Juvenile facing felony weapons charges after recent explosions

The juvenile arrested Tuesday in connection with recent explosions in Oak Ridge has been charged with two counts of possession or manufacture of prohibited weapons, a Class B felony, authorities said Wednesday.

The juvenile appeared in juvenile court for a detention hearing on Wednesday and was released, the City of Oak Ridge said in a press release.

“The investigation is continuing,” the city said. “No additional information will be released at this time.”

The student, an Oak Ridge High School student who has not been publicly identified because he is a juvenile, was arrested Tuesday after the Oak Ridge Police Department found evidence in a car that was connected to two recent explosions, one at Blankenship Field and the other at Milt Dickens Park, authorities said. A Knoxville man who allegedly fought with officers and was carrying a box cutter and pole while acting erratically was charged with committing an act of terrorism after threatening to blow up Methodist Medical Center of Oak Ridge with dynamite and shoot everyone inside with a shotgun, court records said.

Agey C. Stamey II, 40, of Asheville Highway, was charged with the one count of commission of an act of terrorism and two counts of assault. He was arrested Friday, January 12, and remained jailed in the Anderson County Detention Facility in Clinton on Tuesday, with his bond set at $110,000.

Affidavits filed in Anderson County General Session Court in Oak Ridge said Oak Ridge Police Department Officer Tim Nguyen checked on the welfare of a white man wearing a brown jacket and red hat who was carrying a pole and acting erratically while walking on East Tennessee Avenue behind Methodist Medical Center on January 12. An Oak Ridge High School student was arrested Tuesday after police found evidence in a car that was connected to two recent explosions, one at Blankenship Field and the other at Milt Dickens Park, authorities said.

The male student is a juvenile and is not being publicly identified.

Investigators with the Oak Ridge Police Department Juvenile Unit detained and questioned a male at Oak Ridge High School while working with Oak Ridge Schools on Tuesday morning, the City of Oak Ridge said in a press release. The boy was believed to have knowledge regarding both explosions.

“Further investigation led investigators to determine that potential evidence was still inside the student’s vehicle, which was parked in the front lot of the high school,” the ORPD said. “Investigators immediately identified the vehicle, established a safe perimeter, and requested assistance from the Knoxville Police Department’s Bomb Squad. At no time were any students, staff, or bystanders in danger. Bomb squad personnel were asked to assist out of an abundance of caution.” [Read more…]

MARLOW—No one was injured in a fire that destroyed a house in Marlow on Friday afternoon, and the cause is under investigation, authorities said.

The fire was reported at about 4:15 p.m. Friday at the intersection of Hidden Valley Road and Laurel Road, north of state Route 61 between Oak Ridge and Clinton in Anderson County.

Two adults live in the house, but they were not at home at the time of the fire, said Stephanie Fox, chief of the Marlow Volunteer Fire Department.

All five of the county’s volunteer fire departments responded: Andersonville, Briceville, Claxton, Marlow, and Medford. Firefighters were there until about 9 p.m. Friday. [Read more…]

Government shutdown: How it affects Manhattan Project Park

The federal government shut down this weekend after federal funding expired Friday, and an official outlined the impacts to the Manhattan Project National Historical Park, which includes Oak Ridge, on Sunday.

During the shutdown, there will be no visitor services provided by the National Park Service at the Manhattan Project National Historical Park, including public information, said Kris Kirby, superintendent of the Manhattan Project National Historical Park in Denver. The Manhattan Project National Historical Park includes Oak Ridge, Tennessee; Hanford, Washington; and Los Alamos, New Mexico.

Because of the federal government shutdown, National Park Service social media and websites are not being monitored or updated and may not reflect current conditions, Kirby said. All park programs have been canceled.

Kirby said national parks will remain as accessible as possible while still following all applicable laws and procedures.

With government shut down, Y-12 employees still working

With some apparent exceptions, employees at the Y-12 National Security Complex in Oak Ridge will continue working even after the federal government shut down after federal funding expired Friday.

Y-12 posted an announcement after the federal government shut down early Saturday. The announcement said workers at Y-12 and the Pantex Plant in Amarillo, Texas, are expected to report to work on their next scheduled work day unless they have previously approved leave or have been given formal notice by their management to not report to work.

A few other federal organizations and federal contractors didn’t immediately appear to have posted notices as of early Saturday afternoon, about 12 hours after the shutdown began. Those include Oak Ridge National Laboratory. [Read more…]

ORHPA celebrates Ed Westcott’s 96th birthday on Saturday

The Oak Ridge Heritage and Preservation Association will celebrate renowned photographer Ed Westcott’s 96th birthday on Saturday. Westcott was the official government photographer in Oak Ridge during World War II, and if even you don’t know him, there is a good chance you have seen his wartime photos.

