K-25 workers also shelter in place during police search

Workers at the East Tennessee Technology Park, the former K-25 site, were asked to shelter in place for about 30 minutes early Thursday afternoon as police officers searched for an armed person who had been reported to be traveling from the Clinton area to west Oak Ridge.

It was the same search that led to a brief lockdown at Jefferson Middle School at about 1 p.m. Thursday, said Mike Koentop, U.S. Department of Energy spokesman in the Oak Ridge Office.

“It was not related at all to any DOE activity,” Koentop said. “Steps were taken as a precaution.” [Read more…]

Note: The following is a copy of the message that B&W Y-12 President and General Manager Chuck Spencer sent to employees on Friday.

I wanted to be the first to tell you about these organizational changes, but given the speed of media you may have already heard them from other sources. If so, I apologize.

When I arrived at Y‑12 in August of 2012, the site had just experienced a significant security event and was at a very low point. However, we immediately set about to work together to rebuild security and to regain the confidence of our many stakeholders. To do that, we have gone through much change and worked tirelessly. What I am most proud of is how we immediately became more introspective. How we all began to question virtually every aspect of our business. Not just security, but operations, maintenance, our assurance system, development, engineering, etc. We did this not because we were performing poorly in these areas, but because that is what a good company does. It is willing to look at itself with a critical eye so that it can be the best at what it does. I am very proud of what you have accomplished in the year and a half you have allowed me to be a part of your team and am confident that you are well prepared for a great future. Given that, it is with mixed emotions that I need to inform you that I plan to return to my position as chief operating officer for B&W’s Technical Services Group. [Read more…]

ORNL deputy director to discuss lab’s sustainability program Tuesday

A deputy director at Oak Ridge National Laboratory will discuss the lab’s award-winning sustainability program during a Tuesday luncheon lecture.

The presentation by Melissa Voss Lapsa, deputy director of ORNL’s Building Technologies Research and Integration Center, starts at noon Tuesday at the University of Tennessee Resource Center on Oak Ridge Turnpike.

Lapsa has more than 18 years of experience conducting market research, policy analysis, and institutional and consumer behavior research aimed at deploying cost-effective energy-efficient technologies, a press release said. In addition, Lapsa leads the ORNL Sustainable Campus Initiative. The goal of that initiative is to integrate energy and resource efficiency, cutting-edge technologies, operational and business processes, and institutional behavior to achieve sustainability at work, home, and in the community, the release said. B&W announces leadership changes at Y-12

The Babcock and Wilcox Co. on Friday announced top management changes at B&W Y-12, the contractor that operates the Y-12 National Security Complex in Oak Ridge.

Among the changes: B&W Y-12 President and General Manager Charles G. “Chuck” Spencer, who started at Y-12 shortly after the July 28, 2012, security breach, will return to his former position as vice president and chief operating officer of Babcock and Wilcox Technical Services Group Inc. Spencer will continue his involvement at Y-12 and the Pantex Plant in Texas as chairman of the Board of Managers for both B&W Y-12 and Babcock and Wilcox Technical Services Pantex LLC, a press release said.

Spencer replaced Darrel P. Kohlhorst in August 2012. Kohlhorst abruptly retired after the security breach.

Spencer will be replaced by Dave Richardson, who will become president and general manager of Babcock and Wilcox Technical Services Y-12 LLC, or B&W Y-12, on Feb. 1. [Read more…]

Hans M. Christen of Oak Ridge National Laboratory has been named director of ORNL’s Center for Nanophase Materials Sciences, one of the five DOE Nanoscale Science Research Centers.

Christen joined ORNL in 2000 and led the Thin Films and Nanostructures group from 2006 to 2013. In 2013, he became associate director within the Materials Science and Technology Division and has managed the DOE Materials Sciences and Engineering Program since 2011.

His research has focused on the effects of epitaxial strain, spatial confinement, and interfacial mechanisms on the properties of complex-oxide thin films, in particular ferromagnetic, ferroelectric, and multiferroic perovskites. He has authored more than 150 scientific publications and several patents, is a fellow of the American Physical Society, and has served on a number of National Science Foundation and DOE review panels. ORNL-UT researchers invent ‘sideways’ approach to 2-D hybrid materials

ORNL and UT researchers have invented a method to merge different 2-dimensional materials into a seamless layer. This colorized scanning tunneling microscope image shows a single-atom sheet composed of graphene (seen in blue) combined with hexagonal boron nitride (seen in yellow).

Researchers at Oak Ridge National Laboratory and the University of Tennessee in Knoxville have pioneered a new technique for forming a two-dimensional, single-atom sheet of two different materials with a seamless boundary.

The study, published in the journal Science, could enable the use of new types of 2-D hybrid materials in technological applications and fundamental research.

