Oak Ridge Council asked to extend, or terminate, red-light camera contract

The Oak Ridge City Council on Monday will consider terminating a five-year contract for traffic enforcement cameras—or extending it for two years.

For some people, traffic cameras in Oak Ridge have been an irritant since they were installed, a detriment to visitors and businesses, an undesirable surveillance tool, and an unwelcome outsourcing of a police function.

But for others, the four systems erected on busy roadways in April 2009 have helped slow down traffic, reduced car crashes, and provided extra revenues to the city, including for community safety projects.

On Monday night, the seven members of the Oak Ridge City Council will have to take a side. They have been presented two options: extend the contract with camera vendor Redflex Traffic Systems Inc. of Scottsdale, Ariz.—or terminate it.

If Council continues the program, the five-year contract with Redflex could be extended for two years, through April 21, 2016. If members end it, they have been asked to consider installing a traffic signal on Oak Ridge Turnpike at Oak Ridge High School. The stoplight could cost between $150,000 to $200,000, and it would have to be approved by the Tennessee Department of Transportation. [Read more…]

The largest crash reduction near red-light cameras occurred near the system at Oak Ridge Turnpike and New York Avenue/Lafayette Drive.

There has been an overall decrease in the number of car crashes near red-light camera systems installed at four locations in Oak Ridge five years ago, and vehicle speeds have dropped near two schools, officials said.

Council members had requested information about crash frequency and history as the controversial five-year red-light camera contract, approved in August 2008, comes up for renewal in April. The crash information, as well as data on vehicle speeds, is included in the agenda packet for a Monday night Oak Ridge City Council work session.

The information said the largest crash reduction occurred at Oak Ridge Turnpike and Lafayette Drive/New York Avenue. Accidents there fell from 86 to 58, or roughly 33 percent, and injuries fell from 25 to 13, about a 50 percent reduction.

The totals compared the number of crashes from one four-year period starting March 2005 and ending March 2009, and a second period starting April 2009 and ending in November 2013, or a little more than four years. [Read more…]

ORCVB, Welcome Center closed until noon Wednesday for nearby construction work

The Oak Ridge Convention and Visitors Bureau and Welcome Center will be closed until noon Wednesday because of a water outage scheduled by the city and because the parking lot will be blocked for utility work for the nearby Kroger Marketplace shopping center.

Oak Ridge officials have announced that a short stretch of Robertsville Road between Oak Ridge Turnpike and Raleigh Road will be closed from Wednesday to Friday for the underground utility work. The entrance to ORCVB is in that road section.

The street closure is subject to weather that could cause a delay in the work, a city press release said.

A short stretch of Robertsville Road will be closed from Wednesday to Friday this week for underground utility work for the new Kroger Marketplace shopping center.

The work will be done on Robertsville Road between Oak Ridge Turnpike and Raleigh Road. The street closure is subject to weather that could cause a delay in the work, a city press release said.

“No through traffic will be permitted on this portion of Robertsville Road during the closure,” the release said. “Local traffic will be permitted to access the Unitarian Church, and the Oak Ridge Convention and Visitors Bureau, and Heritage and Preservation Association from the Robertsville Road/Raleigh Road intersection. Motorists should use caution while traveling near the closure area.”

Suspects used stolen pickup truck, Bobcat in attempted theft of ATM safe

Authorities said unknown suspects used this stolen Bobcat in a Christmas morning plot to steal a safe from a standalone ATM in east Oak Ridge. The attempted heist appears to have gone awry after the Bobcat tipped over on its side in a small culvert next to Bogola Road.

A stolen pickup truck and Bobcat were used in the unsuccessful Christmas morning plot to steal the safe from a standalone ATM in east Oak Ridge, authorities said.

The Oak Ridge Police Department said the unknown suspects used the truck, stolen from the nearby Waste Connections convenience center, to try to knock the automated teller machine off the concrete pad. When that didn’t work, they allegedly used the Bobcat, which was also stolen from Waste Connections.

