Anderson County Chancellor M. Nichole “Nicki” Cantrell, the county’s first female chancellor, is resigning at the end of the month.

It wasn’t immediately clear on Saturday why Cantrell is resigning. A Republican, she ran unopposed in the 2022 elections and was re-elected to a second eight-year term in the county general election in August.

Lawsuit seeks 2020 election audit, voting machine restriction

An unconventional 483-page lawsuit filed in Anderson County Circuit Court seeks an audit of the 2020 election, asks for the results to be re-counted and possibly decertified, accuses federal legislators of treason, and demands a restraining order against electronic voting machines.

Two of the three plaintiffs who filed the lawsuit are Oak Ridge residents. One of those plaintiffs has also unsuccessfully filed federal lawsuits in Washington, D.C., against the president and vice president, chief justice, a former acting attorney general, and many members of Congress, according to court records.

Gooch re-appointed mayor

Warren Gooch

Oak Ridge Mayor Warren Gooch was appointed without opposition to a fifth two-year term on Monday, and Council member Jim Dodson was appointed to his first two-year term in a 4-3 vote.

Gooch is starting his third four-year term on Oak Ridge City Council. He has been mayor since being elected to Council in 2014. He had no opposition on Monday.

Gooch seeks re-appointment as mayor

Oak Ridge Mayor Warren Gooch is seeking a fifth two-year term as mayor. Gooch has asked the other six members of Oak Ridge City Council to re-appoint him to that position on Monday. He is the only council member seeking to be appointed mayor.

Meanwhile, there are two candidates for mayor pro tem, which is like vice mayor. Council members Jim Dodson and Chuck Hope have both asked to be appointed to that position.

The council member who had been mayor pro tem, Rick Chinn, did not seek re-election in November after two four-year terms on council.

In his letter of intent for mayor, Gooch said Oak Ridge is headed in the right direction, with good news across the city from Elza Gate in the east to The Preserve in the west.

Thursday forum for City Council, BOE candidates

There is a Thursday evening forum for candidates for Oak Ridge City Council and Oak Ridge Board of Education.

The candidate forum is scheduled to start at 7 p.m. Thursday, October 20, in City Room A-111 in the Coffey/McNally Building at Roane State Community College, 701 Briarcliff Avenue. It’s been organized by the League of Women Voters of Oak Ridge.

Candidates running for Oak Ridge City Council and Oak Ridge Board of Education have been invited to participate, a press release said. William “Bear” Stephenson has been invited to moderate.

State, federal candidate forum on Tuesday

There will be a forum on Tuesday for candidates running for the U.S. House of Representatives and Tennessee House and Senate.

The candidate forum is sponsored by the League of Women Voters of Oak Ridge, and it is scheduled to start at 7 p.m. Tuesday, October 18, in Roane State Community College City Room A-111 in the Coffey/McNally Building, 701 Briarcliff Avenue.

Candidates running for the U.S. House Third Congressional District, Tennessee Fifth Senatorial District, and Tennessee House of Representatives Districts 32 and 33 have been invited to participate, a press release said. William “Bear” Stephenson has been invited to moderate.

Barker seeking re-election as sheriff

Russell Barker is seeking a second term as sheriff of Anderson County in this year’s election.

Barker, a Republican, was first elected to a four-year term as sheriff in 2018 after serving as the director of the Seventh
Judicial District Crime Task Force in Anderson County.

In a press release, Barker said he has fulfilled his 2018 campaign promises of increasing the number of school resource officers, dedicating personnel to keep seniors safe, and implementing intelligence-led policing.

“I am very proud of what we have accomplished this first term,” Barker said in the press release. “I attribute the success we’ve had to the brave men and women I serve with every day. Together, we are making a great impact in Anderson County.”

Bowling running for judge

Local attorney Victoria Bowling will seek the Republican Party nomination for Anderson County General Sessions judge in Division I in the May 3 primary.

Bowling will run against the incumbent, Don Layton, who is seeking a fourth term as judge in this year’s election.

Bowling has a general law practice, focusing on family law, a press release said. She has practiced law for more than two decades in Anderson County, including serving four years with the Public Defender’s Office, the release said.

The press release said Bowling graduated Magna Cum Laude from the University of Tennessee in 1990 with a bachelor’s degree in Honors Political Science. She then attended the University of Tennessee Law School, where she graduated in 1993. Bowling received the University of Tennessee Dean’s Citation (Dean’s Commendation for Extraordinary Contributions to the College of Law). While in law school, she served on the Board of the Tennessee Bar Association. Bowling also served as President of the Student Bar Association (University of Tennessee Law School), the press release said.

Layton seeks fourth term as judge

Anderson County General Sessions Court Judge Don A. Layton will seek election to a fourth term this year.

Layton is the judge in General Sessions Court Division I in Clinton. He has presided over that court since 1998. General sessions judges serve eight-year terms.

“General Sessions Court Division I hears and processes more cases than any other court in Anderson County,” a press release said. “The Court produces more revenue than any other court in Anderson County.”

The press release said Layton is recognized throughout the state as a leader and innovator, and he has been chosen president of the 200-plus members of General Sessions Judges Conference. Layton is a frequent instructor and lecturer at state and educational conferences, the press release said.

Leadership Roane County presents ‘How to run for elected office’

Leadership Roane County will present a “How to Run for Elected Office” seminar on November 4. The seminar is scheduled from 6:30 p.m.-8 p.m. at the O’Brien Theater at Roane State Community College at 276 Patton Lane in Harriman.

Speakers include Charles Holiway, Roane County administrator of elections, and Marilyn Calfee, campaign manager for Representative Kent Calfee (District 32), followed by a panel of Chris Mason, Roane County trustee; Becky Ruppe, Rockwood city administrator; Stacey Wilson, spouse of County Commissioner Ben Wilson; and Stephanie Wright, Kingston City Council.

Dodson running for state rep

Jim Dodson

Oak Ridge City Council member Jim Dodson is seeking election in 2022 to serve as a state representative in Anderson County.

Dodson is running to serve in the Tennessee House of Representatives in District 33, which includes most of Anderson County.

He is running as a Democrat. The seat is currently held by John Ragan, an Oak Ridge Republican who is in his sixth two-year term.

Lynch will seek re-election as Circuit Court clerk

Republican Rex Lynch will seek re-election to a second term as Anderson County Circuit Court clerk in May of 2022.

Lynch was elected in 2018, and he recognized several improvements that were necessary in the Circuit Court Clerk’s office, a press release said. He has implemented several changes in the office during his first term, helping to eliminate turnover and boosting morale and production, the press release said.

“We had to address several personnel issues to make the office function more efficiently for the Anderson County court system and for the citizens of Anderson County,” Lynch said in the press release. “The renewed confidence in the stability of the office has resulted in increased productivity and reduced turnover.”

Lynch has upgraded technology and added several improvements, including the installation of a modern archival filing system as well as new electronic docket boards, the press release said. Also, the establishment of procedural policies and internal audits have helped eliminate any audit issues since Lynch has taken over the office, resulting in zero audit findings by the state’s Comptroller’s Office, the release said.
