Public safety meeting on Nov. 10 to discuss pedestrian safety improvements on Turnpike

There will be a public meeting in November to discuss pedestrian safety improvements on Oak Ridge Turnpike.

The meeting is scheduled for 4 p.m. Thursday, November 10, at the Central Services Complex at 100 Woodbury Lane (behind the Hobby Lobby/Kmart shopping center). The meeting will include a project overview and public input session, a City of Oak Ridge press release said.

The pedestrian safety improvements are being designed for Oak Ridge Turnpike (State Route 95) at Tulane Avenue and East Division/Tennyson roads.

“These upgrades are necessary to improve accessibility and provide a safe transportation link for people in the area,” the press release said.

TSAB member solicits community input

Gene Dunaway, a member of the Oak Ridge Traffic Safety Advisory Board, will solicit public comments on pedestrian safety issues in two meetings next week, a press release said.

The first meeting is from 7 to 8:30 p.m. Tuesday, July 8, at the Oak Ridge Senior Center at 728 Emory Valley Road, and the second is  from 9 to 10:30 a.m. Saturday, July 12, also at the Senior Center, the press release said.

Dunaway is interested in hearing public comments about pedestrian safety at the intersection of Oak Ridge Turnpike and an entrance to the Oak Ridge High School, the press release said.

“All responses will be shared with other board members at its July meeting,” the release said. “In August Mr. Dunaway will be conducting community meetings dealing with general traffic issues, including the re-installation of red light and speed cameras.”

Traffic Camera at Oak Ridge Turnpike

The traffic camera for the westbound lanes of Oak Ridge Turnpike in front of Oak Ridge High School. More than half of the speeding violations issued in 2013 were at the camera systems near the high school.

The four traffic camera systems in Oak Ridge have generated more than $6 million in ticket revenues during a roughly five-year period. The city has kept $2.6 million of that, while the camera vendor has collected the other $3.6 million.

The amount of money generated each year has fallen from about $2 million in fiscal year 2010 to roughly $1 million today. That could be at least in part because drivers have grown more accustomed to the cameras.

The automated devices issue $50 citations to drivers who speed or run red lights, and the proceeds are split between the city and camera vendor Redflex Traffic Systems Inc. of Scottsdale, Ariz. So far, the city has collected about 42 percent of the total revenues while Redflex has kept 58 percent.

The city revenues were originally put into a general fund, but starting in Fiscal Year 2011, they were deposited into a special fund that has been used to pay for pedestrian safety projects. That fund now has a cash balance of $778,305. [Read more…]

Jackson Square Pedestrian Improvements

A pedestrian safety improvement project at Jackson Square is almost complete, but on Monday, the City Council balked at a second project to improve intersections on the nearby Oak Ridge Turnpike.

They had already authorized the spending, but on Monday, the Oak Ridge City Council balked at awarding a $365,000 construction contract that would use red light camera money for pedestrian safety projects.

The contract would have been awarded to Ronald Franks Construction Co. LLC of Savannah, Tenn. The project would have made traffic safety and pedestrian crosswalk improvements at eight Oak Ridge Turnpike intersections and three residential intersections.

The Oak Ridge Bicycle and Pedestrian Plan had said the intersections needed improvements, and the Council authorized the spending during a special meeting in August. [Read more…]

Jackson Square Pedestrian Improvements

Workers repave Broadway at Jackson Square on Oct. 25 as part of a pedestrian safety improvement project paid for with red light camera money.

The city-owned parking lot on the north side of Jackson Square now has two handicapped-accessible areas, and the pedestrian safety improvements under way there could be finished in another week, an official said Tuesday.

The project, which includes road and sidewalk work, is being done under a contract approved by Oak Ridge City Council in August.

It’s part of more than $500,000 worth of projects that use red light camera money. The other projects are designed to make eight Oak Ridge Turnpike intersections safer for pedestrians. Those improvements, which will provide a pedestrian walkway and crosswalk system near Oak Ridge Turnpike businesses, are estimated at $370,000. [Read more…]

The Oak Ridge City Council will consider pedestrian safety projects valued at more than $500,000 and a $175,000 contract with the Oak Ridge Chamber of Commerce during a special meeting at 8 p.m. today (Monday).

That meeting will follow a non-voting work session that starts at 7 p.m. During the work session, Council will discuss a proposal to a build a storm water holding tank along Emory Valley Road on land that could be donated by Anderson County, hear a presentation on the purchasing and financing of three replacement fire engines, and discuss a utility rate review by Chris Mitchell of Management Consultants LLC. Council OKs parking changes, defers water rate increases

The Oak Ridge City Council on Monday approved parking ordinance changes that prohibit parking on curbs and sidewalks, among other things, and members also postponed a vote on potentially significant increases in water and sewer rates.

The Council also voted 6-0 to approve $217,000 worth of projects—including additional sidewalks alongside busy roads—that are designed to make Oak Ridge safer for pedestrians and bicyclists. The seven projects will be funded with money collected from citations issued by four local red-light and traffic camera systems.

Council postponed a decision on the water and sewer rate increases until a special meeting tentatively scheduled for April 16. The total monthly water and sewer rate increases could range from 28 percent to 35 percent, depending upon a variety of factors, including the number of total gallons used.

There would be a minimum monthly increase of $7 for the first 2,000 gallons of water and sewer, but the increases could be much larger for bigger customers.

The first phase of the rate increases would go into effect May 1, and the rates would rise again in 2013.
