Luther Brannon Oak Ridge Turnpike House Fire

The historic Luther Brannon House was damaged, but no injuries were reported in this house fire on Oak Ridge Turnpike early Monday morning. Gen. Leslie R. Groves, commander of the top-secret Manhattan Project during World War II, once lived here, and he had his headquarters in this single-story bungalow, which was built in 1941 and soon acquired by the federal government.

A historic house that once served as a home and headquarters for Gen. Leslie R. Groves during the top-secret Manhattan Project in World War II was heavily damaged in a fire early Monday morning.

No injuries were reported in the house fire, which was reported at 1:36 a.m. Monday.

The one-story stone bungalow at 151 Oak Ridge Turnpike is known as the Luther Brannon House, and it’s just west of Melton Lake Drive and next to the U.S. Department of Energy’s Office of Scientific and Technical Information. It’s listed on the National Register of Historic Places, and it was the first home in Oak Ridge to be privately owned.

Oak Ridge Fire Department Chief Darryl Kerley said it appears that the Monday morning fire started in the kitchen. Owner Danny Brannon and his daughter were returning from a movie when they found the home on fire. They opened the front door and found the home filled with hot, black smoke, an ORFD press release said. Brannon opened the basement door to find that area clear, but he found fire coming from the kitchen window in the back of the house. The family called 911.

“We have not been able to determine what the cause is,” Kerley said. The Fire Department is waiting for an insurance company, which is sending an investigator and claims adjuster, before continuing its investigation. [Read more…]

TSAB member solicits community input

Gene Dunaway, a member of the Oak Ridge Traffic Safety Advisory Board, will solicit public comments on pedestrian safety issues in two meetings next week, a press release said.

The first meeting is from 7 to 8:30 p.m. Tuesday, July 8, at the Oak Ridge Senior Center at 728 Emory Valley Road, and the second is  from 9 to 10:30 a.m. Saturday, July 12, also at the Senior Center, the press release said.

Dunaway is interested in hearing public comments about pedestrian safety at the intersection of Oak Ridge Turnpike and an entrance to the Oak Ridge High School, the press release said.

“All responses will be shared with other board members at its July meeting,” the release said. “In August Mr. Dunaway will be conducting community meetings dealing with general traffic issues, including the re-installation of red light and speed cameras.”

The Kroger Marketplace that opened in Oak Ridge on Sunday is the company’s largest store in the Knoxville and Nashville area, executives said. It’s the third Kroger Marketplace in the Knoxville area.

The 124,000-square-foot store is at the corner of Oak Ridge Turnpike and Illinois Avenue. It’s the company’s fifth store in Oak Ridge, and it’s in a new shopping center named the Westcott Center in honor of Ed Westcott, the official U.S. government photographer here during the top-secret Manhattan Project in World War II.

Kroger said the new store created 270 jobs and will employ a total of 375 workers, including those moving from the previous store on South Illinois Avenue.

The new grocery store features larger bakery, dairy, deli, meat, and seafood sections, as well as a produce section that includes organic and local produce. There are 22 check-out registers and more than 46 aisles. [Read more…]

More red-light, speeding violations since cameras disabled, Redflex says

Redflex Traffic Systems Inc. said an eastbound traffic camera at Oak Ridge Turnpike and New York Avenue/Lafayette Drive had the third-highest rise in detected speeding violations, a 243 percent increase in the number of drivers traveling at 46 mph or more, after the cameras were disabled April 21. The Arizona company that operated traffic cameras in Oak Ridge for five years said reckless driving has increased significantly, average speeds have risen, and there has been an increase in red-light running and speeding violations since the systems were disabled April 21.

The two biggest increases in speeding violations were in school zones on eastbound and westbound Robertsville Road near Willow Brook Elementary School, camera vendor Redflex Traffic Systems Inc. said in a report that could be discussed during a Traffic Safety Advisory Board meeting on Tuesday. The average number of school zone violations jumped from a little more than two per day in the 14 days before the cameras were disabled to 10 or 11 per day afterward.

A school zone violation occurs when a driver is detected traveling at 21 mph or more in a 15 mph school zone.

Meanwhile, detections of red-light violations, which can lead to the most serious accidents, increased from an average of 20 per day at four locations in the three weeks before the cameras were disabled to up to 28 per day in the fourth week afterward, Redflex said. [Read more…]

The Kroger Marketplace is expected to open June 29.

The new, larger Kroger store is under construction at Oak Ridge Turnpike and Illinois Avenue. Among other things, it will include a pharmacy, Little Clinic, Starbucks Coffee, Fred Meyer Jewelry, Sun Trust Bank, and fuel center.

The older, smaller Kroger store a few miles away on South Illinois Avenue will shut down after the Kroger Marketplace opens. The new 123,000-square-foot store is in a $33 million shopping center that is still under construction. The 25-acre site has been named the Westcott Center in honor of Ed Westcott, the official government photographer in Oak Ridge during the top-secret Manhattan Project in World War II. [Read more…]

Oak Ridge man charged with Friday night robbery at Subway

An Oak Ridge man has been charged with the Friday night robbery of a Subway restaurant.

