WASHINGTON, D.C.—The U.S. House of Representatives has passed a bill that would create a Manhattan Project National Historical Park that would include Oak Ridge, federal officials said Thursday afternoon.

Passage of the bill, pursued for years by historic preservationists, was announced by U.S. Senator Lamar Alexander and Representative Chuck Fleischmann, both Tennessee Republicans. It was an amendment to the National Defense Authorization Act, or NDAA, which passed in a 300-119 vote.

The bill would designate three sites that were part of the World War II-era Manhattan Project. Besides Oak Ridge, the sites include Los Alamos, New Mexico, and Hanford, Washington. The U.S. Senate is expected to pass the 2015 NDAA legislation without amendments before adjourning for the Christmas recess, perhaps as early as next week, according to the Atomic Heritage Foundation, a Washington, D.C.-based nonprofit that has helped lead efforts to establish the park for more than a decade.

The Manhattan Project was a top-secret federal program to build the world’s first atomic bombs. Oak Ridge sites that would be included in the park are the Beta-3 racetracks and Alpha Calutron magnets at Y-12 National Security Complex and the K-25 Building site at the East Tennessee Technology Park. Candidates for the following offices have been invited: Oak Ridge City Council, Oak Ridge Board of Education, Tennessee House of Representatives 33rd District, State Senate 5th District, 3rd U.S. Congressional District, and U.S. Senate.

Corker travels across Tennessee, with stop in Oak Ridge on Friday

U.S. Senator Bob Corker, a Tennessee Republican, is traveling across the Volunteer State this week, and he’ll be in Oak Ridge on Friday morning.

Corker is scheduled to talk to the East Tennessee Economic Council at 7:30 a.m. Friday. The speech is in the Homer Fisher Room at the University of Tennessee Outreach Center at 1201 Oak Ridge Turnpike.

Starting Wednesday, Corker, who is in his second term in the U.S. Senate, will also visit Hamilton, Sevier, Sullivan, Greene,and Knox counties. This week’s visits follow a seven-county swing through Middle and West Tennessee last week, a media advisory said.

Governor Bill Haslam and U.S. Senator Lamar Alexander campaigned in Oak Ridge on Wednesday as the two-term senator fought to prevail in the federal Republican primary in Tennessee on Thursday. The duo also promoted GOP accomplishments, both in Congress and in Tennessee.

Alexander is facing off against seven candidates for one of the state’s two U.S. Senate seats. Most of the attention has been focused on the race between Alexander and state Representative Joe Carr, a Republican Tea Party challenger from Lascassas in Rutherford County.

Alexander, who is also a former Tennessee governor, didn’t mention Carr by name during a stop at Dean’s Restaurant and Bakery in Oak Ridge on Wednesday.

Instead, he focused on accomplishments such as his vote to end “perpetual amnesty,” his “A” rating from the National Rifle Association, and the possibility that Republicans could gain a majority in the U.S. Senate. He also made some promises if Democrats lose control of the Senate.

“We’ll get rid of Harry Reid’s agenda,” said Alexander, referring to the current Senate majority leader, a Democrat. “We’ll get rid of ‘Obamacare.’” [Read more…]

Acting Administrator Bruce Held returns to associate deputy secretary position

The U.S. Senate on Tuesday confirmed a retired U.S. Air Force general as the administrator of the National Nuclear Security Administration, which oversees the nuclear weapons work at the Y-12 National Security Complex and other federal sites.

Retired Lt. Gen. Frank G. Klotz is also the Energy Department’s under secretary for nuclear security.

Acting NNSA Administrator Bruce Held will return to his position as associate deputy secretary, a press release said.

“Lt. Gen. Klotz’s confirmation comes at a critical point for the National Nuclear Security Administration,” Energy Secretary Ernest Moniz said. “His breadth of military and national security leadership experience makes him uniquely suited to lead the NNSA, fulfilling its commitments to the management and security of the nation’s nuclear weapons, nuclear nonproliferation, naval reactor programs, and nuclear and radiological emergency preparedness efforts. The $1 trillion federal spending bill passed by Congress last week provides money for a water treatment plant that would help reduce mercury contamination in Oak Ridge, and it includes less money for the Uranium Processing Facility than President Obama had requested, Sen. Lamar Alexander said Thursday.

