NRC accepting comments on environmental review for nuclear fuel facility

The U.S. Nuclear Regulatory Commission will have a public meeting in Oak Ridge next week to accept public comments about the environmental review for a proposed nuclear fuel facility at Horizon Center.

It would be the first manufacturing facility of its type in the United States. It has been proposed by TRISO-X, which wants to manufacture coated particle uranium fuel for new types of nuclear reactors—advanced and small modular reactors. The fuel could power reactors for electrical and chemical use, the U.S. Department of Defense, and the National Aeronautics and Space Administration (NASA).

City to present design for converting railroad to trail

The City of Oak Ridge continues to work on a Rails to Trails project that has been planned for years and will convert 4.6 miles of unused railroad into a greenway for walkers, runners, and bicyclists.

The city will have a drop-in public meeting about the project from 4 to 6 p.m. Wednesday, November 10, in the Oak Ridge Civic Center Gym. The trail design and next steps will be presented, and the city will seek input from residents. Masks are encouraged at the meeting, the city said.

The greenway along the former CSX railroad will extend from east Oak Ridge past Jefferson Middle School to Y-12 National Security Complex. It will start at Elza Gate at the Oak Ridge Turnpike; run along Belgrade Road, Warehouse Road, Fairbanks Road, and Lafayette Drive; and cross South Illinois Avenue to the Y-12 National Security Complex entrance on Scarboro Road.

“The greenway system brings parkland nearer to all Oak Ridge citizens,” Recreation and Parks Director Jon Hetrick said. “It provides opportunity for motor-less commuting, enjoyable physical exercise, learning experiences about wildlife, and connections to parks, schools, and shopping areas.”

The City of Oak Ridge will hold two public meetings in the coming weeks to gather community input for activities associated with the Community Development Block Grant program for the 2016 program year.

The funding must meet a U.S. Department of Housing and Urban Development (HUD) national objective and benefit low/moderate income individuals.

The first meeting will be held at St. Mary’s Catholic Church (323 Vermont Avenue) in their Columbus Hall (next to the gym), on Thursday, December 10, from noon to 1:30 p.m. [Read more…]

Oak Ridge has second Clark Center Park meeting on Monday

The City of Oak Ridge is hosting a second public meeting to discuss the possible transfer of Clark Center Park from the U.S. Department of Energy to the City of Oak Ridge. The meeting will be held on Monday, October 27, at 7 p.m. in the Municipal Building Courtroom, located at 200 South Tulane Avenue.

At the meeting, City Manager Mark Watson and staff will provide an overview of the Federal Lands to Parks Program as it relates to Clark Center Park and the federal acquisition process. The Department of Energy is undertaking an evaluation of their property on the Oak Ridge Reservation—where Clark Center Park is located—to identify parcels that may be excess to the agency’s mission.

“The Oak Ridge community has had Clark Center Park become an important asset of our city over the years,” said City Manager Mark Watson. “Our meeting is meant to explore the pros and cons of absorbing the park as part of our Oak Ridge park system. The Oak Ridge City Council will have a public meeting at 7 p.m. Monday, August 25, to collect community input regarding the possible transfer of Clark Center Park from the U.S. Department of Energy to the city. The meeting will be held in the Municipal Building Courtroom, and it will be in lieu of the regularly scheduled monthly work session.

The DOE’s Oak Ridge Office is in the process of reviewing the agency’s land holdings across the Oak Ridge Reservation. The reservation is located within the city limits of Oak Ridge, and it includes Clark Center Park.

Clark Center Park (formerly known as Carbide Park) is an 80-acre parcel under consideration by DOE for possible transfer from federal ownership. The park area includes a swimming area along Melton Hill Lake, and incorporates two picnic areas, a playground, restrooms, a boat ramp, two ball fields, and also provides access to the Gallaher Bend Greenway. DOE spends about $300,000 per year to maintain the park.

In an August 4 letter to the city, DOE Oak Ridge Office Manager Larry Kelly said, “Given the park’s benefit to the citizens of Oak Ridge, the option we currently favor would be to transfer ownership to the city at no cost, provided that the property remains a recreational park asset for the public.” [Read more…]

Tennessee Gov. Bill Haslam visited Oak Ridge about one year ago to announce that a state grant valued at roughly $800,000 had been awarded to the city to help revitalize Jackson Square, focusing on parking, lighting, landscaping, and benches.

Next month, Oak Ridge officials will have an open house to present three conceptual drawings for the project, which is in the city’s original town center. The public meeting starts at 6:30 p.m. Wednesday, Aug. 7, at the Oak Ridge Chamber of Commerce.

The Tennessee Department of Transportation Enhancement Grant awarded last year is to be used for the project’s first phase, which includes renovating the Jackson Square parking lot by adding handicapped parking and access, pedestrian lighting and circulation, landscaping and event enhancements, and bicycle racks and benches, a city press release said.
