An Oak Ridge man has admitted that he forced his girlfriend to have sex several times and that he had sex with her without her consent or knowledge while she was sleeping Friday, authorities said.
Reginald Donat Telcy, 26, was arrested Sunday. He has been charged with one count of rape. He remained jailed at the Anderson County Detention Facility in Clinton on Tuesday morning, and his bond has been set at $75,000. [Read more…]

CLINTON—After hours of discussion and five meetings, the Anderson County Commission has agreed to place four black granite signs inscribed with the national motto “In God We Trust” in gold letters above each of the four doors at the Anderson County Courthouse in Clinton.
The signs would be paid for by donations. Commission agreed to accept contributions and donations in the Anderson County Budget Director’s Office.
It’s the third time the signs have been considered by the commission since February. They’ve also been considered twice by the Anderson County Operations Committee. Much of the debate among commissioners and residents has focused on the whether the signs should be posted at all—some opponents would like to keep a strict separation between church and state—and whether other mottos such as “E pluribus unum” and “Liberty and Justice for All” should also be included. An Oak Ridge man allegedly lost his temper while helping his young daughter with her homework on Wednesday and hit her with his fist and a belt, authorities said.
David Lemus Mandujano, 29, of Wadsworth Circle, has been charged with aggravated child abuse. He remained jailed in the Anderson County Detention Facility in Clinton on Sunday evening. [Read more…]
A Lake City man charged with robbery is accused of taking $120 from a woman at a store and then punching her in the eye, arrest warrants said.
Ty Harcourt, 19, and another man allegedly gave the woman a ride to a store on Feb. 13, the warrants said. She had reportedly promised them gas money.
An Oliver Springs man charged with aggravated child abuse is accused of hitting a 14-month-old boy at Walmart in Oak Ridge on Tuesday, arrest warrants said.
A witness said she saw David Lambert, 61, hit the child several times in the face with his fingers in what “she called a downward reverse motion,” the warrants said.

Arrested Friday, the suspect in two recent robberies at the Kmart pharmacy in Oak Ridge allegedly used misspelled hand-written notes to demand drugs and money and threaten to kill cashiers, authorities said.
In the first robbery, which occurred on Feb. 26, suspect Devlin Seth Walker, 34, of Lancing in Morgan County, allegedly handed a cashier a note that said, “Give me all your money and a bottle of Percoset or I will kill you,” according to arrest warrants filed in Anderson County General Sessions Court.
The cashier handed Walker the money from the register and the note, the warrants said. Walker then allegedly walked around the pharmacy counter and threatened the pharmacist. The pharmacist was allegedly forced to open a locked cabinet where the narcotics are stored, and Walker took four bottles of 10mg oxycodone from the cabinet and fled the store, said the warrants, filed by Oak Ridge Police Department Officer John Criswell.
An Oliver Springs man and two Clinton men charged with kidnapping and false imprisonment after an alleged beating in a barricaded home in Oliver Springs have court hearings Thursday.
The three were arrested after the Oliver Springs Police Department responded to a report of a person being held against their will and beaten in a Ridgeview Drive home at about 11:30 p.m. Saturday, Feb. 23.

For the second time in a week, Oak Ridge Police James T. Akagi has helped arrest two suspects.
Last week, the chief tackled one of two men who fled from him in a car through Scarboro and then on foot.
This week, Akagi stopped a white van at the former Paragon Athletic Club on Emory Valley Road. In the back of the van, an apparent HVAC unit valued at $11,000 was visible through an open rear hatch, and it appeared to have been cut from the fitness center, Oak Ridge Police Department Officer Nathan Stinnett said in affidavits filed in Anderson County General Sessions Court.
An Oak Ridge teenager is accused of repeatedly hitting his girlfriend’s father in the face early Saturday morning, and the man was lying unconscious in a Robertsville Road yard when officers arrived, authorities said.
The man had severe injuries to his face, and his facial bones were probably fractured, Oak Ridge Police Department Officer John Thomas said in affidavits filed in Anderson County General Sessions Court.
A Tennessee Department of Transportation employee who worked in Oak Ridge resigned Thursday after he was charged with driving under the influence following a police investigation of a crash at Oak Ridge Turnpike and Louisiana Avenue on Friday, Feb. 1, officials said.
Police said William Hays Halbert, 56, of Knoxville, had been driving a state-owned 2010 Ford F150 pickup truck, but he had slurred speech and bloodshot, watery eyes, according to an affidavit filed in Anderson County General Sessions Court. Halbert smelled like alcohol and appeared to be confused, and he had a hard time following directions, Oak Ridge Police Department Officer Garrett L. Robbins wrote in the affidavit.

A police pursuit of a speeding SUV through Scarboro on Monday ended when Oak Ridge Police Chief James T. Akagi tackled one of two men who ran from the vehicle, and backup officers apprehended the second, court records said.
In affidavits filed in Anderson County General Sessions Court, Akagi said he was in an unmarked police car turning left onto Tulsa Road from Tusculum Drive at about 5:10 p.m. Monday when he heard screeching tires and saw a Ford Explorer approaching him from behind at high speed.
The chief said he quickly turned left onto Tulsa Road and pulled to the right to avoid being struck. The Explorer did not stop and swerved right onto Tulsa Road, Akagi said in the affidavits.
A Briceville man who claimed to be experiencing withdrawal symptoms admitted strangling his pregnant wife during an argument on Tennessee Hollow Lane on Wednesday, allegedly making her unable to breathe at times and causing her to almost black out, authorities said.
The argument allegedly started at about 9:45 a.m. Wednesday when the woman “called in to work,” according to an affidavit filed in Anderson County General Sessions Court.
