City officials clash over Secret City Festival spending costs

The Rick Springfield concert at the Secret City Festival in June was the largest ever for the annual festival, an organizer said.

Debate over the costs of the Secret City Festival—and whether the city can afford a $160,000 “party” every year—was briefly renewed again on Monday.

The sometimes-rancorous debate came up as the Oak Ridge City Council considered whether to approve two resolutions laying the financial foundation for the June 2014 festival.

Early in the debate, Oak Ridge City Council member Trina Baughn moved to reallocate the Secret City Festival money and use it instead for a school resource officer in each middle school, or two SROs total.

But Council member Charlie Hensley said Baughn was essentially asking the city to take money it would collect from festival sponsors and use it instead for SROs.

Council agrees to buy car wash to build sewer system tank

The Oak Ridge City Council has approved the purchase of Mullins Performance Car Wash in south Oak Ridge to allow the city to build a sewer system holding tank.

A car wash in south Oak Ridge could soon be replaced by a sewer system holding tank.

The Oak Ridge City Council on Monday voted 5-1 to buy the car wash, owned by businessman Terry Mulllins, for $125,000.

The land is at the southern gateway to Oak Ridge, near the intersection of Scarboro Road and South Illinois Avenue. The city agreed to buy the property so workers can place the proposed tank, officially called an equalization basin, farther away from the busy intersection and make it less visible. The intersection is used by thousands of drivers every day, including workers at the Y-12 National Security Complex.

The tank is one of three equalization basins that the city plans to build in order to comply with a U.S. Environmental Protection Agency order that requires Oak Ridge to repair all sewer system overflows by September 2015. [Read more…]

New China Palace closes at marina, reopens on Central Avenue

New China Palace Closed

The longtime New China Palace restaurant has closed at the Oak Ridge Marina and moved to a new location on Central Avenue in the center of town.

A longtime Chinese restaurant that had been on the city’s waterfront for decades has moved out of a city-owned building at the Oak Ridge Marina and reopened on Central Avenue in the center of town.

The New China Palace restaurant reopened on Central Avenue on Nov. 22, owner Cheng Ren said Saturday.

The former waterfront location closed five weeks earlier on Oct. 18 after at least one lease extension.

The city has developed a master plan for the waterfront area that recommends the current New China Palace site off Melton Lake Drive be remodeled as a bathhouse facility. It would be used to support a growing number of rowing and public activities as part of an ambitious plan to revamp the waterfront from Elza Gate Park to Rivers Run Boulevard. [Read more…]

Chuck Coutant, a retired Oak Ridge National Laboratory fish biologist and active community leader for more than 40 years, recently received the Vocational Service Award of the Rotary Club of Oak Ridge at the club’s noon luncheon meeting at the DoubleTree Hotel.

A native of upstate New York and resident of Oak Ridge since 1970, Coutant was recognized for his leadership in the community in environmental and cultural activities, his excellence as an Oak Ridge National Laboratory scientist, and his influence on national and international environmental policies.

Currently, Coutant is a consultant to power companies for environmental evaluation of cooling systems and is president of Friends of ORNL. [Read more…]

The Anderson County Commission on Monday unanimously approved a $13 million tax financing agreement that could be used to help the $85 million redevelopment of the mostly empty Oak Ridge Mall.

CLINTON—The Anderson County Commission on Monday unanimously approved a $13 million tax financing agreement that could be used to help the $85 million redevelopment of the mostly empty Oak Ridge Mall.

The vote was 15-0. Anderson County Commissioner Mark Alderson was absent.

“I am extremely optimistic about this,” said Anderson County Commission Vice Chair Robin Biloski, an Oak Ridge resident.

It’s the fifth unanimous or near-unanimous vote on the project in less than a month. The tax increment financing, or TIF, had also been approved with no opposition, but with one abstention, by the Oak Ridge City Council, and it had also been endorsed with no opposition by the Oak Ridge Industrial Development Board and Anderson County budget and operations committees. Note: This Nov. 14 e-mail from an attorney representing mall redeveloper Crosland Southeast was written in response to a nullification proposal submitted by Oak Ridge City Council member Trina Baughn to Anderson County officials.

