Guest column: Roane County saves more than $800,000 on refinancing debt

Roane County Executive Ron Woody announced this month that the county saved more than $800,000 by refinancing outstanding debt to lower interest rates.

Woody, his staff, and the Roane County Commission have created and adopted a multi-year debt service budget along with a county capital improvement plan. By having both a debt management plan and a capital plan, the county is able to more efficiently manage the county’s limited resources.

The debt plan and multi-year debt budget further identifies bonds that are eligible for refinancing. The county can then analyze whether refinancing allows for savings. The county identified a Rural School Bond of more than $11 million that had an interest rate of over 4 percent and was eligible for refinancing. The new interest rate is 2.8 percent, which is a savings of $854,600 over the term of the bond, including a savings of $185,735 in interest the first year. [Read more…]

Farmers Market now open on Wednesdays in Oak Ridge

The East Tennessee Farmers Association for Retail Marketing, or FARM, opened the Wednesday FARM Market at 3 p.m. Wednesday. The Oak Ridge market operates in the parking lot adjacent to historic Jackson Square. It is also the site of the popular Saturday FARM Market that operates from 8 a.m. until noon on Saturdays.

The market is open in Oak Ridge from 3 to 6 p.m. on Wednesday each week.

FARM operates two market locations in Knoxville on Tuesdays and Fridays from 3 to 6 p.m. The Tuesday market is held at Ebenezer United Methodist Church at 1001 Ebenezer Road near Westland Drive. On Friday, farmers sell products at the Laurel Church of Christ, 3457 Kingston Pike across from Cherokee Boulevard.

Established in 1976, FARM markets run from mid-April through late November. For more information visit online at www.easttnfarmmarkets.org.

TVA honors Green Power Switch leaders for renewable energy commitments

The Tennessee Valley Authority is recognizing local power companies and regional businesses that are driving the success of TVA’s Green Power Switch renewable energy program, a press release said. Oak Ridge is among the cities that have been honored.

TVA presented its annual Green Power Switch Leadership Awards to leading power companies in 14 categories at an event in Oak Ridge on Tuesday, May 6.

“Green Power Switch is about consumers stepping forward to support the generation of cleaner energy in the Tennessee Valley,” said Patty West, TVA director of Renewable Energy Solutions. “This program is successful because of the efforts of TVA’s local power company partners, and people and businesses who commit to supporting renewable energy generated in the valley. We are proud to honor those who continue to make our Green Power Switch program a success.” [Read more…]

City budget meeting schedule altered after tax due date changed

Oak Ridge has changed the due date and delinquency dates for property taxes, and the city’s budget meeting schedule has also been adjusted “to coincide with the tax due date changes,” a press release said.

The Oak Ridge City Council changed the due date for taxes to July 1 and the delinquency date to Aug. 31 during a March 24 meeting “so as to better benefit the city and the taxpayers,” the press release said.

“Typically, the city schedules consideration of the appropriations ordinance by the City Council in May; however, this year, the appropriations ordinance will be considered in June, thus reducing the number of meetings in May to just one regularly scheduled meeting of the City Council,” the release said. This meeting is scheduled for 7 p.m. Monday, May 12, in the Municipal Building Courtroom. [Read more…]

Inspired by her son’s efforts to shed light on the effects of bullying, Oak Ridge resident Misty Neergaard is running for the Tennessee House of Representatives.

Neergaard is unopposed in the state Democratic primary in District 33, which includes most of Anderson County, on Aug. 7. She will take on the winner of the Republican primary, which pits Rep. John Ragan, the incumbent, against newcomer Caitlin Nolan.

In a press release, Neergaard said her focus is on the need for Anderson County voters to have a voice in the Tennessee House.

“All too often Tennessee and its citizens are portrayed in a negative public light, Neergaard said in the release. “I know the people in Anderson County are kind and hard-working. They deserve a government who cares about them instead of scoring political points. Our family has been through some tough times, and the people of East Tennessee have been wonderfully supportive. It is time I give back.”

The release said Neergaard has been a dedicated mother and housewife for 18 years. Last summer, her son Marcel Neergaard created an online petition to help bring the effects of school bullying to light, the release said. [Read more…]

DOE explores options for enriched uranium technology for national security

USEC, UT-Battelle to preserve centrifuge enrichment capabilities on interim basis

USEC and UT-Battelle have signed a $33.7 million, five-month contract to continue operating centrifuges and conducting research and development activities on a uranium enrichment project deemed important for national security and possible commercial use.

The agreement with UT-Battelle, which manages Oak Ridge National Laboratory, was signed May 1. The five-month term ends Sept. 30. The new agreement includes options for two six-month extensions valued at about $41.7 million each. The total price of the contract with the options is roughly $117 million.

USEC, which is now an ORNL subcontractor, previously performed research, development, and demonstration work on the project, the American Centrifuge Project, under an agreement with the U.S. Department of Energy that had been in place since June 12, 2012. That cost-sharing agreement expired April 30. [Read more…]

Anderson County school officials revoke rejection of Oak Ridge Head Start application

CLINTON—Anderson County school officials have revoked a decision that could have resulted in the loss of about $700,000 in funding for the Head Start program in Oak Ridge in the next school year.

The Anderson County Board of Education rejected Oak Ridge’s Head Start application on April 10 over concerns about the falsification of federal data, specifically reports on the motor skills of children.

But since then, officials from Anderson County and Oak Ridge schools have met and hammered out a 10-point plan that could be put into place for the 2014-2015 school year. The agreement would allow Oak Ridge to continue to receive funding for the city’s Head Start program through Anderson County.

The agreement between the two systems, which would have the city and county work together to hire a new preschool principal or director in Oak Ridge, was considered during a brief special meeting of the Anderson County Board of Education in Clinton on Tuesday. The board unanimously agreed to rescind their April 10 rejection and accept Oak Ridge’s proposal. [Read more…]

Oak Ridge brush pickup under way

The citywide brush pickup program began Monday, April 28.

Tree limbs and bagged yard clippings or leaves will be picked up during the program. City collection efforts will follow the accompanying schedule as closely as possible, a press release said. The proposed schedule is a general guide and can vary considerably from the actual schedule due to weather conditions and/or the amount of participation by residents.
