DOE disposing of uranium-233 waste stored at ORNL

They haven’t agreed on a final budget number, but the Trump administration and the U.S. House and Senate have proposed spending between about $33 million and $52 million in the next fiscal year to continue disposing of uranium-233 waste materials that are stored at Oak Ridge National Laboratory in a building that is the oldest continuously operating nuclear facility in the U.S. Department of Energy complex.

The uranium-233, or U-233, waste is now stored in secure vaults in Building 3019, which was built in the 1940s at ORNL. Removing the waste could allow ORNL to relax its overall security posture, which will reduce costs, eliminate nuclear safety issues, and make the campus more conducive to collaborative science, according to a U.S. Senate Appropriations Committee report published in July.

Some of the waste is from a 1960s research and development test in New York, and it is being shipped to the Nevada National Security Site, a former nuclear weapons proving ground about 65 miles northwest of Las Vegas. In interviews this summer, DOE officials in Oak Ridge declined to discuss the amount of that waste that has been shipped to Nevada or to say how long the shipments might continue. But they are making progress, said Jay Mullis, acting manager of DOE’s Oak Ridge Office of Environmental Management.

Once all of those materials are shipped, the remaining U-233 at ORNL will be treated in “hot cell” facilities across the street from Building 3019, at Building 2026. The DOE’s Oak Ridge Office of Environmental Management owns both buildings.

Mullis said there is other U-233 waste stored in Building 3019, including from glovebox research at ORNL, from reactor plates, and from conglomerate materials. [Read more…]

Tennessee Senator Randy McNally, an Oak Ridge Republican, will seek to become the next speaker of the Senate.

If elected, McNally would replace Lieutenant Governor Ron Ramsey, a Blountville Republican who recently announced he is not seeking re-election.

McNally, a longtime legislator, is chair of the Senate Finance, Ways, and Means Committee.

“I want to thank Ron Ramsey for his tremendous leadership over these last 10 years,” McNally said in a Thursday press release. “If elected speaker, I will continue to support an independent state Senate, and I will remain committed to keeping taxes low, while maintaining the financial integrity of our state that benefits all Tennesseans.”

In the press release, McNally said he plans to spend his summer and fall working with Ramsey to help Tennessee Republicans maintain and grow their strong majority in the state Senate. [Read more…]

Corker column: Americans deserve to know where elected leaders stand on Iran deal

As I traveled across the Volunteer State during August, I spoke with many Tennesseans about the nuclear agreement between Iran, the United States, and other world powers. While opinions of the agreement vary, there is perhaps no greater geopolitical issue facing the world today than preventing a nuclear-armed Iran.

A strong agreement that would stop Iran from obtaining a nuclear weapon and stand the test of time was always the goal of these negotiations. That’s why when President Obama declared in 2012 that he would only accept a deal requiring Iran to “end their nuclear program,” there was hope that an agreement could win bipartisan support.

Since the administration reached an agreement in July, Congress has scrutinized it thoroughly to determine whether or not it achieves that goal.

In the coming days, the House of Representatives and Senate will debate and consider a resolution to disapprove of the administration’s Iran deal. And while we have known from the beginning that stopping a potential bad deal with Iran would be a heavy lift, many felt it was important for members of Congress—on behalf of those they represent—to carefully review and vote on any final agreement. Alexander to chair Energy, Water Subcommittee, which oversees Oak Ridge funding

U.S. Senator Lamar Alexander has been elected chair of a Senate subcommittee that oversees funding for federal sites in Oak Ridge, including Oak Ridge National Laboratory and the Y-12 National Nuclear Security Complex.

Alexander, who is a Tennessee Republican, was elected chair of the Senate Appropriations Subcommittee on Energy and Water Development by Senate Republicans on Tuesday, his office said in a press release.

“If we’re going to power our 21st-century economy, we need to pursue policies that don’t pick winners and losers in the marketplace, and that instead enable innovation in our free enterprise system,” Alexander said. “That means unleashing nuclear power and other sources of the cheap, clean, reliable energy we need. It also means using our taxpayer dollars wisely: by supporting government-sponsored research that leads to innovation and jobs, and by controlling the costs of big construction projects in Tennessee and across the country.” [Read more…]

Senate Republicans on Wednesday elected U.S. Senator Lamar Alexander, a Tennessee Republican, to be the chairman of the Senate’s Committee on Health, Education, Labor, and Pensions.

