Board will consider ‘unfit’ designations for four Applewood buildings

A Tennessee appellate court has sent an order to demolish four Applewood Apartment buildings back to a municipal board, and that board is scheduled to consider “unfit for human occupation and use” designations—but not demolitions—during a Thursday afternoon meeting.

The Oak Ridge Board of Building and Housing Code Appeals had ordered the four buildings on Hunter Circle demolished on Nov. 11, 2010. The order was upheld by the Anderson County Chancery Court, but Applewood Apartments owner Joseph J. Levitt Jr., a Knoxville attorney, appealed. [Read more…]

Kayaks, bikes could be rented at Oak Ridge Marina

An Oliver Springs company could rent kayaks and bicycles to the public at Melton Lake Park under a contract to be considered by Oak Ridge City Council on Monday.

Adventures Outdoors would use temporary space on Houseboat Row at Melton Lake Park as well as the bar area in the former New China Palace restaurant to rent and store the recreational equipment as part of a pilot program that could lead to a lease agreement.

It’s the next step in implementing a waterfront development plan approved by Oak Ridge City Council in December 2009, Oak Ridge Recreation and Parks Director Josh Collins said in a memo to City Manager Mark S. Watson. That plan included key features such as a new picnic pavilion, walking trails, new playground, permanent restrooms, enhanced lighting and landscaping, outdoor casual dining, and recreational equipment rental.

Applewood Apartments could be demolished, replaced by new complex

Eight of the 10 Applewood Apartments buildings could be demolished, and a new apartment complex could replace them under a plan proposed by an Alabama company.

The project, proposed by Huff Management Company of Opelika, Ala., is a “strong candidate” for a potential tax credit, Oak Ridge City Manager Mark S. Watson said. He said Huff Management has a contract with the present owner, Knoxville attorney Joe Levitt.

Guest column: The beginning of hopeful change in economic development

On a cool Monday evening at a recent Oak Ridge City Council work session, City Manager Mark Watson did something else. He offered the city and the Council a creative and achievable road map to changing the decades-old paradigm that is today’s Oak Ridge. He offered new exciting ideas geared to the 21st century and designed to promote both the fiscal health and the allure of the city.

The focus of the room was total, and one could almost hear the gray cells churning to take it all in. It is really fun to be present at the very beginning of hopeful change. The inertia of the city has been challenged, the status quo has been shaken, and the restlessness of the citizenry has been given a positive direction around which to coalesce.

North Carolina company signs purchase contract on Oak Ridge Mall

A North Carolina company has signed a contract to purchase the Oak Ridge Mall.

Crosland Southeast, a development and investment company headquartered in Charlotte, N.C., signed a contract in late January to buy the mostly empty mall from Oak Ridge City Center LLC, according to a Wednesday morning press release from the Oak Ridge Chamber of Commerce.

“We feel the Oak Ridge market is under-served in terms of retail and feel very positive about the retailers we believe we can bring to this new center,” Crosland Southeast partner Tim Sittema said in a Wednesday morning press release from the Oak Ridge Chamber of Commerce.

A sale price for the roughly 60-acre site in the heart of Oak Ridge has not yet been disclosed, but it would become public after the deal closes.

“In my book, this is one of the most exciting days I’ve had here in a decade at the Oak Ridge Chamber of Commerce,” said Parker Hardy, president of the Oak Ridge Chamber of Commerce. “This is a big deal.”

Council unanimously approves $150,000 contract for Jackson Square work

A concept plan by Benefield Richters of Knoxville for the $1 million revitalization of historic Jackson Square in Oak Ridge.

After a brief discussion Monday, the Oak Ridge City Council unanimously agreed to award a $150,000 contract to a company that will help in the first phase of a $1 million project to redevelop Jackson Square, the city’s original town center.

The contract for design services was awarded to Vaughn and Melton Consulting Engineering Inc. of Knoxville. V&M will help with services ranging from deed research and field surveys to preliminary plans and construction estimates.

Oak Ridge City Manager Mark Watson said V&M has helped with the redevelopment of Gay Street in Knoxville.

The work is part of a project funded with help from a Tennessee Department of Transportation Enhancement Grant that was announced by Gov. Bill Haslam in Jackson Square in June 2012.

Council accepts $480,000 grant for railway museum at K-25

Although they had concerns about potential worst-case scenarios, Oak Ridge City Council members on Monday unanimously agreed to accept a state grant worth up to $480,000 for construction of a railway museum at Heritage Center, a project first proposed more than a decade ago.

By approving the resolution, Council also authorized the city to enter into a construction management agreement with the Community Reuse Organization of East Tennessee and Heritage Center LLC. That agreement calls for CROET and Heritage to offer the 20 percent local match required under the grant, or $120,000, as well as associated construction management services.

Report: Oak Ridge officials discuss wastewater issues with EPA in Atlanta

Editor’s note: The Oak Ridge City Council recently established an ad hoc subcommittee to focus on issues related to the U.S. Environmental Protection Agency administrative order on inflow and infiltration of the city’s wastewater system. Councilman Chuck Hope, who is chairman of the subcommittee, provided the following report on its recent meeting with the EPA in Atlanta.

The subcommittee of City Council that was formed to address our EPA Administrative Order concerns, went to Atlanta, Ga., on Tuesday, Feb. 5, 2013, to meet with staff from the Southeast Regional (Region 4) EPA office.

The meeting was attended by four EPA staff members: Denisse Diaz, clean water enforcement branch chief; Maurice Horsey, municipal and industrial enforcement section chief; Michele Whetherington, assistant regional counsel; and Dennis Sayre, our assigned contact in municipal and industrial enforcement.

Radio Systems Corp. donates $100,000 to help build Oak Ridge dog park

Radio Systems Corp. has agreed to give Oak Ridge $100,000 through Legacy Parks to help build a dog park, a Friday afternoon press release said.

“At Radio Systems, we are always looking for ways we can give back to our community,” said Randy Boyd, founder and chief executive officer of Radio Systems Corp., maker of the PetSafe Brand. “We’ve seen the incredibly positive impact dog parks have made on communities, and we are excited to continue this effort in East Tennessee. We know Oak Ridgers and their dogs will enjoy a PetSafe dog park.”

The press release said PetSafe will partner with Oak Ridge to build the dog park within Big Turtle Park on the west end of the city.

Oak Ridge School Board passes resolution calling for SROs in all schools

The Oak Ridge Board of Education approved a resolution on Monday that says the board is committed to providing school resource officers at all eight of the schools that make up the system, from preschool all the way to high school.

The resolution passed last night directs Interim Oak Ridge Schools Superintendent Bob Smallridge to work with City Manager Mark Watson to find a way to make that happen.

Oak Ridge electric bond rating upgraded

Standard and Poor’s Rating Services recently raised its rating on Oak Ridge’s electric system’s revenue debt one notch, from “A-” to “A.”

“This is very good news for the City of Oak Ridge,” City Manager Mark Watson said. “Bonds for the city’s electric utility systems were upgraded and recognized for the stable outlook observed during Standard and Poor’s normal review. A better bond rating will have a positive impact on lower interest rate considerations in the future, if needed.”

Four ORPD sergeants ask court to order salary increase

Four veteran Oak Ridge Police Department sergeants, including one who has retired, have asked an Anderson County court to order that their pay be increased to $61,000 per year so they will earn as much as two less-experienced sergeants.

The four sergeants have requested that the pay increase be effective starting Jan. 8, 2012, when they filed a grievance.

They also want the court to overturn or modify a Sept. 7 order from the Oak Ridge Personnel Advisory Board that dismissed their grievance and found no violation of the city’s personnel ordinance.
