Shelton seeks re-election as register of deeds

Anderson County Register of Deeds Tim Shelton recently announced he will seek re-election to the position he has held for 12 years, a press release said.

“The people of Anderson County have placed a great deal of trust in allowing me the opportunity to hold the position of register of deeds, and for that I am truly thankful,” said Shelton, who has served three terms. “With that trust, comes the responsibility of working to make this the best office it can possibly be. In looking back over the past 12 years, I believe we have done just that.”

In a press release, Shelton outlined his accomplishments while serving as register of deeds and stressed the importance of creating an environment that is welcoming to the public. [Read more…]

Anderson County Detention Facility Expansion

When it meets on Monday, the Anderson County Commission will consider a resolution declaring the Anderson County Jail as a county workhouse.

The proposal was unanimously approved on Monday by the county’s Operations Committee. If approved Monday by the full Commission, it will give judges more options when sentencing certain offenders. Additionally, some inmates could get time taken off their sentences in exchange for days spent on county work details.

The resolution declaring the jail a workhouse will allow some offenders to serve their jail sentences at night after being allowed to go to their jobs or in some cases to take care of their families during the day. [Read more…]

State high court declines to hear appeal in Rogers, Clinton suit

Last week, the Tennessee Supreme Court declined to hear an appeal of the dismissal of a lawsuit filed against the city of Clinton and a road-paving company, effectively ending a nearly 20-year-old legal battle.

A grassroots organization called Citizens for Safety and Clean Air made up of Norris residents formed to fight plans by the Rogers Group to reopen a rock quarry and build an asphalt plant on land in the Bethel community annexed several years ago by the city of Clinton. The group filed a lawsuit in Anderson County Chancery Court to stop those plans from going forward, alleging that the city’s rezoning of the property for heavy industrial use constituted illegal spot zoning and that the project would cause increases in heavy truck traffic and air and noise pollution.

Chancellor William Lantrip dismissed the suit, saying that zoning is essentially a legislative matter and not the domain of the courts. An appeals court agreed last fall, and last week, the state’s high court declined to hear the case, essentially clearing the way for the project to move forward.

Two Clinton manufacturing facilities have been awarded Incumbent Worker Training grants by the state of Tennessee.

On Wednesday, Gov. Bill Haslam and Tennessee Department of Labor and Workforce Development Commissioner Burns Phillips announced that a $25,000 grant has been awarded to Eagle Bend Manufacturing and that Aisin Automotive Casting Tennessee Inc. received the same amount.

The Eagle Bend grant will provide 76 employees with training in repair/welder qualification and re-qualification, advanced product quality planning (APQP), and FANUC (handling tool operation and programming).

The Aisin grant will provide 10 of that company’s employees with training in mechanical class and maintenance. [Read more…]

Clinton businessman Bill Gallaher will seek the Republican nomination for Anderson County Register of Deeds in the May 6 primary election, a press release said.

Gallaher, a local business owner and insurance executive with more than 30 years of professional management, is “excited to bring his executive experience to county government,” a press release said.

Gallaher served as president of Clinton Tire and Oil Co. Inc. from 1980 until 2005. He supervised hundreds of employees and managed more than a half-million-dollar annual payroll for more than two decades, and he was in charge of project development resulting in a $3.2 million annual business, the press release said.

Gallaher is now employed with Madison Insurance Group in its commercial division. [Read more…]

Roane State to host workshops on applying for USDA grants

Farmers, ranchers, and rural small business representatives are invited to upcoming workshops on applying for a federal grant that supports renewable energy projects.

The U.S. Department of Agriculture’s Rural Energy for America Program, or REAP, promotes rural economic development by assisting rural business to become more energy efficient. Grant funds can cover up to 25 percent of eligible projects.

Roane State Community College will host two workshops on applying for the grant. Representatives of Lenoir City-based ARiES Energy will prepare grant applications for those interested. [Read more…]

Lake City Council Approves Rocky Top Name Change

The Lake City Council votes 4-0 in November to change the town’s name to Rocky Top, and Rep. John Ragan said he has draft legislation to approve the name change to introduce in the state legislature.