Matthew Parker, 25, was initially arrested Monday afternoon for driving on a suspended license, and he was taken to the Oak Ridge Police Department for questioning. After being interviewed by ORPD Detective John Criswell, Parker was charged with the robbery of the Subway, a press release said.

The robbery at the Subway at 1968  Oak Ridge Turnpike on the west end of town occurred at about 8:14 p.m. Friday. A man entered the Subway and gave the clerk a note demanding money, the ORPD said. The clerk gave the man close to $300, and he left in a silver Mazda sedan with a temporary tag, the ORPD said. The vehicle was then involved in a minor collision at the intersection of Louisiana Avenue and Oak Ridge Turnpike, the press release said. The drivers of both vehicles got out, checked the damage, spoke briefly, and then left. The suspect vehicle was then seen traveling east on the Turnpike. [Read more…]

Council does not extend traffic camera contract

The Oak Ridge City Council did not extend the traffic camera contract with Redflex Traffic Systems Inc. of Phoenix, Ariz., on Monday, and the current five-year contract expires April 21.

After five years, some vigorous opposition, and a few contentious meetings, the traffic cameras in Oak Ridge will be removed. The Oak Ridge City Council did not extend the five-year contract with the camera vendor, Redflex Traffic Systems, on Monday.

The vote to extend the contract for two years with a few changes was 3-4.

Oak Ridge Mayor Tom Beehan, Mayor Pro Tem Jane Miller, and Council member Charlie Hensley voted in favor of the extension. Council members Trina Baughn, Anne Garcia Garland, Chuck Hope, and David Mosby voted “no.” The current contract expires April 21.

Among the proposed changes, if an extension had been granted, were mobile units, different camera locations, and a new revenue split between the city and Redflex.

Accident Rates During 2013

Using the total crashes listed in the report, and the number of detected vehicles through the pertinent camera locations from both directions, the accident rates during 2013 were:

  • Oak Ridge Turnpike at Civic Center: 2.58 accidents per million vehicles
  • North Illinois Avenue at Robertsville Road: 0.90 accidents per million vehicles
  • Oak Ridge Turnpike at Lafayette Drive/New York Avenue: 1.8 accidents per million vehicles
  • Robertsville Road at Iroquois Avenue/Willow Brook School: 0.00 accidents per million vehicles

Oak Ridge City Council could consider extending the controversial traffic camera contract on Monday, but not without some changes. Among the proposed changes are mobile units, different camera locations, and a new revenue split between the city and the camera vendor, Redflex Traffic Systems Inc., of Phoenix, Ariz.

On Thursday, Redflex said it is negotiating these and other issues with Oak Ridge officials.

“Redflex is very proud of our five-year public safety partnership with the City of Oak Ridge,” said Jody Ryan, Redflex communications director. “We are prepared to discuss various options to ensure the city’s traffic safety camera program is comprehensive and provides the highest public safety value.”

Council has been presented two options to consider during a special Monday night meeting. One would extend the five-year contract for two years with the changes. A second would end the program when the current agreement expires April 21. [Read more…]

The Oak Ridge City Council on Monday will consider extending or ending the traffic camera contract.

The Oak Ridge City Council on Monday will consider extending a controversial traffic camera contract for two years, or ending it.

The Council postponed a vote earlier this month. It will now be considered during a special 7 p.m. meeting on Monday.

The current five-year contract with Redflex Traffic Systems Inc. of Arizona expires April 21. If it’s not extended, the city staff has asked Council to consider installing a traffic signal in front of the Oak Ridge High School on Oak Ridge Turnpike.

The high school stoplight would have to be approved by the Tennessee Department of Transportation. It could cost $150,000 to $200,000 and take nine months to install. [Read more…]

The traffic camera for the westbound lanes of Oak Ridge Turnpike in front of Oak Ridge High School. More than half of the speeding violations issued in 2013 were at the camera systems near the high school.

The four traffic camera systems in Oak Ridge have generated more than $6 million in ticket revenues during a roughly five-year period. The city has kept $2.6 million of that, while the camera vendor has collected the other $3.6 million.

The amount of money generated each year has fallen from about $2 million in fiscal year 2010 to roughly $1 million today. That could be at least in part because drivers have grown more accustomed to the cameras.

The automated devices issue $50 citations to drivers who speed or run red lights, and the proceeds are split between the city and camera vendor Redflex Traffic Systems Inc. of Scottsdale, Ariz. So far, the city has collected about 42 percent of the total revenues while Redflex has kept 58 percent.

The city revenues were originally put into a general fund, but starting in Fiscal Year 2011, they were deposited into a special fund that has been used to pay for pedestrian safety projects. That fund now has a cash balance of $778,305. [Read more…]

Temporary road closures scheduled to begin Feb. 27

Three road closures will be required in Oak Ridge between Feb. 27 and March 12 to allow sanitary sewer collection lines to be repaired or replaced.

The work is being done by city contractor Hurst Construction LLC. The schedule could be altered by bad weather.

The closure scheduled for Thursday, Feb. 27, and Friday, Feb. 28, will be California Avenue between Delaware Avenue and West Arrowwood Road. The closure is scheduled from 7 a.m. to 7 p.m. [Read more…]
