City code could require animal shelters to protect against cold, dampness

A change to the Oak Ridge city code that will be considered Monday would require doghouses and shelters for outdoor animals to provide insulation and protection against cold and dampness.

Current city code requires access to a barn, doghouse, or other shelter “sufficient to protect the animal from the elements.”

But new language could be added to that section: “Doghouses and similar shelters shall be made of durable materials with a solid, moisture-proof floor, and must contain clean bedding material consisting of hay, straw, cedar shavings, or the equivalent to provide insulation and protection against cold and dampness.”

There have been concerns raised by residents, especially during cold winter weather, about keeping outdoor animals or pets safe and protected from freezing and below-freezing temperatures. It wasn’t immediately clear Tuesday night if those concerns led to the proposed code change.

The amended city code would require the approval of the Oak Ridge City Council, which meets at 7 p.m. Monday, March 12, in the Oak Ridge Municipal Building Courtroom. The change would be done through an ordinance, which requires City Council to approve it in two separate meetings, usually two monthly meetings. [Read more…]

Two charged in alleged robbery that started with car sale

Two people have been charged in an alleged robbery that started with a car sale, court records said.

The robbery was reported to have occurred on Bolin Road on the west side of Rocky Top on Thursday, February 22.

The two people charged with aggravated robbery in the case are Michael Rodney Sharp, 50, and Stephanie Jean Hoskins, 29, who both live on Bolin Road, according to Anderson County jail records.

The victim reported going to Bolin Road to buy a car from Sharp, according to affidavits filed in Anderson County General Sessions Court in Clinton by Anderson County Sheriff’s Department Deputy Gregory Stanley.

While she was talking to Sharp, the victim said, Hoskins hit her in the back of the head with a stick, knocking her unconscious, according to the affidavits. The victim said she was unconscious for about five minutes. [Read more…]

Anderson County’s historian will discuss the land and people before Oak Ridge during a Thursday evening meeting.

Mary S. Harris is Anderson County historian and records custodian, a press release said.

She will be the featured speaker at the monthly public meeting of the Oak Ridge Heritage and Preservation Association. It is scheduled to start at 7 p.m. Thursday, March 8, at the Midtown Community Center’s Wildcat Den.

The city that is now Oak Ridge was picked for the Manhattan Project, a top-secret federal project to build the world’s first atomic weapons during World War II, more than 75 years ago, on September 19, 1942. President Franklin Delano Roosevelt authorized the Manhattan Project on December 28, 1942, and by then, work on the site where the first production facilities would be built here was already under way. Tonight: ORHS Band concert with 8th Grade Bands, JazzRams

The Oak Ridge High School Concert and Symphonic Bands will perform Tuesday, March 6, in the Oak Ridge High School Performing Arts Center Auditorium.

The show will open with a guest performance by the Robertsville Middle School JazzRams, under the direction of Mike Spirko, director of the ORHS Band. This group of 6th-8th graders was formed and rehearses during school in the electives period at RMS, a press release said.

Spirko will then take the stage with the ORHS Concert Band for several selections, including Richard Saucedo’s “Triumphant Fanfare,” the press release said.

The Symphonic Band’s evening program will include the classic “Shenandoah,” directed by ORHS Band Director Spence Milligan. [Read more…]

Planning Commission to consider final master plan for property south of AMSE

The Oak Ridge Municipal Planning Commission on Thursday will consider a final master plan for about seven acres of land south of the American Museum of Science and Energy, property that was once part of the museum site.

During Thursday’s special meeting, the Planning Commission is scheduled to consider a final master plan for a planned unit development, or PUD, for the 7.4 acres, which is at the intersection of South Tulane Avenue and South Illinois Avenue.

The plan is to be submitted by TN Oak Ridge Illinois LLC, a company affiliated with RealtyLink, which is developing Main Street Oak Ridge at the former Oak Ridge Mall. A copy of the PUD final master plan wasn’t available Monday afternoon.

The special meeting is scheduled to start at 5:30 p.m. Thursday, March 8, in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue. A work session will follow at 6 p.m. [Read more…]

Clinton High School student charged after threatening notes

A Clinton High School student is in custody after an investigation into threatening notes found in a classroom on Monday afternoon, authorities said.

An investigation by school resource officers and investigators with the Anderson County Sheriff’s Department and Clinton High School officials led to the identification of the 15-year-old female student responsible for leaving the notes, which made false threats of a school shooting, according to the Anderson County Sheriff’s Department.

Charges will be filed in Anderson County Juvenile Court for felony false reports and disorderly conduct, according to the information, provided by Chief Deputy Mark Lucas. The girl is currently being held in the Richard L. Bean Juvenile Detention Center in Knoxville pending a detention hearing. [Read more…]

An elementary school teacher in Clinton has been named to a school safety group formed by Tennessee Governor Bill Haslam.

