Board orders demolition of Tyrone Road building, but Magic Wok excluded

A city board on Thursday ordered the demolition of this building on East Tyrone Road within 30 days. The Magic Wok restaurant, which is in a separate diner on the western side of the building, is not affected.

Despite a plea for another extension, a city board on Thursday ordered that a commercial building on East Tyrone Road be demolished within 30 days. The demolition order does not apply to the popular Magic Wok restaurant, which is in a separate diner on the western side of the building.

The Oak Ridge Board of Building and Housing Code Appeals had previously given the building owners more time to develop a repair or demolition plan, including a five-month extension in June. At Thursday’s meeting, board members suggested they hadn’t seen enough work take place since then.

“I’m seeing very little progress,” said board member Joe Lee, who made the motion to demolish within 30 days, which is what the city staff had requested. “This has been an ongoing issue for a decade or more.”

The city staff said the partially occupied commercial structure has been declared unfit for human occupation or use because of code violations, and a demolition deadline expired Thursday. The staff said the estimated cost of repairs exceeds 50 percent of the building’s value, which is an important benchmark for issuing a demolition order. The staff has said the building is in a state of disrepair, lacks adequate fire and panic exits, and the roof and interior have not been adequately maintained for several years.

The motion to demolish the building at 123 and 135 East Tyrone Road was approved in a 6-0 vote on Thursday. Voting in favor of that motion were Chair Bruce LeForce, Vice Chair Philip Nipper, Secretary Amy Seiber, Lee, and board members Phil Yager and Leonar Vaughen. City buys, demolishes blighted home in Woodland

The city of Oak Ridge bought a blighted home at the corner of Northwestern and South Purdue avenues in April and demolished it on Thursday, June 26.

“It was in really bad shape,” Oak Ridge Community Development Director Kathryn Baldwin said. “This one was past saving.”

The home, which had been vacant, was extremely contaminated and dirty inside, and there were problems with every system in the small, single-story house, including the electrical and heating and cooling systems, said Matt Widner, Oak Ridge Community Development housing specialist. The ceilings were collapsing.

“It was a mess,” Widner said.

The straw-covered quarter-acre lot is now vacant. Before the demolition, a yard sign said the project was “Turning Blight into Right.” [Read more…]

Railroad tracks removed from South Illinois, Emory Valley

South Illinois Avenue Railroad Track Removal

A work crew from Rogers Group removes unused railroad tracks from South Illinois Avenue just south of Lafayette Drive and Scarboro Road on Saturday night. After the tracks were removed, the railroad crossing was repaved, and the road reopened on Sunday.

Unused railroad tracks that crossed Briarcliff Avenue, Emory Valley Road, and South Illinois Avenue were removed on Thursday and Saturday night.

Railroad company CSX split the traffic control costs with the city and paid to remove the tracks, Oak Ridge Public Works Director Gary Cinder said. In exchange, the city agreed to repave the roadways as part of street maintenance. The crossing lights were removed as well so that commercial vehicles, including school buses, no longer have to stop at the abandoned crossings and, in the case of school buses and other vehicles that carry children, open and close their doors before proceeding.

The project has been in the works for two years.

“We’re thrilled to finally get to this stage,” Cinder said last week. “It’s been a long time coming.” [Read more…]

Dry cleaner with hole in roof has 10 days to vacate; other shops have 60 days

Classic Cleaners

Located in a small shopping center on Tyler and Tyrone roads, Classic Cleaners was given 10 days to vacate after the city staff said it found very serious code violations and structural issues in the building, which also houses a handful of other businesses.

City officials have deemed a building housing five businesses in central Oak Ridge to be deteriorated and hazardous, and a municipal board has given a longtime dry cleaner located in the small shopping center on Tyrone Road 10 days to vacate.

Meanwhile, a few other businesses also located there—a thrift store, wig shop, and Mexican grocery—have been given 60 days to come up with a plan of action outlining what can be done to stabilize the building.

The order from the Oak Ridge Board of Building and Housing Code Appeals does not affect the Magic Wok, but it does apply to the restaurant’s food preparation and overflow dining areas.

The partially occupied 50,000-square-feet building is at 123 and 135 E. Tyrone Road, just north of Oak Ridge Turnpike near Jackson Square. It includes Classic Cleaners, Mia’s Gift Shop and Accessories, the New 2 U Thrift Store, and Tienda Nony International Marketplace. Pot-bellied Pig on Nasson Lane

A black-and-white female pot-bellied pig roams loose on Nasson Lane in Woodland on Monday morning.

A black-and-white pot-bellied pig roaming loose in Woodland was picked up by animal control officers and taken to the Oak Ridge Animal Shelter on Monday morning.

The slow-moving female pig roamed through several yards on Nasson Lane before it was corralled in a a backyard, where it was picked up by an animal control officer.

