City agreed to use $150K, but low bid on Preschool paint job is $25K

The Oak Ridge City Council had agreed to use $150,000 in red-light camera money to repair the lead-based paint on the city’s Preschool, but the low bid came in significantly lower—$24,700, Public Works Director Gary Cinder said Monday.

The five bids ranged up to about $112,000, Cinder told the Oak Ridge City Council.

The low bidder has done some of this type of work at the Preschool before, Cinder said.

The work is expected to be done by this fall. It provides what officials hope will be a temporary fix while they develop a plan to permanently repair, replace, or move the Preschool. [Read more…]

The review of the Oak Ridge Police Department will be extensive, but it’s not clear yet who will be interviewed, an official said Friday.

The proposal submitted by the Municipal Technical Advisory Service and approved by the Oak Ridge City Council in March called for interviewing a randomly selected group of police department employees. It also called for interviewing other city employees and officers and possibly talking to community leaders not directly employed by the city.

But some have expressed concern that others who want to speak, including former officers and city residents, might not be able to under the limited 30-day review and random selection proposed by MTAS.

“These men deserve to be heard, all of them,” said Christen Thomas, wife of Oak Ridge Police Department Officer John Thomas.

The independent MTAS review will use Police Management Consultant Rex Barton, a former administrative captain for the Athens, Tennessee, Police Department. MTAS is part of the Institute for Public Service at the University of Tennessee. [Read more…]

Task force to consider changes to Secret City Festival

A new task force is scheduled to discuss potential changes to the Secret City Festival on Thursday, including shifting the annual festival to small events from mid-October to November 11 (Veterans Day), creating a nonprofit organization to run the festival (and possibly other special events), and voting on changing the date of the festival and whether it should be a one- or two-day event.

The new task force will also discuss unique opportunities for a festival theme and could develop a list of potential entertainment venues to be used throughout the city for the festival, consider other potential festival dates, and develop a list of potential partners.

The meeting of the Special Events Advisory Task Force starts at 4:30 p.m. Thursday, April 23, in the Oak Ridge Recreation Center’s Craft Room at 1402 Oak Ridge Turnpike. [Read more…]

Council approves ORHS stoplight contract in 4-3 vote

In a 4-3 vote Monday, the Oak Ridge City Council approved a contract to install a traffic signal at the Oak Ridge High School on Oak Ridge Turnpike.

The City Council approved a contract to install a stoplight on Oak Ridge Turnpike in front of Oak Ridge High School in a 4-3 vote on Monday.

Public Works Director Gary Cinder said the light will be green most of the time on Oak Ridge Turnpike. But it will turn red when cars are leaving the High School, giving those drivers a green light.

And the traffic signal lights will turn all-red when pedestrians are crossing, Cinder said. [Read more…]

Here is the master plan for Main Street Oak Ridge. (See a larger version of the plan in the link below.) The traffic signal and access would be on Rutgers Avenue in the bottom middle of the map above.

 

The City Council on Monday will consider resolutions that would allow new traffic signals at Oak Ridge High School and Main Street Oak Ridge.

Main Street Oak Ridge is the proposed project that would redevelop the former Oak Ridge Mall. The proposed traffic signal would be on Rutgers Avenue at a new access to Main Street Oak Ridge that the City Council could approve on Monday.

The other traffic signal would be on Oak Ridge Turnpike between Oak Ridge High School and the Civic Center. Council postponed a vote on that stoplight in March. [Read more…]

Oak Ridge teachers and principals have requested a 4 percent salary increase in the fiscal year that starts July 1.

Teachers said they’ve “gone backwards” in terms of real buying power during the past decade. And administrators said it’s become more difficult to attract quality applicants in part because of salaries.

It’s not clear yet if the requested increases will be approved or if the money is available or would require a property tax rate increase. There are a number of steps to complete before the budget receives final approval in June. Among other things, it has to be considered by both the Oak Ridge Board of Education and Oak Ridge City Council. [Read more…]

Workers have been assembling a sewer system holding tank near Emory Valley Road and Fairbanks Road. It’s one of three tanks that will help Oak Ridge comply with a U.S. Environmental Protection Agency order that requires the city to end all sewer system overflows by September 2015.

