An Oak Ridge police officer was legally entitled to use lethal force against a man who was driving toward the officer when he was struck by two bullets after a police chase in October, Seventh Judicial District Attorney General Dave Clark said Thursday. The shooting in the parking lot of the county courthouse and county offices on Emory Valley on October 8 killed Isaiah D. Ramirez, 36. The shooting was investigated by the Tennessee Bureau of Investigation, which is common in shootings that involve police officers. The case was assigned to TBI Agent Denise Woodby. On Thursday, Clark announced that the investigation of the officer-involved shooting is complete. The investigation included a team of forensic scientists from the TBI Knoxville Violent Crime Response Team and forensic crime scene truck the day of the shooting, officer and witness statements, photographs and video recordings, laboratory testing and an autopsy, and evaluation of the crime scene and other observations, Clark said. “Based upon the totality of the circumstances, Officer Nathan Gibson had a reasonable basis to believe at the time that the suspect, Isaiah Ramirez, posed a threat of death or serious bodily injury to him (Gibson),” Clark said in a press release. “Gibson met the requirement multiple times of verbally ordering Ramirez to stop. Thus, Gibson was legally entitled to use lethal force against Isaiah Ramirez. While gunshots were the immediate cause of Ramirez’s death, it was Ramirez’s own decisions and conduct that were responsible for his death. No criminal charges would be legal or appropriate against Officer Nathan Gibson.” The results of the investigation were sent to Oak Ridge Police Chief Robin Smith. Among the findings, according to Clark: Ramirez, who had warrants for his arrest, fled from police in a pickup truck on Cumberland View Drive and forced two officers to jump out of his way to avoid being struck and narrowly missed another; drove around police trying to stop him and did not comply with verbal orders to stop, including from an officer who had his firearm drawn, or with police lights and sirens in a residential area and then down Emory Valley Road; and drove toward Gibson, who was standing with his weapon pointed at Gibson in the parking lot of the county courthouse and offices on Emory Valley Road. Victim identified in fatal crash

Authorities have identified the female driver who died in a head-on two-vehicle crash on Melton Lake Drive on Sunday night as Jessica Hotchkiss, 37, of Clinton.

No other details had been released as of Tuesday, and the Oak Ridge Police Department said the investigation was ongoing.

The fatal crash was reported at about 11:23 p.m. Sunday just south of the tower at the Oak Ridge rowing course finish line. It involved a sport utility vehicle and a Comcast utility bucket truck.

The ORPD said then that it appeared the SUV had crossed the center line, striking the Comcast truck head-on. [Read more…]

Man charged with homicide in crash that killed 3-year-old boy

An Anderson County man has been charged in an 11-count indictment that includes vehicular homicide by intoxication after a crash that killed a three-year-old boy and injured at least three other people in Oak Ridge last year.

Jason Robert Braden III, 3, died in the two-vehicle crash, which was considered a mass casualty event. It was reported at about 5:20 p.m. Friday, January 13, 2017, at the intersection of Emory Valley Road and Lafayette Drive.

Charged in the 11-count indictment is Jason Robert Braden II, 24, of Bush Road in Marlow. The charges against Braden include vehicular homicide by intoxication, vehicular homicide by recklessness, four counts of reckless aggravated assault, reckless endangerment when a deadly weapon (a motor vehicle) is involved, driving under the influence, driving without a license, speeding, and violation of the child restraint law.

The Anderson County Grand Jury in Clinton indicted Braden on February 27. He was arrested March 4. His bond has been set at $125,000, and he was released from the Anderson County Detention Facility on Monday, March 19. He has an arraignment set for Monday morning, March 26, in Anderson County Criminal Court in Clinton. [Read more…]

An Oak Ridge man was charged with aggravated assault after he allegedly threatened officers with a shovel on Friday, August 18.

William A. Rauhuff, 62, has been charged with three counts of aggravated assault and one count of resisting arrest.

Police had responded to a report of a possible suicide attempt on Marion Road at about 5:17 p.m. August 18, according to affidavits filed in Anderson County General Sessions Court in Oak Ridge.

Oak Ridge Police Department Officer Sherrill Selby was the first to arrive. Speaking through the front door of the home, Rauhuff told Selby that he was going to take her gun from her and shoot her, the affidavits said. [Read more…]

Two people have minor injuries after two fires this month

Two people were injured in fires in Oak Ridge this month, although the injuries were reported to be minor.

The first fire was reported at 515 Utica Circle in central Oak Ridge at about 3:33 p.m. Friday, March 3. One adult was taken by an ambulance to Methodist Medical Center of Oak Ridge, said Sergeant Jeremy Huddleston of the Oak Ridge Police Department. The fire was extinguished by the Oak Ridge Fire Department.

ORFD Battalion Chief Eric Rackard said a stove eye that had been left on in the second-floor apartment started a fire in grease in a pan. The resident tried to bring the pan outside to throw it outside, but the grease was burning too much for the resident to be able to handle the pan properly, Rackard said.

The fire burned the resident’s arm, Rackard said. The injuries were described as minor. The fire was deemed to be accidental.

The second fire was reported at Tennessee Tool and Engineering (TTE Casting Technologies Inc.) in Bethel Valley Industrial Park in south Oak Ridge at about 3:40 p.m. Thursday. That fire started in a storage room, Oak Ridge Fire Chief Darryl Kerley said. [Read more…]

A man who had allegedly taken a nine-year-old girl hostage and was armed with a rifle when police responded to a family disturbance peacefully surrendered to Oak Ridge police officers after about 1.5 hours of negotiations on Thursday, authorities said.

The child was rescued, and the armed suspect was taken into custody, the Oak Ridge Police Department said.

No injuries were reported after the man, later identified as Robert Foreman, 36, of Oak Ridge, surrendered. Part of New York Avenue was closed Thursday evening as officers negotiated with Foreman and set up a perimeter.

Foreman’s relationship to the girl wasn’t immediately clear Thursday. His motive also wasn’t clear. [Read more…]

A man is facing charges after crashing a Volkswagen Beetle into the side of Dunkin’ Donuts in Oak Ridge on Wednesday afternoon, authorities said.

Officers charged the man, Matthew Ketron, 32, of Knoxville, with two counts of reckless endangerment and driving under the influence, the Oak Ridge Police Department said.

The crash was reported at about 2:50 p.m. Wednesday. At least five people were inside Dunkin’ Donuts at the time, the ORPD said. Two customers were treated for injuries and released at the scene. Officers said the building, which is in a small shopping center on Oak Ridge Turnpike, was heavily damaged.

The yellow 2000 Volkswagen Beetle crashed into a side wall, between the drive-through window and the glass at the front of Dunkin’ Donuts. But it’s not clear whether the driver had stopped at the drive-through. [Read more…]