The Bobcat demolished the ATM and hauled the ATM several hundred feet away before flipping over in a small culvert next to Bogola Road, which is the Oak Ridge Turnpike entrance to the convenience center. [Read more…]

A Bobcat that appears to have been involved in a Christmas morning plot to steal money from an ATM in east Oak Ridge is tipped over on its side in a small ditch next to the safe, which had apparently not been opened.

A brazen attempt to steal money from an ATM in east Oak Ridge appears to have gone awry early Christmas morning and ended with a Bobcat tipped over on its side next to a safe that had apparently not been opened.

Many of the details are preliminary, and the Oak Ridge Police Department was investigating Wednesday morning.

The attempted theft caused extensive damage to a Y-12 Federal Credit Union automated teller machine at a small shopping center that includes the KARM Thrift Store and Tractor Supply Co. Crumpled ATM debris was scattered in a grassy field behind the drive-through credit union machine, and brown tracks led a few hundred feet away to the tipped-over Bobcat and the square safe, which appeared to have a chain wrapped around it. Florida runner finishes first in Secret City Half Marathon

Secret City Half Marathon Start

Five hundred thirty-six runners start in the Secret City Half Marathon on Briarcliff Avenue on Sunday morning.

A Florida man finished first in the Secret City Half Marathon on Sunday morning, crossing the finish line almost eight minutes ahead of the second-place runner.

Jason McLeod, 21, of Orlando, Fla., finished the 13.1-mile course in 1:11:53. It was his first half marathon.

McLeod has never competed in a full marathon either, but he did run cross country for four years at Bryan College in Dayton, Tenn.

Gina Rouse, 34, of Knoxville finished second with a time of 1:19:50. She was also the top female runner among the 536 athletes who started Sunday. She has competed in marathons, including the Nashville Marathon in 2006 and Atlanta Marathon in 2011. [Read more…]

Blasting at the Kroger Marketplace construction site is scheduled to continue at 2 p.m. Monday.

Police officers will stop traffic on Illinois Avenue and Oak Ridge Turnpike for the duration of the blast, which will be about three to five minutes, a press release said.

During the blasting, Illinois Avenue traffic will be blocked from Robertsville Road to Oak Ridge Turnpike, and Oak Ridge Turnpike traffic will be blocked from the Illinois-Turnpike intersection east to Robertsville Road. [Read more…]

Some road, lane closures during Secret City Half Marathon Nov. 30-Dec. 1

Some traffic lanes and roads will be closed, and several main roads and intersections will be affected by the Secret City Half Marathon road races next weekend, Nov. 30-Dec. 1, officials said Thursday.

About 800 runners are expected to race on the streets and greenways of Oak Ridge during these family-friendly athletic events, the City of Oak Ridge and Oak Ridge Convention and Visitors Bureau said in a press release Thursday.

“Motorists should be aware of runners and walkers in the race areas and try to avoid these roads and find alternate routes if possible,” the release said.

The first-ever Secret City 5k and 10k races will be held Saturday, Nov. 30, at 7:30 a.m. The Oak Ridge Police Department will shut down portions of the race course during the affected time periods. Secret City Pies, a new business in west Oak Ridge, has a ribbon-cutting ceremony on Tuesday morning.

The ribbon-cutting is from 9:30 to 10:30 a.m. Tuesday at 1990 C Oak Ridge Turnpike. It’s been organized by the Oak Ridge Chamber of Commerce.

About 620 customers lose power during Sunday outage

About 620 customers lost power during a Sunday afternoon outage, Oak Ridge Electric Director Jack Suggs said Monday.

The outage started around 3 p.m. and lasted until 4:45 p.m. It affected the center of the city north of Oak Ridge Turnpike.

Suggs said workers did not find the exact cause, but they suspect it was a tree limb that fell onto an electrical line and then blew off or fell through before workers arrived.

The outage affected the Oak Ridge Public Library, Oak Ridge High School, and Grove Center. [Read more…]