The Emory Valley Road tank is on a roughly one-acre tract on the east side of the former Daniel Arthur Rehabilitation Center. The other two tanks will be built near the intersection of South Illinois Avenue and Scarboro Road, just down the street from the main entrance to the Y-12 National Security Complex, and in an isolated, industrial area off Cairo Road in east Oak Ridge.

The Oak Ridge City Council approved the locations for the three tanks, officially known as equalization basins, in September 2013. The Anderson County Commission agreed to donate a small parcel of land for the Emory Valley Road tank. And the City Council agreed in December 2013 to buy a car wash owned by businessman Terry Mulllins for $125,000 and replace it with the tank at Scarboro Road and South Illinois Avenue as part of a plan to move that equalization basin farther back from the road. School board to consider balanced calendar, budget timeline

The Oak Ridge Board of Education will consider a balanced calendar for the 2016-2017 school year during a regular meeting tonight. The school board will also consider an updated budget timeline for the fiscal year that starts July 1.

The Board of Education could consider salary proposals from the Oak Ridge Education Association and principals during the meeting tonight (Monday, March 30). It starts at 6 p.m. at the Robert J. Smallridge School Administration Building at 304 New York Avenue.

The school board approved a balanced calendar for the 2015-2016 school year in a meeting in April 2014. This fall will be the first time that Oak Ridge has had a balanced calendar. [Read more…]

Despite calls for an investigation, the Oak Ridge City Council on Friday approved a proposal from a University of Tennessee agency to review—rather than investigate—the Oak Ridge Police Department, focusing on turnover, morale, and administrative policies.

A series of motions by City Council member Trina Baughn, who has pushed hardest for an investigation of the ORPD and its police chief, were rejected. Among other things, Baughn’s proposals would have required all Police Department employees to spend at least 10 minutes with the investigator, regardless of whether they wanted to say anything; sought to interview all former workers who have left since May 2011, when Police Chief Jim Akagi was hired; given those interviewed a chance to participate in a “no confidence” vote against the chief; and look into Akagi’s previous history, including his prior employment with the U.S. Drug Enforcement Administration.

Council also rejected a motion by Baughn to investigate the allegations included in a grievance filed by a former police officer and claims made in letters by former officers.

The 30-day review that was approved Friday was first proposed as a general concept by Oak Ridge City Council member Kelly Callison during a February meeting, with more detail added since then.

The Oak Ridge City Council will consider whether to review or investigate the Oak Ridge Police Department during a special meeting on Friday, March 27. The Council will also consider whether to place the police chief on administrative leave during the investigation, if one is conducted.

City Council members Trina Baughn and Rick Chinn called for the special meeting earlier this month, and it was set for this Friday, March 27. Baughn and Chinn asked to set the parameters of an investigation and possibly select an investigator during the special meeting. They also asked to discuss and possibly vote on placing the police chief on administrative leave during the investigation.

Once it became clear that the special meeting would be called, Council members Ellen Smith and Charlie Hensley asked to consider selecting a reviewer to conduct the police review, as opposed to an investigation, approved in February. [Read more…]

Main Street Oak Ridge signs first anchor lease, other leases could follow

The existing space between the two remaining anchors, Belk and JCPenney, would be demolished, although those two stores would remain.

The developers who want to convert the former Oak Ridge Mall into Main Street Oak Ridge signed their first anchor store lease last week, an executive said Thursday.

And three to five more leases could be signed in the next month or so, said Tim Sittema of Crosland Southeast, the North Carolina company that has proposed the roughly 60-acre redevelopment.

There will be a presentation on Main Street Oak Ridge, the redevelopment of the former Oak Ridge Mall, during a Monday evening meeting.

The joint meeting will include the Oak Ridge Municipal Planning Commission and the Traffic Safety Advisory Board. It starts at 5:30 p.m. Monday, March 16, in the Oak Ridge Municipal Building Courtroom.

The presentation will be given by Crosland Southeast, the North Carolina company that has proposed the redevelopment, and Cannon and Cannon Engineering. [Read more…]
