Hoping to improve global security, UT launches Radiochemistry Center

KNOXVILLE—Hypothetical scenario: A nuclear bomb is detonated in one of America’s most populated cities. Just as at a crime scene, the officials need to find the culprit.

Currently, the process of analyzing weapons debris to understand the performance or design of the device is painstakingly slow. But new research to be conducted at the University of Tennessee in Knoxville seeks to improve radiochemistry and nuclear forensics to enhance global security.

The new Radiochemistry Center of Excellence is being established through a $1.2 million grant from the National Nuclear Security Administration for the first year, with the potential for a total of $6 million for five years. The center will focus on research and education to advance UT and NNSA laboratories such as the nearby Y-12 National Security Complex, Los Alamos National Laboratory, and Lawrence Livermore National Laboratory. The center will begin operating immediately. A Y-12 nuclear nonproliferation technology offering significant possibilities in the homeland security field was among those listed on the R&D Magazine 51st Annual R&D 100 Awards. The honor salutes the 100 most technologically significant products introduced into the marketplace during the past year.

The LISeTM, a high-efficiency thermal neutron detector based on the 6LiInSe2 crystal, is the first large, single-crystal semiconductor of high resistivity that contains lithium and directly detects thermal neutrons with high efficiency. The single-crystalline device will be used in handheld nuclear nonproliferation and homeland security applications to find fissile materials. Its simpler, more compact design, and higher efficiency are key improvements that will appeal to users. [Read more…]

An Oak Ridge organization that wants to eradicate nuclear weapons has asked a federal court to order the removal of the fence before an Aug. 6 ceremony.

Calling it an assault on their First Amendment rights, an Oak Ridge organization has again asked a federal court to order officials to remove a fence that blocks an area long used for protests, vigils, and demonstrations in front of the Y-12 National Security Complex.

The Oak Ridge Environmental Peace Alliance, which opposes Y-12’s nuclear weapons production work, filed the preliminary injunction in U.S. District Court in Knoxville on Friday. The lawsuit, which amends a complaint filed in April, names new U.S. Energy Secretary Ernest Moniz as the sole defendant.

OREPA wants the U.S. Department of Energy to reopen a small grass field near Y-12’s main entrance at East Bear Creek and Scarboro roads before an annual Aug. 6 demonstration. If it is left in place, the temporary fence erected April 1 would cause “irreparable harm” to First Amendment rights—including the rights of free speech, peaceful assembly, and the ability to petition the government for a redress of grievances, OREPA said. US, international partners remove last highly enriched uranium from Vietnam

Official in the United States, Vietnam, and Russia announced this month that they have removed 11 kilograms of highly enriched uranium, or HEU, from the Dalat Nuclear Research Institute in Dalat, Vietnam.

“With this shipment, the Socialist Republic of Vietnam became the eleventh country from which all HEU has been removed since President Obama’s 2009 announcement in Prague of an international effort to secure all vulnerable nuclear material around the world,” the U.S. Department of Energy’s National Nuclear Security Administration said in a press release. “The U.S. will work with our international partners to remove the remaining HEU from another country by the end of 2013 in support of this global effort and the goals of the Nuclear Security Summits.” [Read more…]

WASHINGTON, D.C.—Four National Nuclear Security Administration sites—Lawrence Livermore, Los Alamos, and Sandia national laboratories, along with the Y-12 National Security Site—have received a total of 11 of R&D 100 Awards from R&D Magazine. The 2013 awards recognize a variety of technologies created by researchers, scientists, and engineers from throughout the nuclear security enterprise.

Responding to morning traffic delays, particularly at its east entrance on Bear Creek Road, the Y-12 National Security Complex has asked some employees to volunteer to start their work day later after July 8.

Responding to morning traffic delays at its entrances, the Y-12 National Security Complex has asked some employees to volunteer to come into work later in the day starting July 8.

Significant traffic delays have been an issue since a lost driver who did not have a badge or permission to be at Y-12 said she was waved into the nuclear weapons plant on June 6.

Since then, Y-12 officials have said the plant has changed its approach to checking badges at the east and west gates. The more rigorous security checks are “here to stay,” B&W Y-12 General Manager Chuck Spencer said in a June 27 message to employees.

But the new procedures have led to traffic delays, particularly at the east entrance between 5:15 and 6:15 a.m., when vehicles can back up as far as the former Dean Stallings Ford on South Illinois Avenue. [Read more…]

More than 475 metric tons of Russian highly enriched uranium eliminated

WASHINGTON, D.C.–The National Nuclear Security Administration on Monday announced it has monitored the elimination of more than 475 metric tons of Russian highly enriched uranium, or HEU, under a landmark nuclear nonproliferation program, commonly known as Megatons to Megawatts.

The rough equivalent of 19,000 nuclear weapons has been permanently eliminated, the NNSA said in a press release. [Read more…]

Federal officials have a Sept. 25 deadline to rule on a new protest filed last week by one of the two teams that lost a contract competition earlier this year to manage two nuclear weapons plants in Tennessee and Texas.

The new bid protest was filed on June 17 by Nuclear Production Partners LLC, or NP2, a team led by Babcock and Wilcox Co. The U.S. Government Accountability Office has 100 days to respond to the latest protest but could issue a decision earlier.

The bid protest is related to the consolidated management and operating contract at the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas. [Read more…]

Federal officials and a contracting team declined to comment Tuesday on a new protest filed over the competition to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

The Babcock and Wilcox Co. announced Monday that its contracting team, Nuclear Production Partners LLC, or NP2, has filed a new protest with the Government Accountability Office related to the consolidated Y-12 and Pantex contract.

The new protest came about five months after earlier protests filed by NP2 and another contracting team, Integrated Nuclear Production Solutions LLC. Those protests were filed in January, after the National Nuclear Security Administration announced it had awarded a contract valued at about $23 billion to Consolidated Nuclear Security LLC, or CNS, to manage and operate Y-12 and Pantex. The Babcock and Wilcox Company announced Monday that Nuclear Production Partners LLC, or NP2, has filed a new protest with the Government Accountability Office related to the combined management and operating contract at the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

Four guards have been suspended at the Y-12 National Security Complex after a woman who did not have permission to be at the nuclear weapons plant drove through the main entrance on Thursday morning and was stopped a short time later, a federal spokesman said Monday.

The woman, who said she was looking for a new, low-cost apartment complex, followed morning commuters through the east gate at Bear Creek and Scarboro roads and drove unhindered through the plant before she was stopped by security officers at the west gate, according to an Oak Ridge Police Department report. Brenda L. Haptonstall, 62, told ORPD Officer Roy J. Heinz that she thought there must have been a crash at Y-12 because there were “nice officers waving her through with illuminated flashlight cones,” the report said. [Read more…]

Police officers at the Y-12 National Security Complex failed to follow established procedures when they allowed an Oak Ridge woman who did not have permission to be at the nuclear weapons plant to drive through the main entrance at Scarboro Road on Thursday morning, federal officials said.

Brenda L. Haptonstall, 62, told Oak Ridge police she was looking for a new, low-cost apartment complex and followed morning commuters through the east gate at the Y-12 National Security Complex at about 6:10 a.m. Thursday.

An Oak Ridge Police Department report said Haptonstall drove unhindered through the plant before she was stopped by security officers at the west gate. Haptonstall told ORPD Officer Roy J.