“The work of no Senate committee affects the daily lives of more Americans more than this one—whether we are fixing No Child Left Behind, or reducing federal paperwork to make it easier for students to attend college, or making it simpler for medical treatments and cures to make their way through the Food and Drug Administration to patients who need the help,” Alexander said in a press release. U.S. Senator Bob Corker has been elected chairman of the powerful Senate Foreign Relations Committee by committee members, and his appointment will be confirmed Thursday during a meeting of Senate Republicans, his office said Tuesday.

Corker had a conference call with Tennessee reporters Wednesday morning to discuss his appointment, his goals for the committee, and this year in Congress.

A Chattanooga Republican, Corker also will be serving on the Senate Banking Committee, the Budget Committee, and the Aging Committee. [Read more…]

An amendment introduced in the U.S. House of Representatives on Tuesday includes the creation of a long-sought-after Manhattan Project National Historical Park that would include Oak Ridge, and supporters are hopeful that the legislation, which has bipartisan support, will pass before the end of the legislative session.

The bill appears to have a “really good chance of moving forward,” said Kati Schmidt, spokesperson for the National Parks Conservation Association.

Besides Oak Ridge, the Manhattan Project National Historical Park would also include Los Alamos, New Mexico, and Hanford, Washington. Those three areas were among the sites involved in the Manhattan Project, a top-secret federal program to build the world’s first atomic bombs during World War II.

There is currently no national park commemorating the project, which is considered one of the most significant events of the 20th century. Historic preservationists, including in Oak Ridge and at the Atomic Heritage Foundation in Washington, D.C., have tried for years to change that. [Read more…]

WASHINGTON, D.C.—Elizabeth Sherwood-Randall was confirmed by the Senate on Thursday, September 18, as the U.S. Department of Energy’s deputy secretary.

“Liz’s confirmation comes at a historic time in our nation’s energy evolution,” Energy Secretary Ernest Moniz said. “She joins us with deep expertise in the department’s nuclear security mission, including both nuclear weapons and countering proliferation. Her extensive public service and recent responsibilities on the White House national security team position her to contribute to the department’s energy and security missions in a major way, both domestically and internationally. I thank the Senate for their attention to Liz’s nomination, and look forward to working closely with her as a key, trusted colleague.”

President Barack Obama nominated Sherwood-Randall in July.

WASHINGTON, D.C.—On Wednesday, the House of Representatives passed a critical continuing resolution which will keep the government open until the end of the fiscal year and maintain funding for significant government operations.

“Today, I am happy to announce that the House of Representatives has passed a responsible and fiscally sound funding measure, which will prevent a government shutdown,” U.S. Representative Chuck Fleischmann said directly after passage. “By crafting a clean continuing resolution that maintains current funding levels, we have provided the American people and crucial parts of our government, such as the armed forces, with needed certainty. However, I am disappointed that the Democrat-controlled Senate could not manage to undertake its constitutional responsibility and pass a single appropriations bill. It is imperative that Congress returns to regular order and eliminates the need for these constant stopgap measures.”

In addition to keeping the government open, the bill also included the McKeon Amendment. This provides authorization for the president’s request to arm and train carefully vetted factions within the Syrian opposition in order to combat ISIS while providing for congressional oversight.

Corker dampens presidential speculation, calls ISIS ‘demonic’

He’s been asked the question before, and on Friday, U.S. Senator Bob Corker answered it again: Are you considering running for president in 2016?

Corker didn’t say “no,” but he did dampen the discussion. The Tennessee Republican pointed out that if he were a candidate, he would likely be making trips to Iowa and New Hampshire, key early stops in presidential campaigns, rather than visiting Oak Ridge and East Tennessee.

Still, after a short speech to the East Tennessee Economic Council on Friday, Corker, a Tennessee Republican, said every senator involved in policy decisions and helping to solve the nation’s problems probably thinks about a presidential run “from time to time.”

Corker was the guest speaker at ETEC’s weekly Friday morning meeting. During his talk, he bemoaned the nation’s lack of vision, saying the chief executive needs to have one but President Obama doesn’t lead toward one.

“Without vision, people bicker,” Corker said. The question is: Who is going to create the national vision? the senator said. The nation may need three priorities, he said. [Read more…]
