City receives grant for water plant landslide

The City of Oak Ridge has received a $17,389 grant to cover some costs associated with a landslide at the access road to the water treatment plant above the Y-12 National Security Complex in 2019.

The estimated costs of the repairs are $384,444, Oak Ridge Public Works Director Patrick Berge said in a memo to City Manager Mark Watson.

The city began talking to the Federal Emergency Management Agency immediately after the landslide, and the discussions included potential future reimbursements, Berge said. The $17,389 partial reimbursement is through the Tennessee Emergency Management Agency.

The Oak Ridge Fire Department has a new truck designed to fight brush fires.

The new vehicle, Brush 1, was purchased by the city, and the equipment was purchased with a grant received from Tennessee Emergency Management Agency, which is funded by the U.S. Department of Energy, for off-site emergency planning and response in the amount of $16,000.

It has a 300-gallon per minute Hale pump with a 300-gallon capacity water tank and a five-gallon foam storage tank, a press release said.

It can pump water through a bumper-mounted nozzle, which is operated via joystick inside the cab, while the vehicle is being driven so fire along the roadside can be contained and extinguished. This prevents having to deploy a hose line for a small area and helps to cover a larger area in less time, the press release said.

Governor announces free COVID-19 testing

Tennessee Governor Bill Lee on Wednesday announced that free COVID-19 testing will be available to any Tennessee resident, regardless of whether they have the traditional symptoms: fever, cough, and difficulty breathing.

It’s a significant expansion of what the state has been doing, including of the testing criteria and testing sites and dates, said Tennessee Department of Health Commissioner Dr. Lisa Piercey. She said access is being expanded to the uninsured.

“If you think you need a test, we will test you,” Piercey said during a Wednesday afternoon press conference about the COVID-19 pandemic. “Our clinical understanding of COVID-19 is changing rapidly, and we need every Tennessean who isn’t feeling well, even outside of the traditional COVID-19 symptoms of cough, fever, or difficulty breathing, to come out and get tested.”

Lee said those who might want to get tested include those who aren’t feeling well and those who have come into contact with someone who has had COVID-19.

“We need every Tennesseean who isn’t feeling well to understand that they have access to testing,” Lee said. “When in doubt, get a test.”

COVID-19 is a contagious respiratory illness that can be deadly.

CSX said it held train traffic out of the area during a brush and grass fire near the railroad tracks in east Oak Ridge on Friday afternoon.

The large fire was reported at about 3:30 p.m. Friday along the railroad tracks south of Elza Drive, just east of Elza Gate Park. The fire burned grass on the side of a steep embankment supporting the railroad tracks that cross over Elza Drive. It also appeared to spread to nearby brush and grass near an unused rail line that splits off near the Clinch River to enter east Oak Ridge at Melton Lake Drive. The fire sent up a large plume of black and gray smoke that was visible for miles.

“Flames were moving quickly, fueled by strong winds and excess brush in the area,” the Oak Ridge Fire Department said.

CSX and the City of Oak Ridge said the cause of Friday’s fire remains under investigation. The Oak Ridge Fire Department said it believes the fire was unintentional. [Read more…]

The large grass fire was reported on the steep embankment along the railroad tracks east of Elza Gate Park at about 3:30 p.m. Friday. The fire sent up a large plume of black and gray smoke that was visible for miles.

“Flames were moving quickly, fueled by strong winds and excess brush in the area,” the Oak Ridge Fire Department said.

Crews started attacking the fire from several locations, the ORFD said. When flames spread to the railroad bridge over Elza Drive, firefighters were able to save it by walking out onto the bridge and extinguishing the flames. [Read more…]

Safety Fest TN opens with Community Safety Forum on Tuesday

On September 12, Safety Fest TN will hold a Community Safety Forum, an annual event that officially kicks off Safety Fest TN and its Safety Expo.

Safety Fest TN offers free safety classes to residents and companies September 11-15.

This year’s Community Safety Forum will be held in the Wamp Auditorium at 9 a.m. Tuesday, September 12, at the New Hope Center at Y-12 National Security Complex. More than 900 people have registered for the event.

Headlining the Community Safety Forum are Burns Phillips, commissioner of the Tennessee Department of Labor and Workforce; Steve Hawkins, administrator of the Tennessee Occupational Safety and Health Administration; David Purkey, commissioner of the Tennessee Department of Safety and Homeland Security; and Patrick Sheehan, the director of the Tennessee Emergency Management Agency.

“We wanted to offer our audience a statewide perspective on workplace safety and emergency preparedness, and who best to deliver that message than the commissioners and their administrators?” said Tom Wantland, a Safety Fest TN organizer. [Read more…]

Local fire departments send crews to help fight Gatlinburg wildfires

Fire departments in Oak Ridge, Clinton, Oliver Springs, and Marlow sent crews to help fight the fast-moving wildfires that started burning in the Gatlinburg area on Monday.

