Council approves $175,000 settlement with Billy Casper Golf Management

The Oak Ridge City Council last week approved a $175,000 settlement to resolve a dispute between the city and Billy Casper Golf Management over the termination of the agreement to manage Centennial Golf Course.

The city owns the golf course, which is in east Oak Ridge. The city notified Billy Casper Golf Management in October 2017 that it was going to terminate the management agreement “for cause,” Oak Ridge City Attorney Ken Krushenski said in a memo to Council. But Billy Casper Golf Management contested the termination of the agreement, and the company’s attorney claimed that the city owed more than $520,000 in termination fees, Krushenski said.

The two sides negotiated, and the management company accepted the city’s offer of $175,000 to settle all claims, Krushenski said.

Autism Breakthrough hosts 21-Day Virtual Challenge, Virtual 5K Race

Autism Breakthrough of Knoxville is hosting a 21-Day Virtual Challenge November 5-25, featuring individual runs, walks and talks that replace its annual spring 5K Run for Autism.

Breakthrough is inviting the community to learn more about adults on the autism spectrum through the 21-day journey with stories from families of adults with autism and discussions with leading professionals knowledgeable in the field of autism. Its annual 5K Run will be held during the challenge, although virtually this year because of COVID-19.

“In April we made the decision to postpone our Annual 5K Run out of concern for runners’ health and safety due to the COVID-19 pandemic. Those concerns remain present today,” race chair Happy Lee said.

“We hope you will take the challenge to run, walk, listen, and talk about issues facing adults on the spectrum today. We invite you to hear our stories and share them with friends and family each day during the challenge,” Lee added. [Read more…]

Dirtlab mountain bike park opens in Oak Ridge

The Clinch Valley Trail Alliance opened the new Dirtlab mountain bike park on Friday.

The Friday celebration included a ribbon cutting and an expression of appreciation for volunteers who worked on the project. The mountain bike park and pump track was built over the past year with volunteer effort from the community, a press release said.

Brad Spears, president of the Clinch Valley Trail Alliance, said the community, city of Oak Ridge, and the backing of local businesses helped build the park as they stretched resources as far as possible after construction began in fall 2019.

“Every feature, the kiosk, the bench, the pavilion, the pump track…was built by a volunteer,” Spears said in the press release. The undulating pump track unveiled Friday complements the existing mountain bike park at the 780-acre Haw Ridge Park. The park is off Edgemoor Road along the Clinch River in east Oak Ridge and a short drive from Knoxville.

COVID-19 emergency delays start of football, girls soccer seasons

The extension of the COVID-19 emergency in Tennessee has delayed the start of the high school football and girls soccer seasons.

Tennessee Governor Bill Lee has extended the COVID-19 state of emergency until August 29. A prior order by the governor includes limitations and restrictions on contact sporting events and activities.

In an update sent to member schools on Tuesday, Bernard Childress, executive director of the Tennessee Secondary School Athletic Association, said member schools cannot have any competition or scrimmage with other schools while the governor’s order is in place. The schools cannot have close contact activities during practice for football, 7-on-7 football, girls soccer, wrestling, and basketball. Football and girls soccer cannot begin their seasons as originally scheduled, Childress said.

The Oak Ridge football season opener had been scheduled for August 21.

The TSSAA Board of Control had a special meeting Wednesday and voted unanimously to require that member schools follow the governor’s executive order for sports activities.

The board discussed the effect that the extended COVID-19 state of emergency will have on contact sports in the fall. Football, girls soccer, and competitive cheer are considered contact sports.

Outdoor pool to open June 15 with changes

The City of Oak Ridge will open its outdoor pool for the season starting June 15, which is later than normal, with changes due to COVID-19.

The pool normally has swimming hours Memorial Day weekend, and then opens for the season around the first of June.

This year, the main outdoor pool on Providence Road will be open, but the little pool for children will remain closed for the summer, the city said in a press release Friday. The indoor pool at the Oak Ridge Civic Center will remain closed through the summer.

A maximum of 200 people will be allowed in the pool area at one time, and reservations can be made online through Eventbrite. Families will be spaced apart. Restrooms will be open, but the showers and dressing rooms will not be. The picnic table area will be closed, and no public or private pool parties will be allowed. Swimming lessons are canceled for now.

In the press release, the city said the pool water is being treated with chlorine, a disinfectant that “wipes out” the virus. The main focus will be following social distancing and repeatedly sanitizing commonly used areas, the press release said.

TVA re-opens most recreation areas, campgrounds

Most recreation areas and six dam reservation campgrounds developed by the Tennessee Valley Authority, including at Melton Hill Dam, were scheduled to re-open on Friday, May 15. The areas were closed in March as part of the overall federal and state response to slowing the spread of the COVID-19 virus.