Abbey Kidwell is a fourth-grade teacher at South Clinton Elementary School.

The working group was announced by Haslam on Monday. It includes leaders from the state government’s executive branch, Tennessee General Assembly, and those who work in safety, education, and mental health. The group will immediately begin reviewing school safety in Tennessee and provide recommendations to enhance the security of school children, a press release said.

“While all schools in Tennessee currently have safety plans in place, the Governor’s School Safety Working Group will convene this week to review the policies, procedures, and process of developing and implementing those plans, as well as other school safety measures, including communication and collaboration among law enforcement, educators, and mental health professionals,” the press release said.

“All children in Tennessee deserve to learn in a safe and secure environment and I am asking this working group to move quickly in making practical recommendations that we can implement in the coming weeks and months to help increase the safety of our children,” Haslam said. “The review will be wide ranging but include specific items, such as entry to and exit from schools, training and availability of school resource officers, and in-school mental health resources for students.”

Haslam expects to have the first recommendations from the working group before the end of the legislative session, the press release said. [Read more…]

Oak Ridge voters are invited to a Meet the Candidates event on Thursday, April 5, at the Oak Ridge Civic Center, a press release said. The event is scheduled from 7 to 8:30 p.m. in the Social Room at the Oak Ridge Civic Center.

“Democracy for East Tennessee is sponsoring this event so residents of Anderson County can become better acquainted with the candidates for offices in the upcoming May 1 primary election,” a press release said.

Early voting begins April 11. The offices on the primary ballot are Circuit Court Clerk, County Clerk, County Mayor, Register of Deeds, Road Superintendent, Sheriff, and Trustee. [Read more…]

Egg Hunt is Saturday, March 24; volunteers needed

The Oak Ridge Recreation and Parks Department will host the 2018 Egg Hunt on Saturday, March 24, at 11 a.m. Hundreds of children and their families are expected to participate in this annual spring event, a press release said.

More than 15,000 candy and prize-filled eggs will be hidden in A.K. Bissell Park with a 1st, 2nd, and 3rd place prize egg in each age group, the press release said. This event will be held rain or shine, so participants should dress for the weather. If severe weather prevents hiding the eggs outdoors, they will be given away in the gym and prizes will be randomly distributed.

Families should arrive early and assemble in the Oak Ridge Civic Center gymnasium prior to 11 a.m. Participants will be divided into separate age groups and will be escorted to their respective hunt areas. The hunt is targeted for preschool-aged children (4 years old) up to fourth grade. [Read more…]

An annual nonpartisan forum on Thursday will give you a chance to learn about issues and ask questions of local, state, and school officials.

The annual Pearls and Politics forum presents state legislators, local officials, and board of education members to the public, a press release said.

The Oak Ridge Lady Wildcats’ basketball season ended Saturday with a 62-51 loss at Daniel Boone High School in a Class AAA sectional game. The eight sectional games across Tennessee determine which eight teams go to the state tournament in Murfreesboro this week.

It was the last high school game for five talented, experienced Oak Ridge seniors: Desiree Bates, Destiny Kassner, Jaymi Golden, Mykia Dowdell, and Terrika Dean. They are part of a team that finished as Class AAA state runner-up in 2016 and made it to a state quarterfinal last year.

“This will be the biggest hit that we’ve taken,” Paige Redman, who has coached the Oak Ridge girls for three seasons, told broadcaster David Clary at Prepradio.com. “This was the group that we started with.”

Oak Ridge (25-7) advanced to the 2017 state tournament last year by beating Daniel Boone 61-44 in a sectional game at Wildcat Arena—after trailing early and being tied 20-20 at halftime.

In this year’s rematch in Gray, which is in upper East Tennessee, the two teams traded leads six times, and they were tied three times.

The Lady Trailblazers took the lead for good, 51-49, on a three-point shot late in the fourth quarter. [Read more…]

Altrusa to award scholarships for women, apply by March 30

Altrusa International of Oak Ridge is offering scholarships starting at $1,000 to deserving women to support their pursuit of education and/or training, a press release said.

The Sarah Ketron Scholarship is intended for women who are non-traditional students and have interrupted their studies for work or family obligations and are returning to school to complete their education. It is named in honor of the late Sarah Ketron, Altrusa president in 1973-74. She was for many years a school counselor in Oak Ridge as well as a community leader and volunteer.

The Altrusa Scholarship is available for women who are continuing their education, post-high school, at an institution of higher learning, such as a university, community college, or technical college, the press release said.

Altrusans seek to encourage and support women who are striving to complete their education, search for jobs, and become financially independent. “One of the key goals for selection is to award scholarships to those who show significant financial need,” said Kesha Waters, co-chair of the Scholarship Committee.
