It’s a decision that he regrets having to make, but Eddie Kelley will not accept the city manager’s job in Oliver Springs.

The son of former Oliver Springs Mayor Ed Kelley, the 51-year-old Kelley said he is not close enough to being able to retire from his job at the Y-12 National Security Complex, where he is a tactical training supervisor for WSI-OR.

Roane State Groundbreaking

Local and state officials break ground Tuesday for a three-story Health Sciences and Technology Building at Roane State Community College in Oak Ridge.

Several hundred people watched Tuesday morning as local, state, and education officials dug up the first shovelfuls of dirt for a new three-story building at Roane State Community College.

Construction work on the 63,000-square-foot Health Sciences and Technology Building will start next week and could be complete by January 2014, RSCC President Gary Goff said during a groundbreaking ceremony at the Oak Ridge campus.

Anderson County Commission

Anderson County commissioners vote to give the Sheriff's Department an extra $200,000 to hire five jailers for a minimum-security dormitory expected to open this month.

CLINTON — Trying to find a compromise, Anderson County officials used more optimistic projections for property and sales tax revenue collections to give the Sheriff’s Department an extra $203,000 in next year’s budget, enough to hire five jailers.

However, Anderson County Sheriff Paul White had requested 15 jailers to staff a 128-bed minimum security dormitory expected to open this month.

Cheryl Laxton, a candidate for Roane County property assessor, has announced she is ending her campaign. Her primary reason, according to a press release last week, was the health concerns of her mother.

“Everyone knows that I come from a very close and tight-knit family,” Laxton said. “My mother now has a serious illness which will require constant and continuous care and supervision. My mother is the most important thing in the world to me, and I look forward to being able to take care of her.”

A $1.8 million impasse over funding for the Anderson County Sheriff’s Department could be resolved tonight.

Anderson County Sheriff Paul White has requested extra money in his budget to buy new cars, cover higher costs, and hire 15 jailers for a minimum security jail dormitory expected to open by June, among other things.

But so far, county officials, including Anderson County Mayor Myron Iwanski, have seemed reluctant to provide the additional funding.

“There’s no way they can do it without a tax increase,” Iwanski said Monday morning. “There’s very little interest in a tax increase.”

The Oak Ridge City Council unanimously approved a no-tax-increase budget Tuesday that withholds about $766,000 from the school system.

The school’s money will be held in reserve until education officials transfer revenues raised under an Anderson County sales tax increase approved in 2006. That money will be used to help pay down the debt on the $66 million renovation of the Oak Ridge High School.

A new Bull Run voting precinct has been created in Anderson County, and the boundaries of other precincts have been moved.

Part of the Woodland District in Oak Ridge is now split between District 6 and District 8. That district now extends outside Oak Ridge into the Elza Gate and Lake Hills areas and includes voters on Highway 62.

Oliver Springs is now completely located within District 5, and Anderson County no longer is part of the 38th State House District, according to information from the Anderson County Election Commission.

The changes are part of the redistricting of state and county precincts following the 2010 census.

Oak Ridge school officials want to keep a few hundred thousand dollars raised each year under an Anderson County sales tax increase approved in 2006.

But city officials want to continue using the money to pay down the debt on the $66 million renovation of the Oak Ridge High School.

The financial tug-of-war is expected to continue tonight as City Council members decide whether to ask education officials to wait a year to allow further negotiations between the two sides.

City officials are considering an additional step: using money that would ordinarily be distributed to the schools to instead help pay down the high school debt. About $250,000 could be at stake.
