B&W chief operating officer to retire but remain CEO of joint venture for Y-12/Pantex bid

The Babcock and Wilcox Co. announced Monday that Mary Pat Salomone, senior vice president and chief operating officer, will retire effective June 30 after 31 years with the company.

But Salomone will continue serving as chief executive officer of Nuclear Production Partners LLC, or NP2, the B&W-led joint venture competing for the U.S. Department of Energy contract to manage and operate Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas. B&W is now the lead management and operating contractor at the two plants.

Cleanup work in Oak Ridge could shift from radiological contamination to mercury contamination, and a new $120 million water treatment plant at the Y-12 National Security Complex will help reduce mercury as workers tear down four contaminated buildings that were used to make nuclear weapons in the 1950s and 1960s, officials announced Friday.

“This water treatment plant is a major step in addressing one of the biggest problems we have from the Cold War era—mercury once used to make nuclear weapons getting into our waterways,” said U.S. Sen. Lamar Alexander, a Tennessee Republican. He said mercury contamination can cause brain and nervous system damage in people who eat contaminated fish.

Alexander was at Y-12 on Friday along with other federal and state officials to help announce the new water treatment plant, which will be at the head of East Fork Poplar Creek on the south side of Y-12’s main production area. The plant would be connected to a Y-12 storm water system, and it could begin operating in 2019. It would be able to treat 1,500 gallons of mercury-contaminated water per minute. [Read more…]

ORNL-issued iPad stolen in Clinton

An Oak Ridge National Laboratory employee reported that a lab-issued iPad was stolen from his car while he and his wife shopped at the Dollar General store on Charles Seivers Boulevard on Tuesday afternoon, according to WYSH Radio in Clinton.

Gregory and Robin Chitwood called police around 2 p.m. Tuesday and reported that the device had been in the car when they went into the store but was gone when they returned, WYSH said. [Read more…]

A federal agency has upheld parts of two protests challenging a five-year contract to manage two nuclear weapons plants in Tennessee and Texas.

The U.S. Government Accountability Office also recommended re-opening the contract procurement, raising questions about the status of the $22.8 billion contract awarded to Consolidated Nuclear Security LLC, or CNS, in January. CNS was one of three bidding teams who competed for the contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

At the heart of the GAO decision, announced Monday, were questions about proposed savings. In particular, the agency seemed to question whether the National Nuclear Security Administration, which awarded the consolidated contract to CNS on Jan. 8, had properly evaluated the expected savings.

“NNSA failed to follow the publicly stated solicitation criteria, which provided that the agency would evaluate the feasibility and size of each offeror’s proposed cost savings resulting from the consolidation of the management and operation of these sites,” Ralph O. White, GAO managing associate general counsel for procurement law, said in a statement released Monday afternoon. [Read more…]

Workers are almost done removing demolition debris from the K-25 Building’s north end.

Only a small section of the giant building’s east wing remains. It is contaminated with technetium-99, a slow-decaying radioactive isotope. Further deactivation of that section is needed before demolition can begin, according to a recent article in “Public Involvement News,” published by the U.S. Department of Energy Oak Ridge Office. B&W Y-12 names Kevin Corbett as VP of quality assurance

Kevin Corbett

Kevin Corbett has been named B&W Y-12 vice president of quality assurance. He is replacing Janice Christman, who will be retiring from the Y-12 National Security Complex at the end of April.

With 32 years of experience, Corbett has managed quality programs on projects and installations for the U.S. Department of Energy and National Nuclear Security Administration, the Department of Defense, and the Department of State, as well as commercial nuclear power facilities and large-scale infrastructure programs valued at more than $20 billion.

“The B&W Y-12 team certainly will benefit from Kevin’s broad range of experience,” said B&W Y-12 President and General Manager Chuck Spencer. “With quality being a key component of everything we do at Y-12, Kevin’s expertise will help us ensure quality is an integral part of our culture.” [Read more…]

House committee passes bill to set up Manhattan Project National Park

A U.S. House of Representatives committee on Wednesday unanimously approved legislation to establish a Manhattan Project National Historical Park that would include sites in Oak Ridge and Hanford, Wash., and Los Alamos, N.M.

The Manhattan Project was a top-secret federal program to build the world’s first atomic weapons during World War II.

The legislation stalled in the last session of Congress, but it has been reintroduced this session. [Read more…]

United Way donations down after security breach, contractor changes

Donations to the United Way of Anderson County were down this year, and on Thursday, officials cited challenges in the federal contracting community, including the July 28 security breach at the Y-12 National Security Complex and the later departure of security contractor WSI.

There was also an end to federal stimulus money, a freeze in federal budgets and salaries, and a new consolidated contract to manage Y-12 and the Pantex Plant near Amarillo, Texas, which could result in the departure of B&W Y-12, said Rick Morrow, UWAC executive director.

The United Way of Anderson County had hoped to raise $1.4 million in the fiscal year that ended March 31, but volunteers and staff members fell short of that, collecting $1,277,771. [Read more…]

DOE Environmental Management has public meeting to discuss cleanup funding, strategy

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management, or EM, is holding a public meeting to discuss the program’s fiscal year 2015 budget and cleanup priorities. The workshop, featuring Oak Ridge’s senior EM leadership, is scheduled from 4-6 p.m. April 23 at Pollard Auditorium.

“As taxpayer stewards, I think these public meetings are a responsible practice that increase transparency and explain our decision process,” said Mark Whitney, Oak Ridge’s Environmental Management manager. “These meetings also provide a forum for residents and stakeholders to voice their opinions, suggestions, and concerns about our vision.” [Read more…]

DOE Oak Ridge Nuclear Energy manager to retire

J.T. Howell, manager of the Nuclear Energy Oak Ridge Site Office, will retire from the U.S. Department of Energy’s Oak Ridge Office on May 3 after 33 years of federal government service.

Howell has held his current position since 2011, responsible for advancing DOE’s nuclear energy programs in Oak Ridge; Portsmouth, Ohio; and Paducah, Ky. His responsibilities also include oversight of leases, agreements, and technology development and deployment between the DOE and the United States Enrichment Corporation to ensure a secure and viable domestic supply of enriched uranium for the United States defense purposes. ORNL leading study focused on afterlife of electric vehicle batteries

Once they’ve finished powering electric vehicles for hundreds of thousands of miles, it may not be the end of the road for automotive batteries, which researchers believe can provide continued benefits for consumers, automakers, and the environment.

Five used Chevrolet Volt batteries are at the heart of the Oak Ridge National Laboratory’s effort to determine the feasibility of a community energy storage system that would put electricity onto the grid. During the next year, researchers from ORNL, General Motors, and the ABB Group will conduct studies and compile data using a first-of-its-kind test platform officially commissioned Tuesday.