Oak Ridge was built during the war as part of the Manhattan Project, a top-secret federal program to build the world’s atomic weapons, and Westcott’s photos can be seen in businesses around town, in historical presentations, and in news stories.

His birthday celebration on Saturday is one of the city’s 75th anniversary events. The celebration, which includes special activities with Westcott, is scheduled from 2-4 p.m. Saturday, January 20, at the Midtown Community Center at 102 Robertsville Road. [Read more…]

MARLOW—Laurel Road and Hidden Valley Road were closed Friday evening as all five volunteer fire departments in Anderson County responded to a house fire in Marlow.

The roads were closed because fire trucks are parked in the streets, and water is freezing on the surface of the roadways, said Mark Lucas, Anderson County Sheriff’s Department chief deputy.

The fire was reported at about 4:15 p.m. Friday, Lucas said. All five of the county’s volunteer fire departments responded: Marlow, Briceville, Claxton, Andersonville, and Medford. As far as he knew, all five were still at the fire on Friday evening, Lucas said. [Read more…]

A possible government shutdown is looming with federal funding expiring today, but the U.S. Department of Energy, which has facilities in Oak Ridge, said it will be open for business on Monday.

For now, federal employees are expected to continue to report for work as scheduled, DOE said in a shutdown plan posted on its website Friday. That approach appeared similar to DOE’s guidance during the last shutdown more than four years ago.

But “a prolonged lapse in appropriations may require subsequent employee furloughs,” DOE said of this year’s possible shutdown on Friday. “If there is an imminent threat to human life or protection of property, a limited number of employees may be recalled from furlough status.”

Federal sites in Oak Ridge include Oak Ridge National Laboratory, Y-12 National Security Complex, the Oak Ridge Office, Oak Ridge Office of Environmental Management, Office of Scientific and Technical Information, and East Tennessee Technology Park, the former K-25 site, among others. Those are DOE and National Nuclear Security Administration sites, and they include a mix of federal and contractor employees. Y-12 to build replacement parts for nuclear warheads on submarine missiles

The Y-12 National Security Complex in Oak Ridge has been approved to build parts for a system being replaced in the W88 nuclear warhead, which is deployed on submarine-launched missiles, according to the National Nuclear Security Administration.

The W88 has been a key part of the nation’s nuclear deterrent since it became part of the weapons stockpile in 1988, the NNSA said on its website Tuesday. But it needs maintenance.

The W88 Alteration (Alt) 370 program will replace the warhead’s Arming, Fuzing, and Firing, or AF&F, subsystem and address other aging issues to maintain its current state of readiness, the NNSA said.

Y-12 has been approved to build component parts for the W88 Alt 370 nearly two years ahead of schedule. [Read more…]

The National Nuclear Security Administration will have an information session on Wednesday about the Y-12 National Security Complex, the Uranium Processing Facility construction project, and the work to replace the electrical substation at Y-12.

The information session was scheduled after Oak Ridge officials raised concerns in November and December about the power lines proposed on top of Pine Ridge as part of the electrical substation project. Pine Ridge separates Y-12 from the center of the city, and Oak Ridge officials have said they had not received adequate notice of the power line project and didn’t know what other options had been considered. They also expressed concerns about the lack of public input and the visual impact of building power lines and installing transmission towers on top of the ridge. As of December, Oak Ridge City Council members said they hadn’t seen a visual representation of what the power lines could look like. [Read more…]

The Oak Ridge Police Department is investigating a report of an explosion that left a small crater in the playground and rattled nearby windows at Milt Dickens Park in east Oak Ridge late Monday afternoon. Police recovered physical evidence that indicated an explosion might have occurred, the City of Oak Ridge said in a statement Wednesday.

Police are also investigating a report of an explosion near Blankenship Field on Saturday night. Officers found a concrete picnic table in the area of Blankenship Field that appeared to be damaged as the result of an “over-pressure or impact-related event,” but no physical evidence at the scene definitively indicated that an explosion had occurred or that the initial reporting was the result of an explosive device, the city said.

The Blankenship Field explosion was reported at 9:12 p.m. Saturday, January 13. A witness reported seeing a black vehicle leaving the area at a high rate of speed just after the incident occurred, the City of Oak Ridge said. [Read more…]
