Anderson County tourism leaders eye new building

The Anderson County Operations Committee on Monday will consider a request from the Anderson County Tourism Council to sell the log cabin that currently houses the organization’s offices and the county Welcome Center, and purchase a much larger cabin located near the current headquarters.

The current welcome center has been housed in an 1,800-square-foot former Jim Barna log cabin since 1998, but officials said that with a staff expansion in the works, they need more space. The cabin that they are interested in purchasing measures some 3,500 square feet and has a current asking price of $280,000.

The current welcome center would have to be sold at auction as it is a county-owned property, and a minimum bid would be set after an independent appraisal is conducted. The Operations Committee meets at 6:30 p.m. Monday in Room 312 of the Anderson County Courthouse in Clinton.

Note: This Nov. 14 e-mail from an attorney representing mall redeveloper Crosland Southeast was written in response to a nullification proposal submitted by Oak Ridge City Council member Trina Baughn to Anderson County officials.

I represent Crosland in connection with the proposed Economic Impact Plan for the Redevelopment of the Oak Ridge Mall Economic Development Area (the “Economic Impact Plan”). The Economic Impact Plan has been approved by the Industrial Development Board of the City of Oak Ridge (the “IDB”) and the City Council for the City of Oak Ridge, and it is on the agenda for the Nov. 18 meeting of the Board of Commissioners of Anderson County. I would like to respond to Ms. Baughn’s suggestion that the tax increment financing (“TIF”) funding for the redevelopment of the Oak Ridge Mall be nullified if at least 65 percent of the planned new retail square footage is not completed by December 2018.

As has been explained by Ray Evans in the meetings of the Anderson County Operations Committee and the Budget Committee, the proposed redevelopment of the Oak Ridge Mall requires a public-private partnership. After carefully reviewing the project’s pro forma, the city officials who have been involved in negotiating the incentives with Crosland were convinced that there was a funding gap of $13 million that could be bridged by the use of the TIF funding. The Oak Ridge City Council voted 6-0 on Monday to approve a $13 million proposal to use new property tax revenues to help redevelop the Oak Ridge Mall.

There was one abstention. The near-unanimous approval by Council continues a string of successes for the proposed redevelopment.

Known as tax increment financing, or a TIF, the proposal approved by Council on Monday had already been unanimously endorsed by the Oak Ridge Industrial Development Board and the Anderson County operations and budgets committees. The proposal to use tax increment financing to help with the $85 million redevelopment of the Oak Ridge Mall has easily sailed through the approval process so far, and the project faces a crucial vote at tonight’s Oak Ridge City Council meeting.

The Oak Ridge Industrial Development Board and Anderson County operations and budget committees have already unanimously endorsed the tax increment financing, or TIF. The agreement could be worth $13 million and last 20 years, and it would allow new property tax revenues generated at the site to be used to help pay for development costs.

The redevelopment of the mostly empty mall, where ambitious revamping plans have languished for years, has been proposed by Crosland Southeast, a North Carolina company relatively new to this project. Under the tax financing agreement, new property taxes collected in the TIF district could be used to reimburse Crosland Southeast for certain expenses associated with the project. CLINTON—An Anderson County committee has unanimously recommended a $13 million tax financing agreement that could be used to help redevelop the Oak Ridge Mall.

In a 7-0 voice vote, the Anderson County Operations Committee recommended the tax increment financing, or TIF, to the full Anderson County Commission during a Monday evening meeting.

The TIF could last 20 years, and it would allow new property tax revenues generated at the site to be used to help pay for development costs. It’s already been unanimously endorsed by the Oak Ridge Industrial Development Board. [Read more…]

Anderson Operations Committee to discuss solutions to sheriff’s salary suit

An Anderson County committee will discuss possible solutions to the ongoing legal dispute over Anderson County Sheriff’s Department salaries during a meeting this evening.

The dispute is between Anderson County Sheriff Paul White and County Mayor Terry Frank. Possible solutions will be discussed during an Anderson County Operations Committee meeting at 6 p.m. today (Monday) in Room 312 of the Courthouse.

Other agenda items include the election of a committee chair, consideration of a private act regarding the donation of real estate to nonprofit organizations, an update from Anderson County Law Director Jay Yeager on efforts to get the railroad-owned bridge on Johnson Gap Road re-opened, and the discussion of possible alternate sites for the Glen Alpine convenience center.

Anderson County Commission considers coal mining museum tonight

Bank of America has agreed to sell this two-story brick building on Main Street in Lake City for $100,000 for a Coal Miners’ Museum and county storage space and satellite offices.

The Lake City Council on Saturday developed a plan for operating and maintaining a coal mining museum, a proposal that will be presented to the Anderson County Commission this evening, a nonprofit organization said this weekend.

The Commission will consider buying the former Bank of America building in Lake City as a home for the Coal Miners’ Museum during a meeting that starts at 6:30 p.m. Monday. [Read more…]

On Monday, the Anderson County Operations Committee voted 5-2 to recommend purchasing the former Bank of America building in Lake City for use as the new home of the Coal Miners Museum and some county government operations. The bank is asking $100,000 for the property, which supporters say will find a new purpose as not only the home of a museum honoring the area’s rich coal mining history, but also as a storehouse for excess county supplies due to its vault and as a satellite office for county departments, which would be able to make use of the existing drive-thru window.

The full County Commission will consider the committee’s recommendation when it meets Monday, Aug. 19.

Letter: Coal Mining Museum board wants to buy former Lake City bank building

Note: This is a copy of a letter sent to Anderson County Commissioner Robin Biloski, who chairs the Operations Committee. During a Monday, Aug. 12, meeting, the committee will consider a request to buy the former Bank of America building in Lake City for services on the north end of the county and to house a coal mining museum.

The Board of Directors of the Coal Mining Museum in Lake City would like to encourage the Anderson County Commission’s Operation Committee to approve the purchase of the building formerly occupied by the Bank of America in Lake City in order to provide county services to the residents of north Anderson County and a home for the Coal Mining Museum.

The Coal Mining Museum has been looking for a home for several years. It is currently housed in the Lake City Community Center, which does not provide adequate space to display all of the artifacts. [Read more…]

Oak Ridge officials have asked Anderson County to consider donating up to 2.05 acres on Emory Valley Road for a sewer system holding tank.

Oak Ridge officials have asked Anderson County to consider donating up to 2.05 acres on Emory Valley Road for a sewer system holding tank east of the former Daniel Arthur Rehabilitation Center.

The U.S. Environmental Protection Agency has ordered Oak Ridge to stop all sewer system overflows by 2015, and studies have shown that several holding tanks are required at critical locations “to equalize and detain excess flow during heavy rain events,” Public Works Director Gary Cinder said in a July 26 memo. One equalization tank would be required near the county-owned Daniel Arthur Center, which is used by satellite county offices, the Oak Ridge Senior Center, and the Emory Valley Center.

Anderson Commission considers small tax cut, re-established alternatives to jail

CLINTON—The Anderson County Commission could officially approve a budget tonight that lowers the property tax rate by one-third of a penny, and commissioners will consider re-establishing the Alternatives to Incarceration program under the direction and control of the Sheriff’s Department.

Commission will also consider selling 22.4 acres in the David Jones Industrial Park, with a 4.27-acre swap. The land would be sold for $13,500 per acre, with 2.9 acres removed from the original parcel to be retained by Anderson County.