Seventeen TVA recreation areas were scheduled to re-open, while the Pickwick recreation area is only partially re-opening due to ongoing repair work from spring flooding, a press release said. Four additional recreation areas will remain closed due to maintenance and repair activities unrelated to COVID-19: Kentucky Dam West Bank Road (walk-in access to fishing areas is permitted), Raccoon Mountain, Tellico, and the Wilson Dam Rockpile Recreation Area.

Consistent with current federal and state guidance, restroom facilities, large-group pavilions, and playgrounds will remain closed in the re-opened recreation areas, the press release said. In addition, all TVA visitors’ centers remain closed.

Municipal Building, playgrounds remain closed; greenways, parks open

The Oak Ridge Municipal Building remains closed to the public but is moving to a public check-in area where visitors can be escorted to secured areas of the building, City Manager Mark Watson said in an update Tuesday.

Playgrounds and basketball courts remain closed. Disinfection options are being reviewed for limited open times, the update said.

The Oak Ridge Public Library will begin curbside delivery of library materials beginning in mid-May, the update said.

Oak Ridge City Court is working to resume in-person hearings on May 11 with COVID-19 precautions, the update said. COVID-19 is a contagious respiratory illness that can be deadly. It has caused a global pandemic.

The city manager’s update said there is planning for a phased re-opening of the Oak Ridge Senior Center.

Clark Center Park will re-open Friday

Clark Center Park in Oak Ridge will re-open on Friday, May 1.

The re-opening was announced by the U.S. Department of Energy on Tuesday.

DOE closed the park on April 4 in response to an executive order by Tennessee Governor Bill Lee as the state tried to control the spread of COVID-19.

The park has been closed since then.

Bengals pick Higgins in NFL draft

The Cincinnati Bengals picked former Oak Ridge wide receiver Tee Higgins in the second round of the NFL draft on Friday.

Higgins, a star football and basketball player at Oak Ridge High School, played three years at Clemson University in South Carolina before being drafted into the National Football League in the 33rd pick, the first pick of the second round on Friday.

Higgins, 21, joins Joe Burrow, the number one pick and a quarterback from Louisiana State University, at Cincinnati. Higgins was the second pick for the Bengals.

Higgins (6-4, 215) is tied with NFL stars Sammy Watkins and DeAndre Hopkins for the all-time touchdown record for a Clemson receiver (27). He caught 135 passes for 2,448 yards and 27 touchdowns during his three-year career, according to the Clemson Tigers. He played in two national championship games, winning one, the national championship game against Alabama in 2019. Higgins had three catches for 81 yards and a touchdown in that game.

Clark Center Park temporarily closed

The U.S. Department of Energy has temporarily closed Clark Center Park in Oak Ridge.

The closure was effective Saturday, April 4. It was in response to the stay-at-home order issued by Tennessee Governor Bill Lee on Thursday, April 2. That statewide order was meant to help prevent the spread of COVID-19, a contagious respiratory illness that cause serious symptoms, lead to hospitalization, and sometimes result in death.

The park closure will remain in effect until further notice, DOE said.

NCAA cancels events, including rowing championships in Oak Ridge

The 2020 NCAA Women’s Rowing Championships, which were scheduled to be held in Oak Ridge in May, have been canceled because of COVID-19, and other collegiate regattas have been canceled as well.

Oak Ridge officials and others have been looking forward to the NCAA Women’s Rowing Championships since it was announced three years ago. The Oak Ridge rowing venue is considered one of the best in the country.

In a March 12 notice, the NCAA said all remaining winter and spring NCAA championships were being canceled due to COVID-19, the respiratory illness caused by the new coronavirus. Also canceled were the Division I men’s and women’s 2020 basketball tournaments, which includes March Madness.

The cancellations affecting Oak Ridge include the NCAA division I, II, and III Women’s Rowing Championships, Big 10 Invitational Regatta, Southern Intercollegiate Rowing Association (SIRA) Championship, as well as other regattas slated to be held in conjunction with the Oak Ridge Rowing Association.

State basketball tournaments suspended

The BlueCross Basketball Championships, the state tournament games that were scheduled to include the Oak Ridge boys team, have been suspended because of COVID-19, the respiratory illness caused by the new coronavirus.

It’s not clear yet if the games will be rescheduled.

The state basketball tournaments were suspended after quarterfinal games in the girls tournament on Thursday.

The Oak Ridge Wildcats had been scheduled to play in a quarterfinal game of the Class AAA boys tournament on Wednesday of next week.

“Whether we will be able to reschedule these events will depend on the length of the suspension and the availability of facilities,” the Tennessee Secondary School Athletic Association said.
