TDOT: Edgemoor Road project in Anderson County in earliest development stages

The Edgemoor Road project in Anderson County that is listed in a state three-year transportation program is in the earliest development stages, and officials don’t have details yet, including about road widening or traffic signals.

The three-year transportation plan includes a reference to 6.2 miles of SR 170 (Edgemoor Road) between SR 9/US 25W (Clinton Highway) and SR 62 (South Illinois Avenue).

“The first step, which is under way now, is the completion of what’s known as a planning document,” said B.J. Doughty, director of community relations and communications for the Tennessee Department of Transportation. “Until we get further into the engineering process, we won’t have details about the features of the project—widening, traffic signals, etc.”

Tennessee Governor Bill Haslam and Tennessee Department of Transportation Commissioner John Schroer released TDOT’s annual three-year transportation program in May. Replacing the Lewallen Bridge—known as “the green bridge” to locals—on US 25W in Clinton could cost $18.8 million, state officials said Thursday.

The bridge, officially known as the Hon. William Everette Lewallen Memorial Bridge, crosses over the Clinch River, and it connects downtown Clinton to South Clinton.

The Tennessee Department of Transportation said preliminary plans are under development to replace the major bridge, which connects the main route from Clinton to Knoxville. South of Clinton, the road is known as Clinton Highway.

Tennessee Governor Bill Haslam and Tennessee Department of Transportation Commissioner John Schroer gave an update on that and other projects when they sat down with local and state officials in Knoxville on Thursday to discuss the region’s transportation and infrastructure needs, a press release said. State announces $347K grant to improve sidewalks in Norris

NORRIS—Tennessee officials announced Friday that they have awarded a $347,760 transportation alternative grant to the city of Norris for a project known as East Norris Sidewalk Improvements.

The grant was announced by Tennessee Governor Bill Haslam and Tennessee Department of Transportation Commissioner John Schroer during a Friday visit to East Tennessee that also includes stops in Rockwood and Knoxville.

The Norris project includes a six-foot-wide concrete trail starting at the intersection of East Norris Road and Dairy Pond Road extending approximately 2,000 feet to Andersonville Highway, a press release said. At the end of the trail, two crosswalks will be constructed to provide pedestrians with safe access to Sycamore Place and a nearby shopping center. The project will join existing sidewalks along East Norris Road, providing the final connection to area schools, recreational facilities, the local business district, and shopping. [Read more…]

TDOT: Ready to tackle winter weather

NASHVILLE—The Tennessee Department of Transportation said it is stocked and ready to clear roadways of ice and snow this season. Over the last several weeks, salt supplies have been replenished in all 95 counties, and crews have readied snow plows and brine trucks for the winter season.

“Tennessee often sees the bulk of its winter weather in January and February,” TDOT Commissioner John Schroer said. “Our salt bins are fully stocked, and we have more than a thousand employees ready to mobilize in the event of inclement weather.”

There are 215 salt trucks and 215 snow plows and 69,758 tons of salt in Region 1, which includes 24 counties in East Tennessee, TDOT said. Region 1 has 9,182 lane miles on interstates and state routes and a $7.9 million ice and snow budget, as well as 373,000 gallons of salt brine. [Read more…]

Grant for signal optimization

The City of Oak Ridge has been awarded a Tennessee Department of Transportation grant for $237,500 for a signal timing optimization project, and TDOT Commissioner John Schroer recently presented the award to Mayor Pro Tem Jane Miller in Nashville.

The signal timing optimization grant is funded by the Congestion Mitigation and Air Quality Improvement Program, or CMAQ, which supports transportation projects that reduce air emissions from on-road sources and non-road sources, as well as projects that reduce traffic congestion, a press release said.

“The city is pleased to receive this grant which will significantly enhance air quality and reduce congested roadways,” Oak Ridge City Engineer Steve Byrd said in the press release.

The signal timing optimization project will target 26 traffic signals on Illinois Avenue, Oak Ridge Turnpike, and Lafayette Drive. The program will synchronize these lights in order to improve traffic flow, reduce congestion and vehicle idling, and decrease commuter travel time. [Read more…]

Oak Ridge receives $237,000 air quality grant for traffic signal timing

Oak Ridge has received a $237,500 air quality grant that will be used to coordinate the operations of traffic signals at 26 intersections on three main roads: Illinois Avenue, Oak Ridge Turnpike, and Lafayette Drive.

The grant will improve the management of current and future traffic flow and reduce congestion and vehicle idling, according to a project summary posted by the Tennessee Department of Transportation.