The Gatlinburg publisher of “Rocky Top”—a bluegrass tune, state song, and unofficial anthem for the University of Tennessee—filed a federal lawsuit on Monday that seeks to prevent Lake City from changing its name to Rocky Top as part of a plan to turn the former coal mining town into a tourist destination.

The publisher, House of Bryant Publications LLC of Gatlinburg, also owns many Rocky Top trademarks, and it believes that the proposed name change for Lake City “is an attempt to unfairly exploit the fame and goodwill of House of Bryant’s intellectual property,” according to a press release from Waddey Patterson, an intellectual property law firm based in Nashville.

The lawsuit was filed in U.S. District Court in Knoxville on Monday. The defendants are Lake City, Rocky Top Tennessee Marketing and Manufacturing Co., Anderson County Commissioner Tim Isbel, Franklin resident Brad Coriell, Lake City businessman Mark Smith, Lake City Vice Mayor Michael Lovely, and Knoxville resident Carl “Buddy” Warren. School Board, City Council resolve high school debt dispute

A proposal to resolve a dispute over sales tax revenues and high school debt appeared to have majority support during a non-voting joint work session of Oak Ridge City Council and Board of Education on Friday.

Despite opposition from a few residents and municipal officials, the Oak Ridge City Council and Board of Education have resolved a dispute over Anderson County sales tax revenues and debt payments for the $66 million renovation of Oak Ridge High School.

The dispute, which started several years ago, centered on how to use the Oak Ridge school system’s portion of Anderson County sales tax revenues generated by a tax increase approved by county voters in a 2006 referendum. School officials had argued that they could keep their share of the revenues generated in the county outside of Oak Ridge, while city officials had said all the revenues, whether collected inside the city or outside of it, should be used for high school debt payments.

A resolution unanimously approved by the school board in February and the City Council in a 5-2 vote on Monday, March 3, allows the schools to keep its portion of the new Anderson County revenues collected outside the city. However, the resolution spells out how the money has to be spent: on technology enhancements, debt reduction, capital repairs and equipment, and grant matches and innovative educational projects. CLINTON—Former Anderson County Commissioner and Tennessee Rep. Jim Hackworth announced last week that he is a Democratic candidate for Anderson County mayor in the Aug. 7 county general election.

“I am running for county mayor because I am concerned with the lack of focus the current administration has for the issues, such as education, jobs, and quality of life, that are important to Anderson County residents,” Hackworth said in a press release. “Whether serving as a county commissioner or a state representative, I worked with other elected officials to fight for fiscal responsibility, good schools, reduced taxes, and safer neighborhoods and communities.Our management of these issues attracted the attention of businesses and brought new jobs to Anderson County.”

Hackworth is an Anderson County native who worked 34 years at the Oak Ridge National Laboratory as a project leader and program manager in the Maintenance and Engineering divisions. He retired in 2008.

Hackworth served as a state representative for 10 years and as a county commissioner for eight years. [Read more…]

Sewer rehab work continues this week

More rehabilitation work of the city’s sewer collection pipes is scheduled to continue this week.

The work is being done by Hurst Excavating and Morgan Contracting under contract with the city of Oak Ridge. It includes rehabilitating sewer collection pipes within city easements in yards and in roadways, a press release said.

Residents should already have received color-coded letters and door hangers (orange for Hurst Excavating and purple for Morgan Contracting) providing general information and each contractors’ contact information. Layne will be in these areas doing CIPP installation as will be the CCTV crew. Don A. Layton, Anderson County General Sessions judge, Division I, is seeking a third term in this year’s elections.

Layton has been sessions judge since 1998. A resident of Anderson County for 44 years, he has practiced law since 1973.

Layton has been married for 44 years to Mary Layton, a former Clinton and Oak Ridge school teacher, a press release said. They have two children. Amy, a school teacher at Karns Middle School, and Chris, a teacher and football coach at Robertsville Middle School. Both are graduates of Oak Ridge High School.

The press release said Don Layton has served the public as Anderson County clerk and master and delegate to the Constitutional Convention of 1977. Layton was recognized in 1996 as the state’s Most Outstanding Court Clerk. [Read more…]