I represent Crosland in connection with the proposed Economic Impact Plan for the Redevelopment of the Oak Ridge Mall Economic Development Area (the “Economic Impact Plan”). The Economic Impact Plan has been approved by the Industrial Development Board of the City of Oak Ridge (the “IDB”) and the City Council for the City of Oak Ridge, and it is on the agenda for the Nov. 18 meeting of the Board of Commissioners of Anderson County. I would like to respond to Ms. Baughn’s suggestion that the tax increment financing (“TIF”) funding for the redevelopment of the Oak Ridge Mall be nullified if at least 65 percent of the planned new retail square footage is not completed by December 2018.

As has been explained by Ray Evans in the meetings of the Anderson County Operations Committee and the Budget Committee, the proposed redevelopment of the Oak Ridge Mall requires a public-private partnership. After carefully reviewing the project’s pro forma, the city officials who have been involved in negotiating the incentives with Crosland were convinced that there was a funding gap of $13 million that could be bridged by the use of the TIF funding. Officials celebrate conversion of historic hotel to assisted living center

Local, state, and federal officials join volunteers and nonprofit and business executives for a groundbreaking ceremony at the historic Alexander Inn on Thursday.

Top military leaders and scientists once stayed at this historic two-story hotel in the heart of Oak Ridge, and now it’s being converted into an assisted living center.

The $5.5 million renovation of the Alexander Inn at Jackson Square started in July, the culmination of a years-long preservation effort. It could be complete by mid-2014, said Rick Dover, manager of Family Pride Corp., the company converting the hotel.

The Guest House Senior Living at the Alexander Inn will have 62 rooms, including a 17-room memory care wing.

The hotel was built during the Manhattan Project, a top-secret federal program to build the world’s first atomic bombs during World War II. Guests who once stayed there included Gen. Leslie Groves, Secretary of War Henry Stimson, and physicists J. Robert Oppenheimer and Enrico Fermi. [Read more…]

Note: This is a copy of a Nov. 6 letter sent by the Oak Ridge Chamber of Commerce to the Oak Ridge City Council and Anderson County Commission. The Oak Ridge City Council approved the tax increment financing for the Oak Ridge Mall redevelopment in a 6-0 vote on Monday.

Dear members of Council and Commission:

Today, in a full retreat attended by the board of directors of the Oak Ridge Chamber of Commerce and numerous Chamber Millennium Partners, our board unanimously adopted a position urging Oak Ridge City Council and Anderson County Commission to unanimously approve tax increment financing (TIF) for redevelopment of the Oak Ridge Mall property.

This is the most critical near-term economic development project in Oak Ridge and Anderson County. It will undoubtedly impact our economy, our ability to attract additional retail/commercial projects, and our community pride.

Oak Ridge City Council approves $13 million tax financing for mall redevelopment

The Oak Ridge City Council voted 6-0 on Monday to approve a $13 million proposal to use new property tax revenues to help redevelop the Oak Ridge Mall. The L-shaped mall is pictured at center above. The Oak Ridge City Council voted 6-0 on Monday to approve a $13 million proposal to use new property tax revenues to help redevelop the Oak Ridge Mall.

There was one abstention. The near-unanimous approval by Council continues a string of successes for the proposed redevelopment.

Known as tax increment financing, or a TIF, the proposal approved by Council on Monday had already been unanimously endorsed by the Oak Ridge Industrial Development Board and the Anderson County operations and budgets committees. Council approves 10 percent pay raise for city manager

After two attempts to give him smaller raises failed, the Oak Ridge City Council voted 4-3 on Monday to award City Manager Mark Watson a 10 percent salary increase.

Council rejected two separate proposals to lower the pay raise to 4 percent and 1 percent, the same salary hike given to other city employees this year.

The 10 percent increase raises Watson’s pay from just under $137,000 to $150,321.60, and it is effective Aug. 8, 2013.

The salary boost, which has generated much opposition online, had been recommended by a three-member City Manager Evaluation Committee. The committee had compared Watson’s pay to other city managers across Tennessee and in other U.S. Department of Energy cities. The recommended raise would keep Watson’s pay competitive, and it was based on his performance during his three years in Oak Ridge and evaluations by the seven City Council members, committee chair Chuck Hope said. Oak Ridge recruiting residents for Land Bank board

Oak Ridge is now accepting applications from residents who want to serve on the board of directors of the new Oak Ridge Land Bank Corp.

The board will have seven directors, and one of those will be an Oak Ridge City Council member. All directors must be residents and taxpayers in the City of Oak Ridge, a press release said.