It wasn’t clear where the pig came from. It did not have a collar or identification tags.

Some people keep pot-bellied pigs as pets and one officer said he has encountered them before, although it’s not clear if they would be allowed in the center of the city. [Read more…]

A duplex at this lot at 114-116 Lawton Road was demolished after an October fire, and the property could be turned over to a new Oak Ridge land bank.

A new Oak Ridge land bank could be started with $100,000, one donated lot, and eleven parcels where homes have been demolished or are being demolished.

Oak Ridge officials said the land bank program is a tool that can help the city return vacant, abandoned, and tax-delinquent properties to productive use, one of several initiatives to improve local housing.

The Oak Ridge City Council agreed in a 6-1 vote on Monday to set up the Oak Ridge Land Bank Corp., appropriate the funds and staff support required to create and start running the program, and transfer the available city-acquired properties. The public debate gained notoriety in December with a dispute over an electronic sign featuring an animated Santa. After months of meetings and hours of discussions, it could be close to being resolved, although the community appears to remain divided.

On Monday night, the Oak Ridge City Council voted 4-3 to approve, in the first of two monthly votes, ordinance changes that would, among other things, prohibit videos or continuously scrolling messages on electronic signs, revisions that would presumably prevent an animated Santa.

The revised ordinance would require messages on the increasingly popular signs to be static and remain displayed for five seconds. The changes, which still have to be approved on second and final reading in September, would also govern signs used for sporting events, set maximum brightness levels, and require the displays to automatically dim through photo cell technology. Council considers electronic signs, land bank, rental inspections

The Oak Ridge City Council on Monday will consider new regulations for electronic signs, expanding the city’s residential rental inspection district, and creating the first-ever land bank in Tennessee.

Oak Ridge officials could prohibit animated electronic signs, expand the city’s residential rental inspection district to include about 1,700 homes, and officially set up an Oak Ridge Land Bank Corp. during a Monday night meeting.

The Oak Ridge City Council will also consider approving contracts with economic development consultant Ray Evans and state lobbyist Bill Nolan, and terminating the lease on the building that once housed the Recording for the Blind and Dyslexic on Badger Road. Now partially empty, the split-level two-story building still houses the Oak Ridge Civic Music Association, and city officials said they haven’t decided what to do with it yet.

Tennessee Gov. Bill Haslam visited Oak Ridge about one year ago to announce that a state grant valued at roughly $800,000 had been awarded to the city to help revitalize Jackson Square, focusing on parking, lighting, landscaping, and benches.

Next month, Oak Ridge officials will have an open house to present three conceptual drawings for the project, which is in the city’s original town center. The public meeting starts at 6:30 p.m. Wednesday, Aug. 7, at the Oak Ridge Chamber of Commerce.

The Tennessee Department of Transportation Enhancement Grant awarded last year is to be used for the project’s first phase, which includes renovating the Jackson Square parking lot by adding handicapped parking and access, pedestrian lighting and circulation, landscaping and event enhancements, and bicycle racks and benches, a city press release said. Oak Ridge officials are reconsidering a proposal that would allow them to inspect rental homes as part of a program to combat property blight and substandard housing.

It’s been considered before and the Oak Ridge City Council has approved an ordinance establishing the program, but it’s never been implemented, Oak Ridge Community Development Director Kathryn Baldwin said Monday.

Now, the city staff has proposed expanding the program from the Highland View neighborhood to the larger Manhattan District Overlay, which includes Highland View and a swath of properties north of Oak Ridge Turnpike from East Drive in east Oak Ridge to Bryn Mawr Circle in west Oak Ridge. The MDO also includes properties in the Woodland, Scarboro, and Burnham Woods neighborhoods. [Read more…]

Emory Valley Center has been researching new signage for our campus in Oak Ridge. Before purchasing new signs, we asked for assistance from the City of Oak Ridge to learn all the specifics for sign regulations.

Monica Austin, Oak Ridge Community Development division manager, could not have been more helpful. She visited our campus with me, told me the proper signs we needed for safety for the many people that come and go in our busy buildings every day, and followed up with me with accurate drawings for placements. The Oak Ridge municipal staff has posted yellow “Danger” signs on units at four Applewood Apartment buildings on Hunter Circle.

A few days after a city board declared them unfit, the Oak Ridge municipal staff posted yellow “Danger” signs on four Applewood Apartment buildings on Hunter Circle, officials said.

Posted on Tuesday, the placards say the 48 apartment units have been deemed unfit for human occupation or use, said Denny Boss, Oak Ridge code enforcement supervisor. The notices cannot be removed until the structures are repaired or demolished.

Joe Levitt, the Knoxville attorney who owns the apartments, disagrees that they are dangerous.

“The buildings are in satisfactory engineering and architectural condition,” he said Thursday. “There’s no question about that.” [Read more…]
