NNSA declines to comment on new protest over Y-12, Pantex contract

Federal officials and a contracting team declined to comment Tuesday on a new protest filed over the competition to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

The Babcock and Wilcox Co. announced Monday that its contracting team, Nuclear Production Partners LLC, or NP2, has filed a new protest with the Government Accountability Office related to the consolidated Y-12 and Pantex contract.

The new protest came about five months after earlier protests filed by NP2 and another contracting team, Integrated Nuclear Production Solutions LLC. Those protests were filed in January, after the National Nuclear Security Administration announced it had awarded a contract valued at about $23 billion to Consolidated Nuclear Security LLC, or CNS, to manage and operate Y-12 and Pantex. The Babcock and Wilcox Company announced Monday that Nuclear Production Partners LLC, or NP2, has filed a new protest with the Government Accountability Office related to the combined management and operating contract at the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

“NP2 has expressed concern over the fairness of the procurement and selection process and the form and scope of the revised request for proposals issued to bidders on June 6,” a press release said. [Read more…]

B&W team says it’s the best choice for Y-12, Pantex contract

One of the two teams that did not win the $23 billion contract to manage and operate two nuclear weapons plants in Tennessee and Texas said newly released federal documents show it had the best bid.

The contract to manage the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, was awarded to Consolidated Nuclear Security LLC, of Reston, Va., on Jan. 8. The consolidated contract, the first ever for the National Nuclear Security Administration, is expected to save money.

But the two losing teams—Nuclear Production Partners LLC of Lynchburg, Va., and Integrated Nuclear Production Solutions LLC of Oak Ridge—filed bid protests. On April 29, the U.S. Government Accountability Office upheld those protests in part. The GAO questioned whether the NNSA had properly evaluated the expected savings, and the agency recommended that the contract procurement be re-opened and more information requested from the bidders. After one federal agency upheld parts of two bid protests, a second one on Wednesday announced it will request more information from the three teams that submitted bids on a contract to manage and operate two nuclear weapons plants in Tennessee and Texas.

CNS will offer more details on proposed cost savings at Y-12, Pantex

The team that won the $22.8 billion contract in January to manage two nuclear weapons facilities in Tennessee and Texas will provide more details on how it proposes to save $3.27 billion during the next decade, a company spokesman said Monday.

Consolidated Nuclear Security LLC, or CNS, won the contract to manage and operate the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas.

But the two losing teams filed protests, and in a decision announced Monday, the U.S. Government Accountability Office upheld parts of the protests. The GAO raised questions about whether the National Nuclear Security Administration, which announced the contract award to CNS on Jan. 8, had properly evaluated the costs savings proposed by bidders. The Babcock and Wilcox Co., the lead management and operating contractor at the Y-12 National Security Complex, said it was pleased with a federal decision Monday upholding protests of a five-year consolidated contract to manage Y-12 and the Pantex Plant near Amarillo, Texas.

One of the two teams that lost a bid to manage two nuclear weapons facilities in Tennessee and Texas said it was pleased by a federal decision announced Monday that upheld protests of the five-year contract, which was awarded in January.

The decision by the U.S. Government Accountability Office also recommended that the procurement be re-opened.

The contract is reported to have a total value of $22 billion, and it was awarded to Consolidated Nuclear Security LLC, or CNS, a team that includes Bechtel National Inc. and Lockheed Martin Services Inc. [Read more…]

A federal agency has upheld parts of two protests challenging a five-year contract to manage two nuclear weapons plants in Tennessee and Texas.

The U.S. Government Accountability Office also recommended re-opening the contract procurement, raising questions about the status of the $22.8 billion contract awarded to Consolidated Nuclear Security LLC, or CNS, in January. CNS was one of three bidding teams who competed for the contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

At the heart of the GAO decision, announced Monday, were questions about proposed savings. In particular, the agency seemed to question whether the National Nuclear Security Administration, which awarded the consolidated contract to CNS on Jan. 8, had properly evaluated the expected savings.

“NNSA failed to follow the publicly stated solicitation criteria, which provided that the agency would evaluate the feasibility and size of each offeror’s proposed cost savings resulting from the consolidation of the management and operation of these sites,” Ralph O. White, GAO managing associate general counsel for procurement law, said in a statement released Monday afternoon. [Read more…]

B&W Y-12 ‘pleased’ with union contract extension

B&W Y-12 released a short statement Saturday saying it was pleased with the contract extension approved by hourly union workers at the Y-12 National Security Complex on Friday.

The 14-month contract extension includes a 2.5 percent wage increase, and it was ratified by members of the Atomic Trades and Labor Council during voting at a union hall on Friday afternoon and evening. The ATLC represents 14 international unions.

“We look forward to continuing our productive relationship ensuring the missions of the National Nuclear Security Administration at Y-12,” B&W Y-12 said in the statement. [Read more…]

Hourly union workers at the Y-12 National Security Complex have ratified a 14-month contract extension and 2.5 percent wage increase, an official said.

The extension goes into effect April 22 and lasts through June 20, 2014, said Steve Jones, president of the Atomic Trades and Labor Council, which represents 14 international unions.

The contract extension applies to roughly 1,100 union members at Y-12. It will not affect ATLC members at Oak Ridge National Laboratory. [Read more…]

The U.S. Government Accountability Office will likely use one decision to rule on both protests of the consolidated contract to manage the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas, an official said Thursday.

Hourly union workers at the Y-12 National Security Complex will vote Friday on whether to accept a 14-month contract extension and a 2.5 percent wage increase, an official said.

There would be no changes to worker benefits, said Steve Jones, president of the Atomic Trades and Labor Council.

If approved, the 14-month contract extension would become effective April 22 and last through June 20, 2014. It would apply to roughly 1,200 union members at Y-12. It would not affect ATLC members at Oak Ridge National Laboratory. [Read more…]

A second protest has been filed challenging the federal decision to award a five-year contract to Consolidated Nuclear Security LLC to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

The second protest was filed Jan. 25 by Integrated Nuclear Production Solutions LLC.

The first was filed Jan. 17 by Nuclear Production Partners LLC, a team led by Babcock and Wilcox.
