken by ambulance to Parkwest Medical Center in Knoxville, an Oak Ridge Police Department accident report said.