By rethinking a traditional method of growing materials, the researchers combined two compounds—graphene and boron nitride—into a single layer only one atom thick. Graphene, which consists of carbon atoms arranged in hexagonal, honeycomb-like rings, has attracted waves of attention because of its high strength and electronic properties. [Read more…]

Two researchers from Oak Ridge National Laboratory and a University of Tennessee-ORNL Governor’s Chair professor have been elected fellows of the American Physical Society.

The ORNL researchers are Viatcheslav V. Danilov of the Research Accelerator Division and Michael Scott Smith of the Physics Division. Steven J. Zinkle, formerly of ORNL and now a UT-ORNL Governor’s Chair, was recognized for his work during a 28-year career at the national laboratory.

Danilov was recognized by his APS peers “for fundamental and creative solutions to a wide range of accelerator physics issues, including laser stripping ring injection, integrable beam dynamics, space charge and instabilities.” [Read more…]

New security contractor for DOE Oak Ridge receives ‘commendable’ rating

The new security contractor for the U.S. Department of Energy in Oak Ridge has received a “commendable” rating for its performance protecting federal facilities.

National Strategic Protective Services LLC, a joint venture of Triple Canopy Inc. and Securiguard Inc., provides protective force services at the East Tennessee Technology Park, Joe L. Evins Federal Building, and Oak Ridge National Laboratory.

“DOE recognized NSPS for its ability to quickly adapt and respond to customer needs while seamlessly assuming responsibility as the Oak Ridge protective force services provider in March 2013,” a press release said. [Read more…]

Legal official retires at DOE Oak Ridge Office

Robert James, the assistant chief counsel for the U.S. Department of Energy’s Oak Ridge Office, has retired after 25 years of federal service.

James served as the assistant chief counsel since 2009. In this position, he led a team of attorneys that are responsible for legal representation on environmental, regulatory, health and safety, real estate, and security matters across the Oak Ridge Reservation, a press release said. His team also provides legal representation for Nuclear Energy missions in Oak Ridge; Paducah, Ky.; and Portsmouth, Ohio.

“Rob’s extensive knowledge and experience in environmental law have been a tremendous asset to the Oak Ridge Office and those it services,” said Larry Kelly, manager of DOE-ORO. “His insight and recommendations aided our leadership teams in making the most informed and prudent decisions.” [Read more…]

He was one of the first workers hired in Oak Ridge as part of the top-secret race to build the world’s first atomic bombs during World War II.

At only 20 years old, he became the chief photographer for what was then the Manhattan Engineer District, Clinton Engineer Works. He was the only person authorized to take pictures in the “Secret City” during the Manhattan Project, and he captured some classic moments, including the jubilation of Oak Ridge residents the day they learned World War II had ended.

Now 91, Ed Westcott was honored for his historic photography in a surprise ceremony this month. He was given the Muddy Boot Award by the East Tennessee Economic Council. The awards, which have been given out since 1973, pay tribute to people who have made East Tennessee a stronger region through their work and community activities.

“Ed’s photographs are so broadly used that they literally express our history and visually tell the unique story of Oak Ridge and its impact on East Tennessee, the Southeast, the nation, and even the world,” said Ray Smith, Y-12 National Security Complex historian. “So, he definitely qualifies for Muddy Boot consideration. Without Ed’s thousands of wonderful images, we would not be nearly as able to present our history.” [Read more…]

ORNL to lose 189 workers through voluntary separations by Dec. 31

One hundred eighty-nine employees at Oak Ridge National Laboratory will go off the payroll at the end of this month as part of a workforce reduction announced in September.

ORNL had received permission to reduce its staff by up to 475 employees, but in September, officials said they hoped they wouldn’t have to make that many cuts.

The voluntary separation program, or VSP, was part of the lab’s response to federal budget pressures. ORNL has also implemented other belt-tightening measures during the past few years. [Read more…]

Y-12 Community Relations Council adds members

Bruce Borchers, Veronica O’Hearn, and John W. Smith have joined the Y-12 Community Relations Council. The volunteer group is comprised of 29 community and business leaders who are charged with helping to exchange information between Y-12’s management team and the Oak Ridge and East Tennessee region. The new members were selected by the CRC membership, a press release said.

“B&W Y-12 launched the Community Relations Council in 2002 because we understand the importance of having a strong relationship with our neighbors in and around the Oak Ridge area,” said Bill Reis, B&W Y-12’s vice president of public and government affairs. “We work hard to keep the group updated on the projects/programs and activities at Y-12 and look to them to provide us feedback from the community and to serve as ambassadors for Y-12. It’s a wonderful partnership, and we appreciate each and every one of the CRC members for their commitment to Y-12 and the community.”
