Sewer line inspections using sonar machine continue in Oak Ridge

The Oak Ridge Public Works Department continues to use state-of-the-art technology to perform inspections of the city’s sewer system, a press release said.

This technology employs a sonar machine that emits a repeating series of tones, similar to a musical scale. In open areas, it can be heard over long distances. While harmless, the tones emitted by the machine are low enough in frequency that residents nearby may be able to feel and, in some instances, hear them.

Testing is ongoing, but it will be concentrated to certain areas depending upon weather constraints and other factors during the week of August 24. This includes the area in and around Claremont Road, Clifton Circle, and Chestnut Hill Road. [Read more…]

Sewer rehab continues in August, with manhole repairs starting Monday

Sewer rehabilitation continues in August, and starting Monday, August 24, Portland Utilities will be back in town doing manhole repair, primarily in the Central City Sewer Shed. Portland Utilities will notify residents by knocking on their doors on a case-by-case basis. They will be working for about three weeks, deepening upon the weather, a press release said.

The sewer rehab is being done Morgan Contracting, working under contract for the City of Oak Ridge. They are rehabilitating the city’s sewer collection pipes within city easements in yards and in roadways, the release said.

Residents should have already received letters on colored paper (green for Morgan Contracting) and door hangers providing general information and the applicable contractor’s contact information. [Read more…]

IDB to consider financing-related resolution for Main Street Oak Ridge on Monday

The Oak Ridge Industrial Development Board will consider a financing-related resolution for Main Street Oak Ridge during a special meeting on Monday.

The resolution would approve documentation related to the tax increment financing, or TIF, for Main Street Oak Ridge. The $13 million, 30-year TIF agreement would use new property tax revenues generated within the economic impact area to assist in the redevelopment.

The Oak Ridge City Council during a work session on Tuesday will discuss proposed changes to the Secret City Festival and the process to select members of a Charter Review Committee.

City creates co-ed adult dodgeball league

The Oak Ridge Recreation and Parks Department has created a co-ed adult dodgeball league that will start in fall 2015.

“This pilot program offers adult teams of eight players the chance to participate in an exciting, entertaining, and low-cost team sport to be played at the Oak Ridge Civic Center gymnasium,” a press release said.

Cost for participating in this new and exciting league is $150 per team, and all non-resident participants will be subject to a $20 non-resident fee, the press release said. Teams must consist of a minimum of eight players, and at least two of those players must be women.

There will be an organizational meeting and organized free play night on Monday, August 31, at 6 p.m. at the Oak Ridge Civic Center. [Read more…]

The Oak Ridge Public Library will host an open house on Saturday, August 29, from 3 to 5 p.m. All Oak Ridgers are invited to visit the Library to enjoy the newly renovated lights and to learn about two new services—digital magazines and streaming video.

Patrons with an active library card can now choose from 20 monthly magazines to read on their computer, phone, or other mobile device, a press release said. ESPN The Magazine is for the next generation of fans who want to stay on top of their favorite sport. Game Informer is the largest computer and video game magazine, with knowledge and insight into the games market. Taste of Home features real food from real home cooks, all made with easy, affordable ingredients. City officials meet with NPS, DOE, other communities to discuss Manhattan Project park

A delegation from the City of Oak Ridge recently traveled to Los Alamos, New Mexico, to participate in a meeting with officials from the National Park Service, the U.S. Department of Energy, and from Los Alamos and the Hanford communities to discuss the newly designated Manhattan Project National Historical Park. The meeting was sponsored by the Energy Communities Alliance, or ECA, which supported attendance at the meeting with travel grants to the participants.

The three-day event, with more than 50 in attendance, began with a tour of the cultural resources and Manhattan Project era sites at Los Alamos National Laboratory. David Klaus, deputy under secretary of management and performance with DOE, was the keynote speaker. He emphasized the importance of preserving the history of the Manhattan Project, and pointed to the important scientific and technological advancements that originated from that era.

Victor Knox, associate director for park planning, facilities, and lands for the National Park Service, then briefed attendees on the status of a memorandum of agreement, or MOA, currently under development by DOE and NPS. The draft MOA, which has been released for public comment, will govern the respective roles of the secretary of interior and secretary of energy in administering the park and its facilities. Completion of the MOA is the first major milestone required by the enacting legislation, which was passed by Congress and signed into law by President Obama last December. [Read more…]

City may need to access residential properties to identify stormwater outfalls

The City of Oak Ridge may need to access residential property during reasonable hours to identify stormwater outfalls along streams. This is not a request to enter into any building or structures on the property; it is specifically for the purpose of identifying outfalls along streams (or their tributary watercourses) throughout the City of Oak Ridge. Representatives of the City of Oak Ridge will be mapping these outfalls with GPS units and/or making visual assessments of the watercourse, a press release said.