The U.S. Senate approved the spending bill in a 72-26 vote after the House passed it 359-67. Alexander and Rep. Chuck Fleischmann voted for it, while Sen. Bob Corker voted against it. All are Tennessee Republicans, and Fleischmann’s district includes Oak Ridge.

Alexander said the spending bill provides $16 million less than Obama had requested in his budget for the UPF, a multi-billion-dollar building that would replace old buildings at the Y-12 National Security Complex as part of a years-long effort to update the 811-acre site, consolidate operations, and cut the plant’s high-security “footprint” from 150 acres to 15. Passed in House, Manhattan Project Park amendment falls short in Senate

The legislation to create a Manhattan Project National Park that would include Oak Ridge has fallen short in the U.S. Senate, but the representative from Washington state who wrote the House amendment vowed to press ahead next year.

The bill passed the U.S. House of Representatives in June as an amendment to the National Defense Authorization Act. But it was not included in the final text of the defense bill released late Tuesday night, said U.S. Rep. Doc Hastings, the Washington Republican who wrote the amendment.

Besides Oak Ridge, the park would include Hanford, Wash., and Los Alamos, N.M. The three cities played key roles in the Manhattan Project, a top-secret program to build the world’s first atomic weapons during World War II.

“I’m disappointed, but not deterred,” said Hastings, chair of the House Natural Resources Committee. “To all the advocates for this park: You’ve given great energy, enthusiasm, and expertise to this effort to date, and I know that will continue until our goal is accomplished, which I am confident it will ultimately be.” [Read more…]

A bill to create a Manhattan Project National Park that would include Oak Ridge has already passed the U.S. House of Representatives, but now it’s tied up in the Senate.

Still, the nonprofit Atomic Heritage Foundation in Washington, D.C., remains hopeful that the legislation will pass.

The Manhattan Project National Historical Park Act was included as an amendment to the National Defense Authorization Act, which the House passed in June.

The Senate is now negotiating the procedure for considering 507 amendments that have been offered to that legislation, the Atomic Heritage Foundation said in a Tuesday e-mail. [Read more…]

U.S. Sen. Bob Corker, R-Tenn., will be in East Tennessee on Tuesday, and he will make stops in Knoxville and Oak Ridge.

Corker is scheduled to be at the Oak Ridge Chamber of Commerce on Tuesday afternoon. His brief visit to the Chamber will be with Millennium Partners only.

“At events in Knox and Anderson counties, Corker will discuss his work to solve the big problems facing our country,” a press release said. “In Knoxville, Corker will address family business owners and entrepreneurs at an event hosted by The Legacy Centre, an organization working to grow companies through educational programs, peer advisory groups and professional resources. Sen. Lamar Alexander spoke on the floor of the U.S. Senate on Wednesday in honor of nuclear weapons program workers. Among those he honored were Bill Wilcox and the Calutron Girls.

Wilcox was a Manhattan Project veteran, former technical director at the K-25 site and Y-12 National Security Complex, and Oak Ridge city historian.

Wednesday was the fifth annual National Day of Remembrance for nuclear weapons program workers. It had been recognized under a resolution that Alexander cosponsored earlier this year.

With thousands of Oak Ridge jobs at stake, union leader, nonprofit urge Congress to reopen government

About 3,600 workers at the Y-12 National Security Complex could be furloughed starting Monday if Congress doesn’t reach a budget deal, and Steve Jones, center, president of the Atomic Trades and Labor Council, urges legislators to reopen the government during a Tuesday press conference at the ATLC union hall.

With the clock ticking on negotiations and thousands of Oak Ridge jobs at stake, a union leader and nonprofit volunteers on Tuesday urged Congress to reopen the federal government, now shut down for more than two weeks.

If Congress can’t settle its budget disputes by Monday, roughly 3,600 workers at the Y-12 National Security Complex could be furloughed, said Steve Jones, president of the Atomic Trades and Labor Council. Thursday would be their last day at work.

The high-stakes negotiations between Democrats and Republicans continued Tuesday, with the U.S. Senate moving toward a deal, just two days ahead of a possible default on the nation’s debt. But it remained unclear whether the House of Representatives, particularly its conservative Republican members, would support the deal by the Senate, which is controlled by Democrats.

Jones said Y-12 will go into a “safe and secure” shutdown mode starting Thursday if Congress hasn’t passed a budget for the fiscal year that started Oct. 1. [Read more…]