It was one of 31 grants totaling more than $27 million announced in 11 communities across Tennessee on Friday. The Congestion Mitigation and Air Quality Improvement, or CMAQ, grants were announced by TDOT Commissioner John Schroer.

The grants are meant to reduce congestion and improve air quality. Funded projects include expansions of the TDOT HELP truck program statewide, improvements in traffic signal timing, cleaner transit buses and alternative fuel vehicles purchases, and protected bicycle lanes in Chattanooga. The grants also include a multimodal river port in Clarksville, and expanded transit service in several areas. Another project will include the addition of a bicycle-pedestrian trail on the Harahan Bridge in downtown Memphis. [Read more…]

Local and state officials and business leaders celebrate the new interchange at Centrifuge Way and South Illinois Avenue with a Thursday afternoon ribbon-cutting.

The new interchange at Centrifuge Way and South Illinois Avenue opens land for development on top of Pine Ridge and help a uranium enrichment company reuse an industrial building in south Oak Ridge, officials said Thursday.

The $1.6 million state project to improve the interchange at the former Boeing Road was under way in December 2012 and completed in the summer of 2013.

“Because of this interchange, there will be more land available,” Oak Ridge Mayor Tom Beehan said during a Thursday afternoon ribbon-cutting ceremony. [Read more…]

Tennessee Department of Transportation Commissioner John Schroer will be in Oak Ridge on Thursday for the dedication of a new interchange at Centrifuge Way and South Illinois Avenue, or State Route 62.

Centrifuge Way is the former Boeing Road in south Oak Ridge.

The dedication is at 4:15 p.m.

In December 2012, Oak Ridge Today reported that construction work on the $1.2 million state project had started and was expected to be complete by June 2013. The work included building three detention ponds to be used as sediment basins during construction, reconfiguring the interchange, and extending Centrifuge Way. Local agencies receive more than $350K in highway safety funds

Tennessee officials last week announced $21.1 million in grants to Tennessee agencies to support highway traffic safety efforts, with more than $350,000 designated for local law enforcement agencies.

The grants include about $180,000 to the Anderson County District Attorney General’s Office for driving-under-the-influence abatement and prosecution, and roughly $40,000 to the Anderson County Sheriff’s Department for reducing fatalities in the county. The Oak Ridge Police Department received about $25,000 for alcohol saturation and checkpoints. [Read more…]

State grant to be used for sidewalks, crosswalks at Andersonville Elementary

A $242,256 state grant announced Thursday will be used for sidewalks, crosswalks, signs, and pavement markings in the school zone near Andersonville Elementary School, Tennessee officials announced Thursday. It will also fund educational programs and activities that encourage walking and biking as a practical and healthy initiative.

The Anderson County grant was part of $2.1 million in grants awarded to 15 municipalities across Tennessee and announced Thursday under the Safe Routes to School program. That nationwide initiative is designed to make bicycling and walking to school safer, more appealing, and healthier for students in kindergarten through eighth grade. CNBC: Tennessee ranks second-best in America for transportation, infrastructure

For the fourth year in a row, Tennessee’s transportation system ranks as one of the best in the nation, according to CNBC’s 2013 study “America’s Top States for Business.” According to the report, Tennessee ranks second-best in America in the category of “Transportation and Infrastructure,” up from fourth place in 2012.

Tennessee is also the only state topping the list that has no transportation debt. Many states across the nation carry transportation debt and must allocate a large portion of their funds to interest payments, according to a press release from the Tennessee Department of Transportation. City starts search for Jackson Square design firm this week

The search for a company to help transform historic Jackson Square with the help of an $800,000 grant could start this week, Oak Ridge officials said Monday.

The city plans to release a request for proposals, or RFP, for consulting engineers this week, Oak Ridge City Manager Mark Watson said. The winning firm will help design and configure the new square, and meet with the public. Picking a company could take three to four weeks, Watson said.

A separate company will be selected to do an environmental review of historic buildings at Jackson Square, Oak Ridge’s original town center.

The redevelopment of the square will use a roughly $800,000 state award of federal highway money to improve the parking lot on Broadway Avenue, build and repair sidewalks, add trees and pedestrian lighting, and make the square an “attractive, landscaped plaza and parking area.”

Tennessee Department of Transportation Commissioner John Schroer toured the square on Monday afternoon with TDOT and local officials, but he declined to put a timeline on the project, which requires a local funding match of $200,000.

Watson said it would take at least 18 months to get to the construction bidding stage.