The Oak Ridge Fire Department was helping crews in the area around Gatlinburg, a mountain town near Great Smoky Mountains National Park, on Monday night, the City of Oak Ridge said.

Oak Ridge Police Department officers were also on standby, the city said.

Tuesday morning, firefighter Jordan Alcorn said it was a long night, but the Engine 2 crew was on Interstate 40 West headed home.

“Thank you all for the prayers and kind words, that fight is not over, so keep our relief in your prayers!” Alcorn said.

Later Tuesday morning, the city said Oak Ridge Fire Department crews were continuing to help battle the Great Smoky Mountains wildfire.

“There is massive damage and reports of people injured or missing,” the city said. “Please continue to keep everyone affected by this in your thoughts and prayers today.”

Also Tuesday morning, Clinton Fire Chief Archie Brummitt said the Clinton Fire Department was in Gatlinburg in Sevier County. One CFD engine and five firemen responded Monday night around midnight, Brummitt said. [Read more…]

New rope rescue system helps save two people in one week

In less than one week, firefighters have used new rope rescue equipment to save two lives in Oak Ridge.

The equipment was recently purchased for each Oak Ridge Fire Department engine, and crews just started training last month. The quick deployment 3-to-1 rope haul system is designed to move injured people up steep slopes or through confined spaces where it is difficult to lift or carry a person. In the last seven days, the department has used the new equipment twice.

On September 5, firefighters were dispatched to an unconscious person in an attic of a house. On arrival, the fire crew found a man lying in the 120 degree attic, disoriented and unable to move. The crew rigged the rapid deployment rope system and, in a matter of minutes, was able to move him through the roof trusses and down the attic access opening to the waiting ambulance crew. Tennessee officials declared a state of emergency on Thursday due to the weather forecasts of a major winter weather system expected to move into West Tennessee late Thursday evening and overnight, and gradually cross the entire state through Saturday.

State officials called it a Level III State of Emergency. The Tennessee Emergency Management Agency made the recommendation for a State of Emergency to Tennessee Governor Bill Haslam on Thursday afternoon. State officials activated the Tennessee Emergency Management Plan.

A Level 3-Declaration of State Emergency describes an event or period when a serious emergency has occurred or the situation is deteriorating rapidly, and public warnings are being issued. There are five levels in the declaration of state emergencies. They range from normal operations to catastrophic disasters.

On Friday morning, Tennessee officials announced that state offices will be closed Friday due to severe weather.

Oak Ridge conducts city-wide disaster training today

The City of Oak Ridge will be conducting a city-wide exercise of the Emergency Management System and Emergency Operations Center today. The full-participation exercise will begin at 11:15 this morning (Thursday, November 5) at Oak Ridge Fire Department headquarters located in the Municipal Building at 200 South Tulane Avenue in Oak Ridge.

The drill was planned and is administered by 10 instructors from across the United States and former Federal Emergency Management Agency emergency managers and trainers. The lead instructor is Phil McLaughlin, owner of the McLaughlin Training Group, a press release said. Chief McLaughlin is the retired deputy commissioner of the Philadelphia Fire Department.

All city departments are represented in today’s drill, along with representatives from Tennessee Emergency Management Agency, Anderson County Health Department, American Red Cross, Civil Air Patrol, Oak Ridge Schools, Methodist Medical Center, the U.S. Department of Energy, and the city manager’s office. ACSD enhances security after Chattanooga shooting

The Anderson County Sheriff’s Department sent deputies to provide security at the National Guard Armory in Clinton and to the area around the Tennessee Valley Authority facilities at Norris Dam and Bull Run Fossil Plant in Claxton after officials learned of the fatal shootings at military centers in Chattanooga on Thursday.

Additional deputies were also sent to the Anderson County Courthouse in Clinton and to county government buildings, Anderson County Sheriff’s Department Chief Deputy Mark Lucas said.

He said the Tennessee Highway Patrol notified the ACSD on Thursday morning, July 16, about the unfolding events in Chattanooga.

“We informed all of our local police departments of this information,” Lucas said. “Our dispatch was also in contact with the Tennessee Emergency Management Agency State Emergency Operations Center in Nashville.” [Read more…]

ETTP emergency exercise to be held Tuesday, June 16

An emergency exercise will be conducted at the East Tennessee Technology Park in west Oak Ridge beginning at 7:30 a.m. on Tuesday, June 16.

The emergency exercise is being conducted by URS-CH2M Oak Ridge, LLC, or UCOR.

The exercise, which should conclude no later than 1 p.m., is being conducted in coordination with the U.S. Department of Energy and Tennessee Emergency Management Agency, a press release said. It will involve participants from multiple state agencies; the city of Oak Ridge; and Anderson, Knox, Loudon, and Roane counties. [Read more…]