The City of Oak Ridge is mandated by the Environmental Protection Agency (EPA) and the Tennessee Department of Environment and Conservation (TDEC) under the Phase II Municipal Separate Storm Sewer System (MS4) permit to monitor certain streams (or tributaries to those streams). The goal of this mandate is to protect and rehabilitate our natural water resources. In accordance with this mandate, the City of Oak Ridge has created a geographical information system (GIS) storm sewer map and database program to identify stormwater outfall locations of the U.S. Waters of the State. To facilitate this program, we must enter onto private property to access the watercourse.

The interactive water fountain has arrived at Jackson Square. It’s a central component in the $1 million renovation of the shopping center’s parking lot.

The fountain components that arrived on a semi truck early Thursday afternoon were a large vault, which is the fountain’s operating system, and a collection tank. Spray pods that will go around the fountain were already here.

The entire fountain, which was custom-built by Roman Fountains of New Mexico, is now on site, said Angel Rich, president of Rich Construction Inc. of Lenoir City. The parking lot renovation, which is mostly funded with a state grant and includes the fountain, is expected to be substantially complete by September 15. That would be in time for the Taste of Anderson County on September 19 at Jackson Square.

Rich said the next steps are to dig a hole for the fountain and install it, run electrical and water lines to it, and tie it into the city’s sewer system. [Read more…]

Frustration increases, Council not pleased as Jackson Square work stretches into fall

One merchant said he’s lost more than $100,000 in sales. Another said she had to close her business. And a third has posted signs that express frustration with the pace of construction at Jackson Square.

At one time, there was hope that the $1 million parking lot renovation at Jackson Square would be complete by the Lavender Festival in mid-June. But that didn’t happen. Now, the latest construction schedule estimates that it will be “substantially complete” by September 15—in time for Taste of Anderson County—but not finished until the end of October.

Officials have said the primary delay has been with the interactive fountain that will be installed in the center of Jackson Square. It still hasn’t arrived, and officials have said it could take four weeks to install. On Monday, the contractor and her attorney said the fountain could arrive in Oak Ridge on Wednesday.

Even business owners who had an optimistic outlook earlier have lost their patience with the project, which is mostly funded with a state grant. Their primary frustrations: The work has taken much longer than expected, the schedule keeps getting extended, and there have been too many days when, they say, they’ve seen no signs of work. In the meantime, the parking lot in front of their stores was closed for months, and they believe that the construction fencing and orange barrels drove away some potential customers.

“Why can’t they finish this?” asked Jonathan Goldstein of The String Workshop.

“We’ve been nice long enough,” said Dean Russell, owner of Dean’s Restaurant and Bakery.

“I think our frustration is how many days we’ve seen nothing happening as our customer base declines,” said Steve Seivers, who has a law practice in the square, the city’s original town center.

Swimming lessons begin Aug. 11

The next session of the swimming lessons offered by the Oak Ridge Recreation and Parks Department starts Tuesday, August 11.

This session’s classes are on Tuesdays and Saturdays. These classes include Preschool Aquatics (for children to start developing good attitudes and safe practices around the water and to be able to separate from their parents), Parent-Child (for children 6 months to 3 years with their parent), and additional levels of 1-6 and adult.

There are eight classes, each 30 minutes. The fee is $65 with a $10 non-resident fee for children who reside outside Oak Ridge. Registration is at the Civic Center Front Desk with payment due at the time of registration. Cash and checks are accepted. Enrollment is limited.

Working on transportation plan, state officials welcome public comments during Oak Ridge stop

The Tennessee Department of Transportation is working on a statewide long-range transportation plan, and TDOT is partnering with the Oak Ridge Senior Center to hear from the local community about what transportation needs exist in the Oak Ridge and Anderson County area.

Regional TDOT officials will be available to hear your insights and opinions during a stop at the Oak Ridge Senior Center at 1 p.m. Wednesday, September 23. The two TDOT officials who will be there are Nick Weander and Jack Qualls, TDOT community transportation planners for the Knoxville region.
